04:18It all starts at the iconic Azteca Stadium, which becomes the first venue to host action across three World Cups.
04:25It's where both Pele and Maradona lifted the trophy.
04:34And Diego looks over us here in our New York loft apartment, which will be our home from home for
04:39the ITV team for the next six weeks as we keep you company for the longest World Cup ever.

05:14And I never thought that actually we could get a better setting than Russia in 2018, overlooking St. Basil's Cathedral.

05:22And what a place to be for the next six weeks.
05:24And the football is going to be incredible too.
05:26Well, that's the thing, isn't it?
05:27Because there's been a lot of controversy in the build-up and we'll talk about the issues.
05:30We weren't skirt away from them.
05:31But the great thing about the World Cup when it starts is it's normally fabulous because essentially football is great.
05:37Yeah, look, we've seen this film before.
05:39In the build-up to World Cups, we're now used to the controversies, the politics that obviously occur.
05:43We've seen it in Russia.
05:44We've seen it in Qatar.
05:46And now we're seeing it in America.
05:47We've got the visa issues, obviously, for the referee.
05:51We have to get referees in that are obviously FIFA officials.
05:53I don't know why FIFA haven't been stronger on that issue.
05:56Fans are obviously having issues getting into the country.
05:58The Iranian team, it looks like common sense has maybe prevailed with them and they're now able to travel.
06:03Even though they're not in this country, they're now in Mexico.
06:05So there are things that always litter a pre-tournament build-up.
06:09But one thing I would say is that ordinarily, once the football starts, it takes over and everything becomes OK
06:15again.
06:15The thing is, you know, I've spoken about the spirit of football and all the things that come with the
06:21spirit of the game.
06:22And I think that here they've got no idea and clue of the spirit of the game and what's happening
06:29and what's happened up to this point.
06:31And then you look also at people who keep saying things like keep politics out of sport.
06:37What are they saying now?
06:38This is the worst it's been.
06:40You know what?
06:41We're actually hoping and praying that the football does supersede it all.
06:45That's what we need.
06:46I mean, it often does because it is the biggest show on earth and because it's the most popular game
06:50in the world and even more countries here than ever before, Roy.
06:53I think we have to be confident that the football will be of a level where we go, those other
06:57issues are still very real, but this is great.
06:59Yeah, I think so.
07:00Obviously, we're all ex-players.
07:01I know we're obviously pundits.
07:02But yeah, that's what we're here to watch the football.
07:05But like it's been mentioned, we shouldn't shy away from the problems that are facing officials and supporters or whatever
07:11and obviously teams.
07:13But listen, once the game starts at the end, the ceremony gets underway, hopefully it'll all be positive from here
07:17on onwards.
07:18But again, we shouldn't shy away from the issues going on in the background.
07:21We should just, one thing about the referee Omar Atan, the Somali, that UEFA have announced he's going to referee
07:27the Super Cup match between PSG and Aston Villa.
07:29That's a very deliberate move by UEFA, isn't it?
07:32Yeah.
07:33Look, that to me is, it's ridiculous, the fact that the referee is not able to come into this country.
07:38He's a FIFA referee.
07:39He's been someone who's basically been lauded as being one of the very best.
07:42You've got that statue over your shoulder, the Statue of Liberty.
07:45And I don't think he'll be feeling that right now.
07:47This is him going home, Gary.
07:48He's been celebrated like a hero in his own country, and rightly so.
07:52Because, look, when you host a World Cup, you're effectively giving over your land to the world of football for
08:00four to five to six weeks.
08:01And we need tolerance and we need people who need to be fair can accept that everybody comes from a
08:05different part of the world.
08:06And that's not happened here.

08:08OK, let's have a look at the World Cup itself, because it's bigger than ever before.
08:12It's got more countries than ever before, as that screen will show you.
08:15So 48 countries, what happens is that the top two qualify automatically for the knockout stage,
08:22and eight of the 12 third-place teams as well go through, which means there's an extra knockout round.
08:29So there'll be a knockout round of 32 before a knockout round of 16 as well.
08:34There are 104 matches, and we've got game number one today.
08:39And over the next 90 minutes or so, we're going to hear from Sir Jeff Hurst on the 60th anniversary
08:44of England's sole World Cup win.

11:24As we welcome our friend, the referee analyst, Christina Unkle, back into the team to discuss
11:28some of the new laws introduced for the tournament.
11:31Christina, great to have you with us.
11:32What are FIFA looking to crack down on in this World Cup?
11:35Yeah, with all of the new laws that are being implemented, it's really catered and centered
11:39around four different positions, right?
11:41Discrimination, how we get that out of our game, delay of game, keeping the match tempo
11:47so the ball's in play more than out of play, and honestly, just increasing player experience
11:52as well as fan experience in and outside of the stadium.
11:55So in terms of the time-wasting, what are potentially the ramifications of that?
11:59Ah, time-wasting.
12:00Now you'll see the referees, right?
12:01They'll start indicating with their hands a five, four, three, two, one countdown.
12:05When throw-ins are taking too long, you'll also see a countdown.
12:08Bowl kicks are taking too long.
12:10You know, we've seen this in play, particularly if we reference UEFA Championship, Arsenal
12:13delaying.
12:14It's trying to eradicate that out of the game.
12:17I did that one on purpose.
12:20I was going to ask you, Christina, in respects of the rules, have they been trialed somewhere?
12:25Where have they been trialed?
12:26Yeah, not all of them have.
12:27There's been quite, this is the most substantive changes that they've done in the laws of the
12:31game before a major tournament, which caught me by surprise.
12:34Some have been trialed.
12:35They typically trial them in the 17s, the 20s.
12:37They trialed them in last year's summer tournament.
12:39But the new ones, such as, you know, set pieces and corner kicks and the attacking play,
12:43those haven't been trialed at all.
12:45And covering your mouth, that wasn't trialed at all as well.
12:48It was just implemented.
12:48OK, what about attackers or in an attacking phase of play, the attacking team blocking
12:53defenders at set pieces?
12:56Kalina, Pialudri Kalina, who's head of the refs, essentially, looked particularly at an
12:59England goal, scored in a friendly, didn't he, against Uruguay in the spring and went,
13:03that's what I want to crack down on.
13:05Correct.
13:05That is the exact example that he used.
13:07And just to remind everyone, it's only for situations and fouls by attackers themselves,
13:13not defenders.
13:14So we take a look here, this situation, because you have the foul.
13:17And then the next subsequent play, if he would have been tracking his player there, he would
13:20have been able to have an impact on that defense.
13:22So it's Adam Wharton who is doing the blocking.
13:24That, in the World Cup, will be a free kick to the defending team.
13:27That would be, it would be a retake, actually.
13:29It's a retake.
13:29It's a retake of that situation.
13:31So it's basically one of these situations of saying, let's redo this.
13:35Let's fix this over again.
13:36So that's what makes it, I know, the attacking side of it.
13:39It's just, it's to solve the problem of, before the ball's in play, if we have something
13:43that's materially impacting, what could be a goal-generating opportunity, they want to
13:47have that opportunity from VAR to take that away.
13:49But defenders wrestling, because Garry's a defending, defenders wrestling, I'm not saying
13:53they can get away with it, but there doesn't seem to be quite the emphasis on that, does
13:56there?
13:56No.
13:57And what I've seen in these past laws is they're focused on goals, right?
14:01Right now, we're getting into a very gray area of re-referring the game.
14:05VAR is not created to re-referring the game, but now we're trying to start implementing
14:08these decisions that we could potentially be re-referring the game.
14:11Right now, they're starting to dabble a little bit, but only in goal-scoring scenarios, not
14:15necessarily in defensive sets.
14:17OK, Garry, what do you think about that?
14:20Look, it seems one rule for one and one for another, and it seems to go against the principle
14:23of obviously rewarding attacking over defensive play.
14:26But I actually am supportive of a lot of the actual rules that have been brought in.
14:30I mean, the 5-4, 3-2-1, I'm really supportive of.
14:33It screams a little bit against what might happen with the weather, because if people are really
14:37suffering with fatigue because of the heat, then they might want to take a little bit
14:40more time naturally, but I'm pretty supportive of things.
14:43Listen, we're going to keep an eye on this, and we'll talk to Christina plenty throughout
14:46the World Cup to see how it's going.
14:47Before we go to the break, we're going to have a little bit of local knowledge in the
14:51studio throughout the next six weeks, thanks to our two American broadcasters, LA-born
14:55Semra Hunter, and a true New Yorker in Adam Richmond.

16:06I think, you know, there's that double-edged sword where you go, oh, my God, everyone's
16:10a football fan now.
16:11And then for the rest of us that actually watch football day in, day out, we're like, oh,
16:14everyone's a football fan now.
16:16But there is this thing.
16:18There's a very palpable energy.
16:19You see people on the subways wearing, you know, national kits or their favorite club
16:23kits.
16:24And I think that there's a greater awareness of the game.
16:27And I think that now you have hometown players, you know, Christian Pulisic from Hershey, Pennsylvania,
16:34Tyler Adder from Wappinger Falls, New York, representing.
16:38I think that there's a touchstone because we don't normally get, you know, that kind of
16:43elite athleticism right in our backyard.
16:45So it's a very special time to be a football fan in America.
16:48I tell you what, obviously, it's been 32 years since the last time we hosted a World
16:51Cup.
16:52Hopefully, this will be one I can remember.
16:53I was too young for that one.
16:54There were plenty of issues even back then.
16:57Yes.
16:57And they have now seemingly spilled over to this World Cup.

17:01So, I mean, one of the things, though, that everybody's talking about is ticket prices
17:04and travel and accommodation.
17:07Have you yourself experienced anything like this personally in terms of challenges?
17:10No, I'm glad you mentioned it.
17:11And that's the truth, right?
17:13Going back to 94, the U.S. has a little bit of a mixed legacy when it comes to hosting
17:17a World Cup.
17:18And I think we've seen different issues make themselves manifest in this one world.
17:22We have ticket prices to the final and rather average tickets are going to.
17:26And the final here, by the way.
17:27The final at New Jersey at MetLife going for 33,000 pounds per ticket.
17:32The train that goes out to the stadium in New Jersey, which is normally $12.50, there's
17:38a 700 times increase.
17:40And it's now $150.
17:42That's crazy.
17:43And one of the same issues that plagued the U.S. in 94 is going to be very, very prevalent
17:48here, which is extreme weather.
17:50Now, I'm going to need you to help do the numbers for me in centigrade.
17:53All right, here we go.
17:53But we're looking for, you know, temperatures on the pitch, 90, 100 degrees Fahrenheit.
17:58So 30 to 35 degrees Celsius.
