00:00All right, so I just saw President Trump's post demanding Leader Thune fire the parliamentarian
00:05in the Senate. And many of you are asking, what's a parliamentarian and who is this person?
00:10Well, I just wanted to come on here and give you a little quick rundown of what's going on.
00:16The parliamentarian is actually a staffer in the United States Senate. And the parliamentarian
00:22has great power. Now, who gives her these powers? The senators do. And the parliamentarian can
00:29actually read a bill that the Senate is considering passing, and she can actually strike out
00:37different parts of the bill and say, no, you cannot include this, duly elected U.S. senators.
00:45You're not allowed to put this XYZ policy in a bill, vote for it, pass it, and make it a
00:52law.
00:53Remember, this is a staffer. This is not someone that you voted for. And the senators are the one
00:58that give the parliamentarian the power to take out very important policy changes in the bill.
01:05Now, you're asking, how is this even possible? Well, let me tell you, you hear President Trump
01:11saying today to telling Leader Thune to fire the parliamentarian. The parliamentarian's name
01:18is Elizabeth McDonald. She was appointed by Senator Harry Reid back in 2012. So she was appointed
01:26by a Democrat senator. But they've never gotten rid of her. When Mitch McConnell, Republican Mitch
01:32McConnell, was the leader, he never got rid of her. Now we've got Leader Thune in there, John Thune.
01:38He has not gotten rid of her. And this woman, Elizabeth McDonald, the parliamentarian, struck
01:43many important provisions out of the last reconciliation bill that we passed last year. So she took out
01:51seven really big key provisions out of the reconciliation bill. Leader Thune did not fire
01:57her and nothing happened. They just allowed it to be taken out by a woman who's part of the staff
02:03in
02:03the Senate. And they didn't even fight back. Well, now the Senate is doing a second reconciliation
02:10bill. And apparently the parliamentarian, Elizabeth McDonald, is striking out provisions again. And
02:16that's why President Trump is demanding for her to be fired. So let's talk about what are the rules
02:21in the Senate with the parliamentarian. President Trump is correct. Yes, Leader Thune, the leader in
02:28the Senate, can fire the parliamentarian and replace the parliamentarian with someone new. And this is a
02:35logical thing to ask for, is to say, hey, Leader Thune, let's fire the Democrat-appointed parliamentarian
02:41and let's hire a Republican-appointed parliamentarian in hopes that there is a friendlier stance to
02:50Republican bills. There's also something else that can be done. They can override the parliamentarian
02:57without even firing the parliamentarian. And the person that can do that is the vice president.
03:03The vice president can override the parliamentarian and say the parliamentarian is suggesting that we take
03:10out certain policies out of a budget reconciliation bill. Well, guess what? Thank you for your
03:16recommendations, Ms. Parliamentarian. But I, Vice President Vance, am going to override you. We're
03:22keeping them in. Vice President Vance is elected. All the senators are elected. The parliamentarian
03:28is not elected. Now, these are the insane things that happen in the Senate, which is why I constantly
03:35talk about how the Senate is so stupid. There's other rules in the Senate that are absolutely
03:41arbitrary, so incredibly dumb, and senators choose to follow those rules. That's the 60-vote rule,
03:49the filibuster. So this is a self-imposed rule of where no bill can pass in the Senate unless it
03:56reaches
03:57a 60-vote threshold. Remember, the majorities are never 60-60 total. Right now, you have a Republican
04:04majority that's 51, 51 Republican votes in the Senate, so there's no way for Republicans to reach
04:1160 votes. So they follow their arbitrary, self-imposed 60-vote rule that they could easily
04:18decide to get rid of at any time and not have to follow it anymore. They have no excuses. They
04:24could
04:24pass any bill they want to pass without having to have 60 votes, just a simple majority, simply by
04:30overriding the filibuster, overriding the 60-vote rule. Well, it's the same thing with the
04:36parliamentarian. All they have to do is Vice President Vance, who can come in there in the Senate
04:42and say, thank you, thank you, Ms. McDonald, Elizabeth McDonald, parliamentarian. We appreciate
04:48your advice, and you want us to take out these key Republican policy priorities out of our
04:54reconciliation bill. But we're not going to do it. We're going to keep them in. And they can just keep
05:00them in, and these elected senators and the vice president can vote and pass anything they want.
05:06And going forward on other bills that require their 60-vote rule, they can say, we have decided
05:14we're going to override the 60-vote rule and pass any bill that we have the majority to pass. And
05:21they
05:21have no excuses because they have a Republican majority. The reason why I'm explaining this to
05:26you is so you cannot be lied to. The more you know, the less they can lie to you. Okay,
