00:15Inspectors later criticised missed opportunities to intervene and the government appointed Sir Alan Wood to oversee improvements.
00:23The council says that oversight ended at the end of April after conditions were met to remove the statutory direction.
00:30Ofsted has now rated the department good, with inspectors saying leaders took decisive action.
00:36The council says work will now continue and further improvements are planned.
