EU launches major tech push to break US and China dependence

The EU is betting big on cloud computing and chips to reduce its technological dependence on the US and China, and to re-enter the global tech race. But whether it will succeed and how the two superpowers will react remain open questions.

00:01The European Commission has presented on Wednesday a sweeping tech sovereignty package
00:06to boost homegrown technologies and reduce dependency on American and Chinese companies.
00:12The digital market is dominated by U.S. giants such as Google, Microsoft and Apple,
00:19and Chinese conglomerates such as Alibaba and TikTok owner Bytex.
00:24We live in a world where geopolitics and technology go hand in hand.
00:28Those who champion technological innovation will shape the future.
00:33And we must ensure that Europe plays a leading role in this.
00:37Today, we simply rely on non-EU providers for over 80% of our digital products, services and infrastructure.
00:47And this is a huge problem for Europe's security of supply.
00:51The main target of the Commission's proposal is the cloud sector,
00:55which provides the physical infrastructure underpinning most digital services.
01:00The draft law introduces four different levels of digital sovereignty that public authorities must consider when purchasing cloud services,
01:08depending on how sensitive the use case is.
01:12The highest tier, covering sectors such as defence and healthcare, would effectively bar non-European companies from winning public contracts.
01:20The aim is to prevent a so-called kill switch scenario, the risk that a foreign government might simply cut
01:27off access to hospitals or fighter jets.
01:31Europe also needs to catch up on chips, the fundamental components at the heart of almost every electronic device.
01:38After the first CHIPS Act, which aimed at bringing semiconductor factories back to Europe through state subsidies,
01:45the Commission is trying again, this time focusing on stimulating demand for European chips,
01:51in the assumption that supply will follow.
