00:00On the night of 28 to 29th of May, a Russian drone carrying explosives violated the Romanian airspace at 2
00:07a.m.
00:08Our military analysis shows that this drone was initially part of a swarm of drones used in an overnight attack
00:15against Ukrainian civilian infrastructure on the Danube,
00:19and traveled for four minutes within our territory and eventually crashed on the 10th floor of a residential apartment building
00:26in the city of Galatz, Romania.
00:27The area where it crashed is close to the border area between Romania, Republic of Moldova, and Ukraine.
00:34Since the beginning of the war of aggression against Ukraine, Russian drones entered numerous times the Romanian airspace,
00:41as well as the airspace of other partners in Central and Eastern Europe, in breach of international law and the
00:48UN Charter.
00:49And that this council, those examples have been addressed from Poland, Estonia, Lithuania, Latvia.
00:55The distance from the port of Renni to this building in Galatz is 19 and a half kilometers.
01:02If Ukrainian armed forces had been capable of engaging the Russian drone near Renni,
01:07it would have fallen there and certainly would not have flown such a distance without detonating in midair.
01:14The full circumstances of what happened must be established through a thorough, objective, and deep politicized investigation
01:21with the involvement of the Russian side first and foremost.
01:25We are ready to participate in such an investigation, but of course only if objective data and debris of the
01:32drone are shared with us for our analysis.
01:34Only then will we be able to provide an assessment of what actually happens.
01:38This is exactly how we acted in our contacts with U.S. representatives in December 2025
01:45when we handed over the flight mission controller and other components of Ukrainian UAVs
01:51that attempted to attract the residents of the President of Russia and Valdai.
01:56I now give the floor to Her Excellency, Ms. Juana Silvia Soyu, Minister for Foreign Affairs of Romania.
02:09Madam President, thank you for convening the United Nations Security Council.
02:14Thank you as well to the presidency, the Chinese presidency, for the support in preparing for this meeting
02:22and to partners that have supported Romania's request.
02:25The seriousness of this current moment cannot be overstated.
02:29It is for the first time in the 70 years' history of our UN membership
02:34that Romania requests an urgent meeting of the Security Council on a matter that involves us directly.
02:41Now, our history was not without challenges, especially as I have heard here in the room
02:49mentions of who understands the Russian Federation.
02:52I would say that the eastern part of Europe.
02:55We do have our share of understanding it.
02:59And although our history has not been without challenges,
03:02we have not called on the UN Security Council until today.
03:05But we do so today because what we have achieved in the many years that have passed
03:11is to build a safe country, to build a growing economy.
03:15We have increased in the free decades that have passed 10 times our economy.
03:21We have managed to also be a security partner for the region.
03:26And we want to see this into the future.
03:28But we do understand now more than we have done before that in order for this to happen,
03:34in order for this to be without risk, we do need to do everything that is within our responsibility,
03:42individually and collectively, to help stop the war at our border
03:46and to find the diplomatic pathway in that direction.
03:50We have a joint responsibility not just to draw a line,
03:53but to make sure we do not move that line, as people would want sometime.
03:59It is imperative for the Council to address such unnecessary escalation
04:03by the Russian Federation in its war of aggression against Ukraine.
04:06The Security Council is the most powerful tool of the international community,
04:10a common tool that we have to prevent the perception of a normalization of the abuse.
04:15We can and should not move the line we have drawn.
04:19We should not consider these current escalations as the new normal.

05:23and we have talked at length about them and expressed our solidarity to each other.
05:27In Romania's case, just this year, we have seen more than 30 such incursions
05:34and we have seen a growing frequency.
05:37What makes it different this time, though, is that it is the first time
05:40since the start of the war of aggression against Ukraine
05:44that Romanian citizens also require medical care
05:47and that Romanian property has been significantly damaged.
05:51A mother and child were injured and required medical care,
05:55but now are out of risk.
05:56The impact caused the fire and extensive damages to the building.
06:01The building itself was temporarily evacuated.
06:04I want to provide context.
06:06The drone crashed in a highly densely populated residential area
06:12where children, women and men live safely with their families.
06:16The effects could have been more astounding.
06:19Romania firmly condemns this reckless behavior
06:21and repeated aerial intrusion by Russian vehicles into our sovereign territory.
06:28Irrespective of what was their initial destination,
06:31the gravity of the action and the responsibility of the perpetrator are clear.
06:36The risk further undermines peace and security in Europe and,
06:40through its wider implications, represents a concern for the entire UN membership.
06:46Madam President,
06:47Our military analysis shows without a doubt that the drone that crashed on Thursday night in Galat is a GERAN
06:53-2 of Russian origin.
06:55This undeniable conclusion is backed by clear findings of a technical report issued by our special investigators
07:00and presented to the public by our president on the basis of a consistent set of technical evidence.
07:06Apart from an inscription in Kyrillic characters of the name GERAN-2 from the recovered fragments,
07:12the report conclusively established that the electronic components, navigation systems, control modules, engine construction elements
07:19show similarities to those of other GERAN-2 drones previously recovered in Romania
07:24and identified as being manufactured in the Russian Federation.
07:27The report also shows manufacturing markings, technical inscriptions, construction features and materials used
07:34follow the same technological process.
07:37The criminal analysis points to the same origin.
07:40Madam President,
07:41Reckless violation by Russian drones of the airspace of Romania
07:44and of other Central and European partners have occurred repeatedly since the outbreak of the war against Ukraine.
07:49This council also met after such incidents.
07:53This most recent incident is an extremely unsettling reality
07:57as it shows an increasing pattern of indiscriminate drone strikes injuring civilians across the border
08:04and such behavior is unacceptable under the UN Charter and International Law.
08:09This modern warfare with autonomous vehicles does not create a distance from responsibility.
08:15We recall the Secretary General's recent warnings in this council a day before the incident
08:21that the rate of escalation we are witnessing in attacks against Ukraine
08:24generates serious and wide-ranging consequences.
08:26These need to be addressed and contained not only because of their extremely serious impact on the ground
08:32and in and of themselves a great cause for concern and condemnation,
08:36but also because they erode the basic premises for diplomacy, peace, and security.
08:41Anytime, anywhere, in any situation,
08:45attacks against civilians and civilian infrastructure call for condemnation in the strongest terms.
08:52Romania reiterates our solidarity with our neighbor Ukraine and its people
08:57in their legitimate self-defense against the aggressor
09:00and in the exercise of their sovereign right to freely choose their future.
09:04Since the start of the aggression, we have been witnessing harrowing accounts
09:08of the immense toll of the war on civilians in Ukraine.
09:13The courage of Ukrainians, their sacrifice, their power of innovation and resilience
09:17should be respected and supported.
09:20But because they do have an increased power to defend themselves,
09:25we should not consider this the new normal.
09:29We should continue to increase diplomatic pressure on the aggressor to stop.
09:35For a long time, Romania is a reliable country and a security provider in its region and beyond.
09:40Our efforts benefited our partners around the world,
09:43the Black Sea Grain Initiative with facilitated access of Ukrainian grains to consumers around the world.
09:49The EU Solidarity Lanes, our contribution to demining in the Black Sea alongside our partners,
09:54are just a few areas where we do hope we have contributed significantly and will continue to do so.
10:02We have the longest border with the war and we do have the responsibility to protect it,
10:07of course, for our citizens, but also because it is the border of the European Union to the war.
10:12It is the border of the allies and NATO members.
10:16And as well, it is not just a shared responsibility, but of course,
10:21something that exposes Romania to the consequences of the war.
10:24And that makes us even more resilient in continuing the effort towards the path for peace.
10:31Since the outbreak of the war in 2022,
10:34these consequences have been felt in the broader region of the Black Sea,
10:38including the neighbor of Republic of Moldova.
10:41Of course, we are not parties of the war, and we have been clear about this since day one.
10:46But we want to be part of the effort to stop the war and have a settled peace.
10:52We do need to search for that path together.
10:55We reiterate our support for a full immediate and unconditional ceasefire
10:59in the pursuit of a comprehensive, just and lasting peace in Ukraine,
11:03in line with the UN Charter and international law,
11:05and in full observance of the principles of sovereignty, independence, territorial integrity,
11:10within internationally recognized borders.
11:12We have said it before in this Council, and we will repeat it once again today.
11:17Robust and workable security guarantees for Ukraine are essential for a credible peace
11:21in face of an aggressor with a historical record of relapsing into breaches of international law.
11:27This reckless behavior and blatant disregard of human suffering
11:31not only goes against the UN Charter and international law,
11:34including international humanitarian law,
11:36but it also intentionally disregards the diplomatic effort led by those that wanted to bring us closer to peace.
11:44We are time and again confronted with a staggering paradox.
11:49We seek accountability in this Council, where the Russian Federation,
11:52a permanent member who should ensure the full respect of the UN Charter and international law,
11:56is also the aggressor.
11:58Such impunity in a blatant deviation of the fundamental principles and purposes of the UN Charter
12:04goes against the core mission of this organization,
12:06maintaining international peace and security through good faith cooperation among member states.
12:12As several members in this Council have emphasized before us,
12:16this type of escalatory behavior represents a concrete challenge to international peace and security
12:21and should be condemned as such.
12:23Romania's request for this meeting and my presence here in this chamber
12:27is an act of responsibility on our behalf
12:30and a genuine commitment to the principles that underpin multilateralism and the authority of the Council.
12:35Allow me to appreciate the expression of support and solidarity
12:38conveyed by the international community in the aftermath of the incident in Galazzi,
12:43including around this table.
12:45And during the media's takeout prior to this,
12:47where we've delivered the statement on behalf of 56 countries,
12:50and we're grateful for that.
12:52This reconfers the crucial role of the Security Council and the United Nations as a whole
12:56in ensuring that breaches of the UN Charter and international law
13:00do not remain unaddressed and unaccounted for.
13:04My citizens back home are asking if words are enough for the situation we're in.
13:11But we are committed to the diplomatic pathway ahead.
13:15And especially in this room, especially in the Security Council,
13:19words hold a strong power.
13:21It is the widest legitimacy of an institution to host such needed dialogues,
13:28as uncomfortable as they might be.
13:30The needy dialogues to support peace.
13:33And for that, we do need the common responses we have seen throughout these days
13:37to these blatant violations of international law.
13:40And we do need to collectively support the path toward peace at our border.
13:44It is also another reason why we speak here today,
13:47and we are grateful for your interventions as well.
13:51Truth is not always self-evident.
13:53Truth itself also needs to be protected,
13:56as we protect our land, our waters, our air.
13:59We do need to protect facts because they are misinterpreted.
14:03And sometimes for those that have no arguments to be able to explain their behavior,
14:11they try to run away from responsibility by trying to change the truth with their narratives.
14:16So our presence here today, our intervention here today is also in protection of the truth
14:21and in making sure that those that are victims of the aggression are not painted as the aggressors.
14:29Romania will continue to be a reliable partner,
14:32and we are grateful for the international support we see in this community.
14:36We congratulate Colombia on its presidency of the Council this month.
14:43We wish you every success,
14:44and we thank the People's Republic of China for their impeccable presidency.
14:50Madam President, we note that Romania has hastily convened this meeting
14:55and immediately put forward unfounded and biased accusations against Russia.
15:00We believe that the main purpose of today's meeting is to satisfy demand by Western countries
15:07to generate yet another wave of anti-Russian media hype at any cost.
15:15In that regard, we would like to present an objective version of the event,
15:19since the details provided by the Romanian side regarding the crash of the UAV in the city of Galesi
15:24raise questions from both a technical as well as from a factual perspective.
15:29The Russian armed forces did conduct operations targeting the military infrastructure
15:34of the Kiev regime on the night of May 29th.
15:38These actions are being carried out in response to the terrorist attacks
15:41carried out by the Kiev regime against Russian civilian infrastructure facilities,
15:45which are systematic and consistent in nature.
15:48As part of those operations, strikes targeted facilities in the port of Renni in the Odessa region,
15:54through which our former Western partners supply military goods for the needs of the Ukrainian armed forces.
16:01There, those shipments are unloaded, warehoused,
16:04and then distributed further across Ukraine to be used in attacks against our civilian population.
16:12Of course, we will be destroying such shipments as early and as remotely as possible.
16:18According to official Romanian data, there was an impact in the city of Galits
16:24allegedly involving a Russian Garand 2 UAV that struck the roof of an apartment building.
16:30The payload of such a UAV carries approximately 50 kilograms of explosives.
16:38If such a drone had, as claimed, indeed hit the roof of a building,
16:44the consequences would not have been limited to the fire that was shown by Romanian media.
16:50The roof would have been destroyed completely.
16:52The distance from the port of Renni to this building in Galitsi is 19 and a half kilometers.

18:01We draw your attention to the inconsistencies in statements by Romanian officials.
18:06Initially, they spoke of an allegedly deliberate Russian strike on a civilian object.
18:13Then, just hours later, the president of Romania, Nikosher Dan, revised that position,
18:20stating that a result of Ukrainian air defense activity, a Russian drone had changed course and entered Romanian airspace.
18:29At the same time, the possibility of a provocation by Kiev aimed at testing NATO member states' reaction once again
18:38and accelerating their direct involvement in the crisis was not even considered.
18:43We also believe it is no coincidence that this drone incident occurred the day after President Zelensky
18:49appealed to U.S. President Donald Trump for missiles for American Patriot air defense systems.
18:58Zelensky also publicly lamented that Washington was ignoring his requests.
19:03It is regrettable that Romania failed to provide any objective data to the Russian side
19:11and immediately began implementing the political agenda of its senior partners.
19:15The same applies to statements by NATO's Allied Command in Europe, which rushed to assign blame.
19:25Instead of professional cooperation, pre-prepared retaliatory measures were taken,
19:32such as the closure of the Russian Consulate General in Constanza
19:35and the demand that the Consul General leave the country within 72 hours.
19:41Once again, rather than seeking the truth, the focus shifted to using an isolated incident to fuel anti-Russian hysteria.
19:52Western Russophobes are essentially creating new pretexts to close their ranks in opposition against Russia
19:59and to maintain block discipline, including encouraging continued military support for the Zelensky regime.
20:08This incident also helps Europe shield Ukraine and provides some kind of justification for their bellicose rhetoric towards Russia.
20:19This is especially important in the context of recent tragic events in the Luhansk People's Republic,
20:24which needed to be urgently downplayed by interrupting the news agenda of the day.
20:32Madam President, just over a week ago, on May 22nd,
20:35the Kyiv regime carried out a horrific terrorist attack in Starbilsk.
20:39As a result of strikes on the dormitory of a teacher's college,
20:4321 people were killed, mostly young women, and over 40 students were injured.
20:49The entire world learned of this latest atrocity carried out by the Kyiv regime,
20:53but the Western political establishment, including our colleagues in the Security Council,
20:59chose to ignore this act of terrorism.
21:01Not a word of condolences, only accusations of fake news and lack of information.
21:07You all attended these meetings, and you must remember this well.
21:14After all, victims in regions whose populations are not regarded as worthy by Kyiv and its Western sponsors
21:19deserve no reaction from the West.
21:21They are, from the very beginning, treated as fake and non-existent victims.
21:28Whether there were 50 of them burned alive by Ukrainian Nazis in the Trade Union House in Odessa in 2014,
21:33or 21 in Starbilsk, they simply do not exist.
21:39We promised at the last meeting that we would disseminate materials
21:44regarding these allegedly non-existent victims, and we will do so.
21:50However, as soon as an incident occurs that can be framed within an anti-Russian narrative,
21:58the Western propaganda machine is launched immediately.
22:01This well-established pattern has long become a hallmark of European countries' approach to Ukraine.
22:06Each new incident involving the fall of a missile, a drone, or their fragments on EU territory
22:12is treated as a convenient news coverage opportunity.
22:16First come the accusations against Russia, to which political conclusions are tailored.
22:21And only later, if at all necessary, is there any discussion of the facts.
22:27In this regard, it is important to recall the incident in Psyvodo, Poland, in November 2022.
22:34At that time, after a missile fell and killed two people,
22:38the Kyiv regime and its Western sponsors hastily presented it as a Russian strike
22:42on a NATO member state's territory.
22:48There were immediately statements regarding a Russian attack on the news,
22:53the need for a firm attack, and even the possibility of activating certain mechanisms of the alliance.
23:02In other words, Ukrainian authorities were essentially attempting to use deaths,
23:06people's deaths, to provoke a direct clash between Russia and NATO.
23:09It later emerged that the missile in question was, in fact, a Ukrainian S-300 system,
23:14and this sharply changed the tone of Western statements.
23:18Certainty vanished immediately, and loud accusations gave way to very cautious statements.
23:23But the most important thing never happened.
23:25We never heard either condemnation of the Kyiv regime's actions,
23:30nor any acknowledgment that its irresponsible actions could have brought Europe to the brink of a far more dangerous scenario.
23:36None of those who automatically blamed Russia for everything faced any political accountability
23:42for their hasty and unfounded accusations, and no one ever demanded an explanation from Kyiv.
23:49The incident in Galitsy is far from an isolated case.
23:53The geographic spread of Ukrainian rockets and UAVs across Europe continues to expand,
23:58affecting Poland, Romania, Latvia, Lithuania, and Finland.
24:02And Ukrainian drones falling in these countries, because of which some governments were even forced to resign,
24:07is something that remains on the periphery of the Security Council's attention.
24:12Blame is routinely placed on Russia, but European leaders fail to recognize
24:17that this is a natural consequence of their own policies.
24:21Each such new case is a direct result of their destructive course
24:25of arming the Kyiv regime and encouraging further escalation.
24:29And then, after some time has passed,
24:32it turns out that yet another Russian trace turned out to be a Ukrainian one, in fact,
24:37but Western governments prefer to keep this silent
24:41and avoid convening Security Council meetings,
24:43because condemning Kyiv for them would mean acknowledging their own responsibility.
24:47Madam President,
24:48Given the Security Council's busy agenda,
24:51we believe it is important to use this meeting to draw attention
24:54to a truly important issue
24:58related to the Zaporizhia nuclear power plant.
25:02Just two days ago,
25:05Kyiv regime fighters used fiber-optic guided drones
25:08to strike the turbine hall building of the plant's sixth power unit.
25:16They pierced the metal section of the facade of the machine room,
25:19and it was only by sheer luck that the reactor compartment,
25:24which was located 10 meters away from the explosion,
25:27was left undamaged.
25:29IA inspectors who arrived on the scene
25:32confirmed that there was a strike against the plant.
25:35We call on Security Council members
25:37to assure you a principled and objective assessment
25:39of the reckless actions of the Kyiv regime,
25:42which creates the threat
25:44of a catastrophic radioactive contamination,
25:47potentially not only for Russia and Ukraine,
25:49but a number of European states.
25:52And this is not the first time
25:54that the nuclear power plant
25:56has come under fire from the Ukrainian armed forces.
25:59Attacks have been going on for a long time,
26:01both against the plant itself
26:02and the city of Enerhodar.
26:04One would think that this is precisely
26:06where European states would be most concerned,
26:08yet we see neither emergency statements
26:10from Brussels nor urgent meetings of European leaders,
26:14nor demands that Kyiv cease its actions.
26:17This is yet another indicator
26:20that EU countries are deliberately
26:22and purely for political reasons
26:24turning a blind eye to the crimes
26:26of the Zelensky regime.
26:28However, if a catastrophe were to occur,
26:32no one will be able to sit it out safely.
26:34Radioactive contamination knows no state borders.
26:37Its consequences will affect the entire European continent.
26:41The reaction of the UN Secretariat
26:44and the IAA to this is particularly bewildering.
26:47They're trying to have it both ways,
26:48expressing concern and speaking of the need
26:50to exercise restraint and avoid escalation.
26:55These vague statements and unsubstantiated calls for peace
26:58are incapable of dampening the current level of escalation.
27:03Unfortunately, they not only create an atmosphere
27:05of impunity and permissiveness,
27:07they push the Kyiv regime towards new crimes as well.
