04:44And even more strikingly, these narratives are echoed at the highest political level.
04:49Dmitry Medvedev, former president, he used on multiple occasions similar explicit threats suggesting potential attacks on European cities.
05:00Taking together all these statements are not isolated provocations but part of a broader campaign in which the language of
05:08intimidation and the targeting of European capitals has been steadily mainstreamed into Russia's state-aligned messaging.
05:16In Galat, in Romania, we have witnessed that all this rhetoric is not just threats.
05:21Madam President, the recent attack against Romania was a cynical double strike, which carried at least two messages.
05:28The first was directed at Romania and all NATO member states.
05:33It was yet another attempt to test the resolve of our neighbors, to probe reactions and to see how far
05:40Russia can go in bringing its war of aggression ever closer to the territory of allied nations.
05:47But there was another second message.
05:49The Romanian city of Galat plays a special role in Ukrainian history as well, as the place where one of
05:55the most important rulers, Hetman Ivan Mazepa, found his final resting place over 300 years ago.
06:03Hetman Mazepa has remained a source of particular hatred and resentment for Moscow because he dared to challenge imperial rule
06:11and defend Ukraine's right to determine its own future three centuries ago.
06:16That is why many Ukrainians cannot overlook this bitter symbolism of a Russian drone striking a beautiful city of Galat
06:25in Romania, but so closely associated with Hetman Mazepa's sacred memory.
06:29It is another reminder that Russia's war is directed not only against Ukrainian statehood or territory, but also against our
06:36history and national identity.
06:38Madam President, to conclude, there are essentially two ways to respond to Russia's brazen, intentional drone strike on Galats.
06:46The first is the familiar one.
06:48We can express our outrage, condemn this violation, call upon Russia to refrain from such illegal actions in the future
06:56and hope that all these appeals, including all those that were made this afternoon in the chamber, will somehow, somehow
07:04persuade Mr. Putin to stop sending his deadly drones towards Romania or Poland or any other neighboring countries of Ukraine.
07:12We have followed this past many times before the results, or better to say their evident luck, speak for themselves.
07:20What we see now, we see the reaction before.
07:24There was an incident in Poland, you would remember, on the 12th of September, but all those signals were not
07:32really persuasive for Russia.
07:33This new strategy now in Romania is just another logical consequence of failure to put Russia in its place.
07:42This shall be another lesson for all of us.
07:44But there is, however, a second approach, how to address this intentional, I repeat, intentional drone strike against the peaceful
07:52city of Galats.
07:53We have to recognize that the most effective way to deal with these Russian attacks on Romanian citizens, and indeed
08:01on all European citizens, is to prevent those drones from entering Ukraine's airspace in the first place.
08:08In practical terms, this means helping Ukraine protect our skies and establish a powerful and fully integrated air defense shield
08:17with all the combined capabilities of our European partners.
08:21We urgently call upon our allies, also sitting on this table, not just to completely rethink and change the current
08:28approach and initiate a decisive shift in scale in the provision of air defense systems.
08:33We need at least a tenfold, but actually a twentyfold increase.
08:38But what Ukraine needs most is the commitment of our European and our American partners to actively intercept and destroy
08:46Russian missiles and Russian drones over Ukraine's territory.
08:50The strikes on Galats should therefore become a turning point.
08:54The most effective response to Russia expanding its war across Europe is not another expression of concern, but a bold
09:02collective action that would deprive Russia of the ability to terrorize both Ukraine and all its neighbors.
09:09The safest Romanian sky begins with much better protected sky over Ukraine.
09:15Madam President, before I wrap up, I would like to react to Mr. Nebenza's baseless accusations regarding an alleged drone
09:22strike on Zaporizhia nuclear power plant that we just heard.
09:25We strongly reject this shameless allegation that is merely a figment of Russia's vivid imagination.
09:33As in the case of Starobilsk, there is no independent verification of this unfounded claim.
09:38Instead of staging this theatrical performance, once again, Russia must immediately liberate Zaporizhia, the biggest NPP on European soil, stop
09:48playing with nuclear fire and get out of Ukraine.
09:51And with regard to Mr. Nebenza's repeated reference to the Starobilsk fake story, the continuous manipulation of facts, reminds us
09:59a famous Soviet movie, let me quote, traditionally in Russian.
10:02Three magnetophones, three cameras, three foreign cameras, three cigar cases, flying in the chamber.

10:19We wish you every success and we thank the People's Republic of China for their impeccable presidency.
10:27Madam President, we note that Romania has hastily convened this meeting and immediately put forward unfounded and biased accusations against
10:36Russia.
10:37We believe that the main purpose of today's meeting is to satisfy demand by Western countries to generate yet another
10:45wave of anti-Russian media hype at any cost.
10:52In that regard, we would like to present an objective version of the event, since the details provided by the
10:57Romanian side regarding the crash of the UAV in the city of Galesi raise questions from both a technical as
11:03well as from a factual perspective.
11:06The Russian armed forces did conduct operations targeting the military infrastructure of the Kiev regime on the night of May
11:1329th.
11:14These actions are being carried out in response to the terrorist attacks carried out by the Kiev regime against Russian
11:19civilian infrastructure facilities, which are systematic and consistent in nature.
11:24As part of those operations, strikes targeted facilities in the port of Renni in the Odessa region, through which our
11:31former Western partners supply military goods for the needs of the Ukrainian armed forces.
11:37There, those shipments are unloaded, warehoused, and then distributed further across Ukraine to be used in attacks against our civilian
11:47population.
11:49Of course, we will be destroying such shipments as early and as remotely as possible.
11:55According to official Romanian data, there was an impact in the city of Galits, allegedly involving a Russian Garand II
12:03UAV that struck the roof of an apartment building.
12:06The payload of such a UAV carries approximately 50 kilograms of explosives.
12:14If such a drone had, as claimed, indeed hit the roof of a building, the consequences would not have been
12:23limited to the fire that was shown by Romanian media.
12:26The roof would have been destroyed completely.
12:29The distance from the port of Renni to this building in Galesi is 19.5 kilometers.
12:35If Ukrainian armed forces had been capable of engaging the Russian drone near Renni, it would have fallen there and
12:41certainly would not have flown such a distance without detonating in midair.
12:47The full circumstances of what happened must be established through a thorough, objective, and deep politicized investigation with the involvement
12:56of the Russian side first and foremost.
12:58We are ready to participate in such an investigation, but of course only if objective data and debris of the
13:05drone are shared with us for our analysis.
13:07Only then will we be able to provide an assessment of what actually happened.
13:12This is exactly how we acted in our contacts with U.S. representatives in December 2025 when we handed over
13:20the flight mission controller and other components of Ukrainian UAVs that attempted to attract the residents of the president of
13:27Russia and Valdai.
13:30Any assessment of such incidents must be based on verified facts and not political slogans.
13:37We draw your attention to the inconsistencies in statements by Romanian officials.
13:43Initially, they spoke of an allegedly deliberate Russian strike on a civilian object.
13:50Then, just hours later, the president of Romania, Nikosher Dan, revised that position, stating that a result of Ukrainian air
14:00defense activity, a Russian drone had changed course and entered Romanian airspace.
14:05At the same time, the possibility of a provocation by Kiev aimed at testing NATO member states' reaction once again
14:14and accelerating their direct involvement in the crisis was not even considered.
14:20We also believe it is no coincidence that this drone incident occurred the day after President Zelensky appealed to U
14:26.S. President Donald Trump for missiles for American Patriot air defense systems.
14:35Zelensky also publicly lamented that Washington was ignoring his requests.
14:40It is regrettable that Romania failed to provide any objective data to the Russian side and immediately began implementing the
14:49political agenda of its senior partners.
14:52The same applies to statements by NATO's Allied Command in Europe, which rushed to assign blame.
15:02Instead of professional cooperation, pre-prepared retaliatory measures were taken, such as the closure of the Russian Consulate General in
15:11Konstantin and the demand that the Consul General leave the country within 72 hours.
15:18Once again, rather than seeking the truth, the focus shifted to using an isolated incident to fuel anti-Russian hysteria.
15:29Western Russophobes are essentially creating new pretexts to close their ranks in opposition against Russia and to maintain bloc discipline,
15:38including encouraging continued military support for the Zelensky regime.
15:44This incident also helps Europe shield Ukraine and provides some kind of justification for their bellicose rhetoric towards Russia.
15:55This is especially important in the context of recent tragic events in the Luhansk People's Republic, which needed to be
16:02urgently downplayed by interrupting the news agenda of the day.
16:08Madam President, just over a week ago, on May 22nd, the Kyiv regime carried out a horrific terrorist attack in
16:15Starbilsk.
16:16As a result of strikes on the dormitory of a teacher's college, 21 people were killed, mostly young women, and
16:24over 40 students were injured.
16:25The entire world learned of this latest atrocity carried out by the Kyiv regime, but the Western political establishment, including
16:32our colleagues in the Security Council, chose to ignore this act of terrorism.
16:38Not a word of condolences, only accusations of fake news and lack of information.
16:44You all attended these meetings, and you must remember this well.
16:50After all, victims in regions whose populations are not regarded as worthy by Kyiv and its Western sponsors deserve no
16:57reaction from the West.
16:58They are, from the very beginning, treated as fake and non-existent victims.
17:04Whether there were 50 of them burned alive by Ukrainian Nazis in the Trade Union House in Odessa in 2014,
17:10or 21 in Starbilsk, they simply do not exist.
17:15We promised at the last meeting that we would disseminate materials regarding these allegedly non-existent victims, and we will
17:25do so.
17:27However, as soon as an incident occurs that can be framed within an anti-Russian narrative, the Western propaganda machine
17:36is launched immediately.
17:38This well-established pattern has long become a hallmark of European countries' approach to Ukraine.
17:42Each new incident involving the fall of a missile, a drone, or their fragments on EU territory is treated as
17:50a convenient news coverage opportunity.
17:52First come the accusations against Russia, to which political conclusions are tailored.
17:57And only later, if at all necessary, is there any discussion of the facts.
18:04In this regard, it is important to recall the incident in Pszewodo, Poland, in November 2022.
18:11At that time, after a missile fell and killed two people, the Kiev regime and its Western sponsors hastily presented
18:17it as a Russian strike on a NATO member state's territory.

19:39Ukrainian drones falling in these countries, because of which some governments were even forced to resign, is something that remains
19:45on the periphery of the Security Council's attention.
19:47Blame is routinely placed on Russia, but European leaders fail to recognize that this is a natural consequence of their
19:56own policies.
19:57Each such new case is a direct result of their destructive course of arming the Kiev regime and encouraging further
20:04escalation.
20:06And then, after some time has passed, it turns out that yet another Russian trace turned out to be a
20:13Ukrainian one, in fact,
20:14but Western governments prefer to keep this silent and avoid convening Security Council meetings,
20:19because condemning Kiev for them would mean acknowledging their own responsibility.
20:23Madam President, given the Security Council's busy agenda, we believe it is important to use this meeting to draw attention
20:30to a truly important issue related to the Zaporizhia nuclear power plant.
20:39Just two days ago, Kiev regime fighters used fiber-optic-guided drones to strike the turbine hall building of the
20:48plant's sixth power unit.
20:50Sixth power unit.
20:52They pierced the metal section of the facade of the machine room, and it was only by sheer luck that
20:58the reactor compartment,
21:01which was located 10 meters away from the explosion, was left undamaged.
21:05IA inspectors who arrived on the scene confirmed that there was a strike against the plant.
21:11We call on Security Council members to assure you a principled and objective assessment of the reckless actions of the
21:17Kiev regime,
21:19which creates the threat of a catastrophic radioactive contamination,
21:24potentially not only for Russia and Ukraine, but a number of European states.
21:29And this is not the first time that the nuclear power plant has come under fire from the Ukrainian armed
21:35forces.
21:36Attacks have been going on for a long time, both against the plant itself and the city of Anirhodar.
21:40One would think that this is precisely where European states would be most concerned,
21:45yet we see neither emergency statements from Brussels nor urgent meetings of European leaders nor demands that Kiev cease its
21:53actions.
21:54This is yet another indicator that EU countries are deliberately and purely for political reasons turning a blind eye to
22:02the crimes of the Zelensky regime.
22:05However, if a catastrophe were to occur, no one will be able to sit it out safely.
22:11Radioactive contamination knows no state borders.
22:14Its consequences will affect the entire European continent.
22:18The reaction of the UN Secretariat and the IAA to this is particularly bewildering.
22:23They're trying to have it both ways, expressing concern and speaking of the need to exercise restraint and avoid escalation.
22:31These vague statements and unsubstantiated calls for peace are incapable of dampening the current level of escalation.
22:39Unfortunately, they not only create an atmosphere of impunity and permissiveness,
22:43they push the Kiev regime towards new crimes as well.
