00:00On Monday, I think you can guess what will happen, Ambassador Leonor Zalabata, permanent
00:05representative of Colombia and president of the Security Council for the month of June
00:11will be here to brief you on the Council's program of work.
00:14We will confirm to you the exact time at the start of the briefing a bit later, but we
00:19expect it around 12.45.
00:24As you heard from Premier Lepan not long ago, the Secretary General's report on conflict
00:30related sexual violence was issued today and it said that cases of conflict related sexual
00:35violence verified by the UN in 2025 rose sharply from 2024 marked by extreme brutality and overwhelmingly
00:43targeted women and girls.
00:45A total of 77 parties, including state and non-state actors, are listed this year for
00:52cases of conflict related sexual violence, including parties added to the list in previous
00:57years.
00:58The report says that in 2025, documented cases of sexual violence as a tactic of war, torture,
01:04terrorism and political repression surged, while multiple and overlapping political, security
01:10and humanitarian crises worsened.
01:12Abduction and sexual violence form part of a broader pattern of attacks by armed groups
01:17in remote areas of Burkina Faso, Mali and northern Mozambique with girls as young as 11 being
01:25forced into sexual slavery and repeated rapes in captivity leading to unwanted pregnancies.
01:33The Secretary General said that sexual violence was perpetrated in detentions in multiple settings
01:38such as Israel and the state of Palestine, the Russian Federation and Ukraine.
01:43In Myanmar, patterns of sexual violence continue to be used in detention settings as part of
01:49the repertoire of political violence to intimidate and punish opponents.
01:54The full report is online and you just, as I mentioned, you just heard from Pramila Patton.
01:59Moving to Lebanon, our peacekeeping mission there in southern Lebanon continues to observe intensive
02:06Israeli Defense Forces air and ground activities across the UNIFIL area of operations.
02:12The IDF activity was also reported north of the Latani River.
02:16Yesterday, UNIFIL reported 350 firing incidents attributed to the IDF and 25 to Hezbollah.
02:24Also yesterday, a UNIFIL convoy carrying an injured peacekeeper was stopped by the IDF and delayed
02:31for about an hour before being able to proceed.
02:34As a reminder, all parties have to ensure that UNIFIL has unrestricted access and freedom
02:42of movement in the conduct of its activities mandated by the Security Council.
02:47On the occasion of the International Day of the Peacekeeper, which you know is marked today,
02:53uh, but ceremonies in New York will take place a week, uh, next week on Friday.
02:58Uh, but in Lebanon, uh, UNIFIL held a solemn ceremony in its Nekora headquarters, which included
03:04a tribute to the fallen peacekeepers.
03:07As you will recall, six UNIFIL peacekeepers have been tragically killed in the hostilities
03:13in southern Lebanon since March 2nd, with several more wounded.
03:17In his remarks at the ceremony, the general heading, uh, UNIFIL, General, uh, Giudato Abagnara stressed
03:26that a political and diplomatic path remains the only viable solution to the conflict, adding
03:31that UNIFIL remains committed to supporting the parties in restoring the cessation of, um,
03:38hostilities and creating the conditions for a permanent ceasefire.
03:41On the humanitarian front, our OCHA colleagues report that humanitarian access and emergency
03:47response capacity continue to face severe constraints.
03:52In Nabatia, strikes reportedly impacted a key road in Marjayoun that took place yesterday.
03:57That road is critical to emergency medical evacuations, also for aid and humanitarian workers to move
04:03about, and for people's access to essential goods and services.
04:07Elsewhere in Lebanon, local authorities tell us that repeated evacuation orders are forcing
04:12families to flee repeatedly and then return to their homes as security conditions shift.
04:18The humanitarian and resident coordinator for Lebanon, Imran Riza said today he's deeply alarmed
04:24by the intensification of, uh, hostilities and the impact of evacuation orders by Israel have,
04:31on communities across the country.
04:33In a statement, he referred to reports that airstrikes have harmed civilians as they attempted to leave
04:39areas under displacement orders, stressing that international humanitarian law clearly states
04:44that civilians, including health workers, and first responders must be protected.
04:49Meanwhile, we and our humanitarian partners continue to provide critical assistance across the country.
04:55Since March 2nd, the World Food Program and its partners have distributed more than 11 million hot and cold meals
05:02to people affected by the conflict in Lebanon.
05:05And turning to the occupied Palestinian territory, our Ocha colleagues tell us that last night,
05:10an Israeli airstrike hit a residential area less than 600 feet, that's about 200 meters,
05:16from five humanitarian facilities in Dar al-Bala.
05:19Luckily, no one, uh, no casualties were reported in, um, were reported.
05:26This followed an order from the Israeli military to shelter in place shortly before the strike.
05:31Uh, no staff members were injured and the team is currently, uh, assessing the damage.
05:36We reiterate once again that civilians, including humanitarians, must always be protected.
05:43As for crossing, since Sunday, Karim Shalom, Karim Abu Salam has been the only operational entry point
05:50into Gaza, uh, for humanitarian and commercial goods as the Zikkim crossing has been closed.
05:56We continue to call for more crossings to be open and, of course, more critical supplies
06:00and assistance to be let in.
06:03Meanwhile, between the 11th and the 17th of May, partners working on protection have provided mental
06:07health and psychosocial support as well as other protection to more than 10,000 people,
06:13half of them, uh, caregivers and children.
06:16Services included recreational activities, art and drama sessions, counseling and parenting support,
06:22which was provided in shelters.
06:24It was provided in camps and schools and other displacement sites in Gaza, across Gaza.
06:32Partners remind us that to continue these services, particularly for children and adolescents,
06:36we need fuel.
06:38We need safe spaces, uh, to provide these services and we need more staff as well as basic resources.
06:45Um, turning to the reports of the drone, uh, that hit a residential building in Romania,
06:53I can tell you that the secretary general is alarmed by the reported overnight drone strike
06:57involving a residential building in the city of Galati in Romania.
07:02Uh, this reportedly injured two people.
07:05Just yesterday in his remarks, as you'll recall, the secretary general told the security council,
07:10uh, to warn the security council about the dangers of further escalation of the war in Ukraine.
07:16We strongly, uh, condemn any attacks against civilians and civilian infrastructure,
07:23wherever they occur.
07:25Moving to South Sudan, our friends at the World Food Program are telling us that they're urgently
07:29scaling up the emergency response in Akobo County, where hundreds of thousands of people are facing
07:36catastrophic levels of hunger and malnutrition amid escalating displacement and conflict.
07:41According to the latest, uh, IPC update, parts of Akobo are experiencing IPC phase five,
07:49which is catastrophic levels of hunger, which is the highest, uh, level before an actual famine.
07:56Since launching its emergency response three weeks ago,
07:59WFP has reached more than 60,000 vulnerable human beings in Akobo County, uh, including in Akobo.
08:07By the end of this week, a 33-truck convoy operated by WFP, uh, expected to deliver more than 200
08:15metric tons
08:15of food and nutrition assistance, along with an additional 100 metric tons of emergency relief supplies.
08:22To sustain life-saving operations like these during the rainy season when roads are impassable,
08:27WFP will continue to deliver aid by air to ensure uninterrupted assistance reaches isolated communities.
08:36More than 60 WFP aviation flights, including airdrops, airlifts, and humanitarian air service, uh,
08:42passenger flights have already transported some 430 metric tons of critical supplies into the area.
08:49That being said, as always, uh, we need more money because we have more work and there are more needs.
08:56The WFP urgently requires $266 million to continue providing life-saving food and nutrition assistance,
09:03as well as critical logistical support for the wider humanitarian response in South Sudan
09:08until the end of the year.
09:09Quick update from the Democratic Republic of the Congo and Ebola.
09:14Um, as you have seen, Dr. Tedros, the head of the World Health Organization,
09:19arrived in Kinshasa yesterday. Upon his arrival, he spoke to reporters and said he traveled to the DRC
09:25to show his support for the communities impacted by the outbreak. He also asked the international
09:31community to increase its support for the Ebola response so that health workers get the medical
09:36supplies and the protective equipment they need. In Kinshasa, he met with the UN country team and our
09:42humanitarian partners. Meanwhile, in Bunya, WHO teams are establishing potable drinking water supplies
09:49at the Ebola treatment center there. This will ensure reliable access to water and also strengthen
09:55infection prevention and control. I wanted to say also that we are saddened to learn of the
10:01passing of Lieutenant General Chikadibya Isaac Obiakor, former UN military advisor for the peacekeeping
10:08operations and a distinguished Nigerian military officer. General Obiakor served as force commander
10:15of the UN mission in Liberia following his appointment by then-Secretary General Kofi Annan.
10:21He then went on to become the first African national to serve as military advisor for peacekeeping
10:27operations here at UN headquarters in New York. Following his retirement from active military service,
10:34General Obiakor continued to serve the UN including by leading boards of inquiry on conflicts
10:38in South Sudan, Syria, and the Democratic Republic of the Congo. Throughout his career he demonstrated
10:44remarkable leadership, professionalism, and commitment in the service of international peace
10:49and security. Our thoughts are with him, his friends, his comrade in arms, and the people and government
10:54of Nigeria. A couple of international days. If there was ever a day that I think deserved a year, it
11:02is the
11:02international day of the potato. I like the potato. This year's theme, where potato grows, livelihoods flourish,
11:10highlights the vital role potatoes play in supporting food security, rural livelihoods, and local economies
11:16from the Andean highlands to communities across Africa, Europe, and Asia. And Sunday is World No Tobacco Day.
11:24No Tobacco Day. Ahead of the observance, WHO says at least 40 million children from age 13 to 15 worldwide
11:31use tobacco products. WHO orders government to take stronger action to protect young people from tobacco
11:37and nicotine, uh, addiction. Chris, I have a quiz. Which is the fifth most spoken language in the world?
11:48French. Fifth? Seriously? We're gonna, we're gonna take away your citizenship.
11:53Portuguese. Exactly, Vladimir. Portuguese. How many, how many member states have Portuguese as their
12:00official language, do you think? Nine. Only one of them in Asia, is in Asia. Which one is that?
12:09What it's, what is its official name? Timor-Leste. Timor-Leste, exactly. So we say thank you to our
12:16friends in Dealey. The payment from Timor-Leste brings the total number of fully paid up member states
12:21to 111. For your, for the record, Timor-Leste paid $31,790 United States dollars and we thank them for
12:34every penny. Edie. Thank you, Steph. Um, does the Secretary General have any comment on reports of a
12:48possible 60-day extension of the ceasefire in Iran that President Trump is now pondering?
12:58Well, I mean, we've seen the, we've seen a lot of reporting, uh, on what may be included. Um, I
13:06think
13:06we've, we've been in this kind of, uh, um, hovering, uh, position, uh, before. We very much hope that
13:13diplomacy will prevail. We hope to see an end to this conflict and we want to see a reopening of
13:20the
13:28subject. Um, the AP has done a story on, um, the rise in early marriages in Gaza as a result
13:50of the war
13:52there. Uh, does the Secretary General have any comment on, uh, this increase in child marriages?
14:02It's yet another tragic manifestation of the impact that this conflict is having on Gaza, especially its
14:11women and girls. And we are seeing a rise in child marriages in so many conflict, uh, areas in so
14:21many
14:21places where, uh, humanitarian needs are great. Uh, we're seeing, we saw, we see the, the spike that
14:30you mentioned in Gaza, see this, we're seeing a spike in Afghanistan. We're seeing spike in, uh, Yemen.
14:37It is, uh, we will try to do whatever we can to protect, uh, women and girls and the international
14:42community should as well. Um, at this point, the best way to do this is to relieve, uh, the, the
14:51horrific, uh, humanitarian situation that we're seeing in Gaza. Volodymyr, and then we'll go this way.
14:58Sorry. I have two questions if you don't mind. Uh, at this very moment, Russian ruler Putin is making
15:06a statement to the press. He said, it is impossible to name specific dates for the end of the conflict
15:15in Ukraine. I will not do that. What would you advise him? Well, I mean,
15:23we don't have a date for the end of the conflict, but what we do want to see is an
15:28end to the conflict.
15:29We want to see the parties engage in actual diplomacy, um, to lead to a, um, a fair and sustainable
15:38end to
15:38this conflict that respects you, uh, Ukraine's territorial integrity, its sovereignty in line
15:44with the charter and relevant UN resolutions. And another question. Uh, my question is about
15:50the Russian disinformation shared by the officials right here in this room. Uh, the fake about Ukrainian
15:57children in occupied Starobilsk has already been debunked and the military targets hit in Kyiv turned
16:04out to be my own home, by the way, museums, the grocery markets, and some garages. The secretary
16:12general is probably used to hearing all kinds of things, but still, what does he feel when he hears
16:20such blatant lies? Look, uh, I think as, as we know, uh, broadly throughout history and throughout conflict,
16:30that, uh, uh, uh, facts are often the first, uh, victims of war. Um, uh, for our part, the secretary
16:42general will to continue to condemn, uh, all, uh, attacks on civilians and civilian infrastructure. Uh,
16:49we rely on our own statements on the information we gather ourselves. Abdel Hamid.
16:55Abdel Hamid. Thank you, Steph. Uh, uh, prime minister of Israel Netanyahu said openly that he's
17:04planning to extend his control on Gaza up to 70 percent, such a major development which could lead
17:12to ethnic cleansing and massacres. So I expected a statement because this is not something like he's
17:20adding another like 20 percent of what he controls now. What is your react, uh, the secretary general
17:26reaction? A hundred percent of Gaza should be for the Palestinian people, right? That's what we want
17:33to see. Uh, and we've been, uh, calling on, on Israel to, uh, pull back from its occupation from the
17:41so-called,
17:42uh, uh, yellow line, and that will continue to be our position. My second question regarding, uh,
17:51Pramila Patton's report and what she said here, only she could investigate conflict areas authorized or
18:00mandated by the Security Council. Is that accurate explanation of her role, or? I thought it's...
18:11She is, she is the special representative. She, I, I have no reason to doubt the, uh, explanation of
18:17her, uh, of her mandate. It was confusing. And her mandate, I mean, I would encourage you to read
18:22the resolution that created her mandate. Madame. Thank you, Stephane. Regarding UNIFIL,
18:31what does UNIFIL see on its operational and strategic role under the current circumstances in Lebanon,
18:40and how critical is the mission's presence to maintaining stability of the country?
18:48UNIFIL reports every day on what it sees, and I report, uh, I report on their, on their behalf,
18:53uh, to you. Uh, I think the continued presence of UNIFIL remains critical, uh, in the current, uh,
19:03circumstances for monitoring, for the implementation of its mandate, for the efforts to implement a
19:09resolution 1701 and their support of the, uh, of the LAF, also the, uh, the protection of civilians
19:17they've been doing, you know, helping, uh, civilians, uh, in their area of operations.
19:22And the second question? Who will replace Madame Janine Henny's pleasure as a UN special
19:29coordinator in Lebanon? Uh, I would not go on Polymarket to make a bet until, uh, we have a name
19:36announced from here. No, no, no, I, I, sorry. I was trying, I was being a little too glib for
19:43Friday, uh,
19:44afternoon. I, as you know, uh, uh, process, processes are underway.
19:49Speculation is rife whenever we, um, we name, uh, someone, but the process will be followed,
19:54and an announcement will be made. You know, the announcement will be in one month,
19:58a week, or just like this, because it's under the fiscal session. I, I completely understand,
20:04but you know, is, these appointments originate with the Secretary General, but they have to go
20:10through the Security Council. And, um, I think one doesn't need any special x-ray glasses to, uh,
20:18see the state of, uh, state of play in the Security Council, which often makes things difficult for
20:25the Secretary General, uh, to get his, uh, nominees through. On that note, Linda, apropos.
20:33Oh. Apropos Linda. Apropos Linda. Yeah. Well, apropos of Yemen, I was wondering what the,
20:45if you have an update in terms of the status of the detainees. The, the, the update is that they
20:52tragically continue to be detained, despite our best efforts, uh, in our dealings with, uh,
21:00the Houthi, uh, leadership and our con, our counterparts in the Houthi and the best efforts
21:06of the international community. And how long is it now? I mean, it's for some of them. It's been years.
21:12Thank you. Okay.
