00:06Our archipelagic waters are at the heart of busy and vital maritime trade routes that
00:14link the Indian and Pacific Oceans, making them indispensable to Southeast Asia and the
00:23Indo-Pacific. Hence, the Philippines is well-placed to safeguard maritime liberty and the legal
00:32and physical infrastructure that enables the world to sail, to trade, and to prosper.
00:39We will do our part in defending the autonomy of ASEAN member states and ensuring that Southeast
00:49Asia remains peaceful, stable, and free from undue influence of any single hegemon, particularly
01:01those that have interests actively antagonistic to any of our member states. Ultimately, as
01:13strategic sentinel, we will stand watch over our sovereign rights and entitlements. And
01:20as guardian of freedom of the seas, we will stand watch with the international community
01:27for this part of the world. This vision is already coming to life through our ever-expanding network
01:37of allies and partners. Unfortunately, we are witnessing the improper use of history, including the
01:46unfair vilification of Japan. To obscure one's own misbehavior at present, Japan certainly is
01:57a model citizen of the world. I think there is unanimity among almost all of us here.
02:02It falls upon us, defense and military practitioners, not only to safeguard our own country's
02:14sovereignties and territorial integrities, but also to protect our people from the fallout
02:22of transitions in the world. And so I call, close with a call for convergence, to protect human
02:32human life, to protect future generations, to protect the rights of smaller and archipelagic
02:39countries.
