00:25In line with repeated election mandates,
00:30reinforced once again last Thursday,
00:32I will publish the detailed Democratic case
00:35for a transfer of power from Westminster to this Parliament
00:38to allow for an independence referendum that is beyond legal challenge.
00:47Now, there are already some signs
00:50that those who previously opposed an independence referendum
00:53are, when faced with the democratic reality of Thursday's result,
00:58now rethinking that position.
01:00I welcome that,
01:01though I do want also to be clear about this.
01:04I do not assume that an acceptance of Scotland's right to choose
01:07will always equate to support for independence,
01:10just as I do not assume that everyone who voted SNP last week
01:13is yet ready to vote for independence.
01:16I recognise the work that those of us who support independence
01:19still have to do to persuade a clear majority in Scotland
01:23that it is the best way forward for our country.
01:26But, nevertheless, it is clear that there is a growing cross-party recognition
01:30that election mandates must be honoured,
01:34that there has been a material change of circumstances
01:37and that the question of independence must be decided by the people
01:41and not by politicians.
01:43The hard, possibly no-deal Brexit favoured by the Prime Minister
01:47poses a real danger to our economy
01:49and to social and environmental safeguards
01:51at a time when we must substantially step up our efforts to tackle climate change.
01:56Brexit will also put parts of our health service
01:59in the sights of US trade negotiators.
02:01It could mean, for example, that the NHS has to pay higher prices for drugs.
02:06And, of course, Brexit is the cause of significant uncertainty
02:09and worry for our fellow EU citizens
02:11who contribute so much to modern Scotland.
02:14Scotland must respond to and seek to overcome these challenges.
02:18To that end, just as we did in the immediate aftermath of the Brexit vote,
02:22the Scottish Government will, in January, convene a number of round-table meetings,
02:25bringing together key groups that represent different aspects of Scottish life.
