01:09by targeting individuals rather than the promoters of the scheme.

01:15They knew what they were doing, but appear to have accepted no responsibility for the actions they face.
01:20and face no consequences, and the suggestion that some public sector employers were insisting that the people paying the price

01:26would only be employed if they agreed to accept the kind of contracts that HMRC are now declaring unlawful is
01:31an absolute outrage.
