00:19Singapore consistently punch above its weight by investing heavily in its military and serving
00:24as a vital hub for U.S. logistics activities and rotational deployments, strengthening
00:30our shared regional posture.
00:34Indonesia too is making important strides as it modernizes its armed forces and expands
00:40the scale of military exercises with us and our partners, strengthening interoperability
00:46and reinforcing regional stability.
00:49I also want to recognize Malaysia's leadership in rapidly deploying ASEAN Observer
00:54teams to monitor the Thai-Cambodia border.
00:57That is burden sharing in action.
01:00Nations in the region stepping forward to preserve peace, reduce tensions and support diplomacy
01:06with credible capability.
01:08I commend Malaysia and ASEAN for their efforts in support of President Trump's historic peace
01:14deal.
01:15On the mainland, Thailand continues to deepen military cooperation with the United States
01:21to enhance interoperability and develop necessary readiness.
01:26Thailand, a long-time U.S. partner, investing even more.
01:31We're also seeing the same seriousness of purpose from Vietnam.
01:36Hanoi is diligently modernizing its maritime capabilities while expanding pragmatic defense
01:42cooperation with the United States.
01:45Vietnam is a great example of how nations with distinct histories and different political systems can work together in practical
01:55ways, advancing
01:56discrete efforts where our interests align to maintain a stable regional balance.
02:04And in South Asia, India is a critical anchor to hold the line.
02:09A powerful India acting in its own self-interest advances our shared goal of maintaining a balance of power across
02:16the region.
02:17India is modernizing its military to carry its share of the security burden, particularly in the Indian Ocean.
02:25It's building out the heavy industrial and logistics capacity to sustain high-end military operations, including the ability to repair
02:34and maintain our shared platforms and support U.S. Navy vessels operating forward in the theater.
02:41We've also committed to pursuing co-production with India to advance capabilities like Javelin anti-tank guided munitions.
02:49Real, tangible steps to improve the collective readiness of our forces.
02:56This kind of industrial muscle isn't just a long-term goal, it's an immediate operational imperative.
03:03And the United States Department of War is leading the way.
03:07America is undergoing a historic national manufacturing mobilization of our defense industrial base.
03:16We will produce the best weaponry in the world at scale, at speed, and at a reasonable price.
03:23This is my personal commitment to all of you, and it is our president's demand.
03:30And it's why President Trump, after spending $1 trillion on defense last year, plans to make a generational investment of
03:39$1.5 trillion on defense this year to unleash America's arsenal of freedom and expand America's military dominance for decades
03:48to come, a generational investment.
03:51President Trump is setting the gold standard.
03:55We demand 3.5% from our allies and partners, and we are going well beyond that number.
04:02We expect every single ally and partner to match that kind of resolve.
04:07For those nations that rise to this challenge, that embrace responsibility as true partners, the benefits will be clear.
04:15As our strategy states, we will prioritize working with model allies, those nations who are most capable, clear-eyed, and
04:25ready to defend their national interests.
04:27For those nations, we are moving them to the front of the line.
04:33Expedited arms sales, deep industrial-based collaboration, expanded intelligence sharing.
04:38The list goes on, the benefits, many.
04:42But for those who believe they can continue to free-ride on the generosity of the American taxpayer, hear us

05:02President Trump believes in helping countries that help themselves.

05:15It's what we owe each other, and most importantly, what I owe the American people and my troops.

05:27The world today is unforgiving.
05:31And that's why this bold path is a matter of strategic necessity.
05:36We have a responsibility to our people to shape the world that comes next.
05:41And under President Trump's leadership, that is exactly what the United States of America is doing.
05:46The U.S. War Department is advancing an America first, peace through strength, common sense agenda.
05:53We are reviving our warrior ethos inside our ranks.
05:57We are rebuilding our great military.
05:59And we are reestablishing the deterrence that was so dangerously allowed to erode under the Biden administration.
06:07Under President Trump, we have the most powerful and capable military in the history of the world.
06:15But our approach is not one of isolation.
06:19America first does not mean America alone.
06:22But it means realist engagement with a clear eye toward defending our most vital national interest.
06:28It's an approach that values actions over words and sees alliances as true partnerships measured by the sovereign strength and
06:38capabilities brought to bear by each member.
06:42However, practical interest driven models of partnership is not a cynical compromise, but instead the most realistic and reliable foundation
06:53for enduring peace in the Pacific.
06:57Our approach asks Pacific nations to do what many are already eager to do, invest seriously in their own defense,
07:06contribute more to collective security, and work with the United States in pragmatic ways that advance our shared interests.
07:16If there was a thesis statement for my remarks this morning, it would be this.
07:23Join us in embracing this vision.
07:28In building a team of strong, self-reliant nations fully capable of defending their own sovereignty while contributing to our
07:38collective security.
07:39In preserving the favorable balance of power that benefits all of us.
07:46Strong, quiet, clear.
07:50I've said this before, but it bears repeating again and again.
07:55Those who long for peace must prepare for war.
