00:05The Kanpur police is now demanding action against him.
00:07More on that later, but first here's what happened.
00:10On May 13, ITBP constable Vikas Singh admitted his mother to a private hospital
00:14after she had trouble breathing.
00:16According to Vikas, an injection given by the doctors caused an infection in his mother's right hand.
00:21Vikas then took her to another hospital,
00:23where the doctor said that the infection had spread too deep
00:26and an amputation was her only option.
00:28Alleging that negligence by the hospital had caused his mother her arm,
00:31he said he approached the police for two consecutive days.
00:33When no steps were allegedly taken, on 19th May,
00:36the ITBP Jawaan went to the police commissioner at office,
00:39carrying his mother's amputated hand in a thermocole box.
00:42Vikas said it was the same hand his mother had used to feed him as a child.
00:47Police commissioner Raghubir Lal directed an inquiry,
00:49but the results were inconclusive.
00:51It was then that ITBP commandant Kaurav Prasad, Vikas's boss,
00:55decided to take matters in his own hands.
00:57On May 23rd, Commandant Prasad arrived at the Kanpur Police Commissionerate,
01:01not alone, but with dozens of armed ITBP personnel.
01:04Prasad met the commissioner and a fresh inquiry was initiated.
01:08Two days after this incident, the revised inquiry report was out
01:11and found that treatment delays at the two hospitals
01:14led to the victim's hand being amputated.
01:16An FIR was registered.
01:18While the wheels of justice turned for Vikas Singh's mother,
01:21the police commissioner of Kanpur has returned to the ITBP headquarters,
01:24seeking a departmental and disciplinary inquiry into the matter
01:27and calling for appropriate action against Commandant Kaurav.
