00:00In Security Council, listen to the sermon of Foreign Minister of Cuba, Bruno Rodríguez.
00:04And carrying out the necessary reforms of the United Nations, in particular its democratization, transparency,
00:12and the effectiveness of the Security Council and the empowerment of the General Assembly,
00:19as well as in building a multilateral international order based on sovereign equality,
00:26an order that is just and democratic.
00:29As proof of this, our global initiatives promoted by President Xi Jinping that we support
00:36to tackle current challenges through genuine multilateral cooperation.
00:44The convening of this open debate is also clearly a testimony of this.
00:51On the 26th of September of 1960, in the General Assembly of the UN,
00:54the leader of the Cuban Revolution, Fidel Castro Ruiz, stated,
01:02once the philosophy of pillage disappears, the philosophy of war will disappear.
01:09We recall this in the year of his 100th anniversary of his birth.
01:18Mr. President, how can we refer to the defense of the central role of the United Nations
01:22to promoting peace and development, safeguarding the international order based on international
01:27law and basic norms and international relations in order to avoid further conflicts where the
01:37strong force themselves on the weak, without, of course, mentioning the genocide against Palestine
01:43or the imperialist aggression against the Islamic Republic of Iran and the war in the Middle East?
01:49The government of the United States, by its deeds, is in a position to erode international peace and security
02:01and violate international law and international humanitarian law with regard to the Republic of Cuba.
02:10The criminal charges brought against the leader of the Cuban Revolution, Army General Raul Castro Ruiz,
02:18is a morally outrageous act.
02:22Legally, it's arbitrary, given the abuse of the jurisdiction of the U.S. courts,
02:29also by manipulating the location of the place where aircrafts were brought down over airspace and maritime area of Cuba,
02:42and the terrorist missions that are illegal, that are frequently carried out by this government
02:48in violation of U.S. laws, and due to the impunity and complicity by the authorities of this country
02:53and in disregard of the legitimate right of self-defense of states.
02:57This is a politically motivated decision.
03:01It is a fraudulent one, and it is aimed at fooling the U.S. citizens and foreigners.
03:09Thirty years after the events, with the vile purpose of supporting a military adventure against Cuba
03:18to achieve a change of regime or nation-building, as they euphemistically refer to it now,
03:29The oil and energy blockade that the United States supplies against Cuba is, by its effects,
03:36is equivalent to a naval blockade, which is an act of war and genocide
03:40that subjects the Cuban population to conditions that threaten its integrity and existence
03:45and constitute a cruel and indiscriminate collective punishment that today cause deaths,
03:52as is reflected by the doubling of the rate of child mortality from 4 to 9.9 per 1,000
04:02births,
04:03or the reduction of life expectancy of children with cancer from 85 to 65 percent.
04:12A military aggression would provoke a bloodbath.
04:17Thousands of Cubans would die defending their country and their sacred values.
04:25And also, young Americans would perish without a cause or an ideal to defend forced into this war
04:38by imperialist policy that is neo-fascist, a policy of domination, pillage, and conquest.
04:44I am particularly addressing the citizens of the United States, especially its young people,
04:51and appeal to their humane values, their peaceful sentiments and noble sentiments,
04:57and urge them to seek truth and do not allow themselves to be fooled or manipulated
05:05by an elitist group that is corrupted and a powerful group based in Miami
05:14that does not represent the American people who are the Cubans' resident in this country
05:18that are in their majority opposed the war and the energy blockade.
05:23The President that would give this order of military assault and the Secretary General,
05:30Secretary of State and Secretary of War, that would instigate this,
05:35would go into history as criminals of war, perpetrators of direct crimes against humanity.
05:42There is no justification for an aggression or such inhumane coercitive acts
05:48due to the humanitarian impact.
05:51Let Cuba live in peace.
05:53For over six decades, the government of the United States has fabricated pretexts
05:57to try to justify its criminal behavior.
06:02It has used the absurd argument of presenting this small but symbolic island
06:10as a supposed threat to national security of a nuclear superpower,
06:15an idea that defies logic and common sense,
06:21as well as it's based on affirmations and insinuations that are completely mendacious.
06:30As President Miguel Diaz-Canel has reiterated, Cuba cannot be a threat.
06:36It is not an enemy of the United States.
06:38It does not want to be it, in spite of the significant differences with its government.
06:43Cuba has deep and fraternal links to the people and culture of the United States.
06:47We will continue to receive warmly, and with hospitality, American travelers,
06:55even though it's – the government of the U.S. restricts their freedoms and their businesspersons
07:03and businesses with projects that they want to implement in the island,
07:10without any discrimination in favor of our economic development,
07:15even though the blockade is a major obstacle.
07:18However, the corrupt plutocracy and immoral plutocracy uses the legends of incompetence
07:27and corruption of our government and its supposed danger of a humanitarian threat
07:31as a justification for a foreign intervention.
07:33It states it cynically, well, like a – someone who seeks to provoke devastating effects against
07:49a country that it simply does not like its economic system or political system.
07:56In spite of the lack of progress and goodwill, and due to the lack of seriousness and coherency
08:03by the United States, we will continue to be ready to continue our discussions,
08:08to try to deal with bilateral problems without interference in our internal affairs,
08:13nor in our political system or in our elections.
08:17And we will try to seek ways of behavior that is civilized, multifaceted cooperation,
08:25especially in the area of terrorism, drug trafficking, transnational organized crime,
08:31regular and safe migration, trafficking of persons,
08:37mutual economic compensation, and other topics.
08:40This is a unilateral aggression that is unprecedented and that has no justification.
08:47Through intimidation and secondary sanctions applicable to third parties,
08:54the government of the United States seeks to compel all states to participate
09:00against their will in its horrendous policies against Cuba, which will not happen.
09:09I urge the international community to mobilize its efforts to prevent a humanitarian disaster
09:16that could be imposed on Cuba either through weapons or through an energetic blockade
09:24and extreme harshening of the blockade that also kills and provokes suffering.
09:31I request Latin America and the Caribbean to act to preserve its status as a zone of peace
09:38and avoids adverse consequences that would destabilize the entire region.
09:42It is time for a broad international effort, above and beyond any political differences,
09:50ideological approaches, historic differences.
09:53It's time to put a limit and prevent actions that threaten and damage national interests
09:59that threaten entire nations and the sovereign prerogatives of all states.
10:04The global south should fight for this and should collectively protect itself of any reprisals,
10:14both through their collective action and their collective voice.
10:19And based on mutual cooperation, I humbly request the time has come for solidarity with Cuba.
10:26That has always shown solidarity with others and has never stopped at any risk,
10:33sometimes risking the lives of Cubans.
10:37There is no way to refer to the defense of the central role of the United Nations
10:42and the promotion of peace and development and the primary responsibility of the Security Council
10:49in maintaining international peace and security and its contribution to dialogue and promotion of political solutions.
10:58I cannot refer to all this without asking that this Security Council, with realism,
11:04at least tries to fulfill its primary and main mandate with regard to the threats and the energy blockade against
11:16Cuba.
11:16Nor can I refrain from urging the General Assembly, which in any case should use with determination its broad and
11:25decisive powers,
11:27its moral authority, its legal and democratic status that is conferred to it by member states on the issue of
11:35Cuba.
11:35No one should doubt that if the moment comes that we hope will never occur,
11:44the people of Cuba will fight until the last – the very ultimate consequences, homeland or death, we will overcome.

12:12Mr. President, Mr. Secretary General, colleagues, ladies and gentlemen.
12:18We will listen to the statements of the Cuban Foreign Minister, Bruno Rodriguez, addressing the United Nations Security Council open
12:28debate on the importance of upholding the principles of the UN Charon to secure international peace and to respect,
12:35strengthen the system to respect international law.
12:38On this occasion, the Foreign Minister of Cuba denounced the repeated aggressions to the international system and international law of
12:45the United States,
12:46mentioning the genocide that is being perpetrated in Gaza against the Palestinian population, the attack on the Middle East, the
12:52attack against the Persian nation of Iran,
12:55and also the ongoing energy and financial and commercial blockade against Cuba that has persisted for over 60 years,
13:03despite the continuous voting in the General Assembly that denounced this policy and called for its immediate removal.
