00:09After 20 years of transforming public service delivery through digital solutions,
00:14Kazakhstan is entering a proactive phase,
00:17where services aim to reach citizens before a request is even made.
00:21With around 90% of services already online,
00:24the country is now targeting 98% availability by next year,
00:28moving towards a more human-centered model of governance.
00:34Welcome to East-West Connect.
00:36We're highlighting business and economic opportunities in Kazakhstan
00:39and the wider Central Asian region connecting with Europe and beyond.
00:43Kazakhstan ranked 24th out of 193 countries
00:46in the UN Global E-Government Development Index in 2024
00:51and 10th in the Online Services Index,
00:53alongside leaders such as South Korea, Denmark and Estonia.
00:58Beyond rankings, the real story is adoption.
01:01Over 70% of the population uses the eGolf portal, or Super App,
01:06with around 5.5 million citizen requests processed each year.
01:10This digital infrastructure is also translating into economic gains.
01:14In 2025, IT service exports increased by 65%, reaching nearly 1 billion euro.
01:20With digital government solutions playing a growing role,
01:24exports could reach 4 billion euro by 2029.
01:27To look ahead, we're joined by Rostislav Koniaškin,
01:30the first Vice Minister of Artificial Intelligence
01:33and Digital Development of Kazakhstan.
01:37Mr. Koniaškin, welcome.
01:39Hello.
01:39What will the changes look like in the digital public services sphere
01:43with the introduction of the new national strategy
01:46on large-scale digitalization and AI implementation?
01:49In this digital strategy, we must re-engineer about 40% of all public services
01:57and implement AI tools in producing these public services
02:02and also for the governmental agencies.
02:04Also, we think that the data that is used for providing public services
02:10must be recombined, because right now, you know,
02:14every governmental agency wants to keep their data by themselves
02:18and interconnecting all these data,
02:22producing much better results for all the systems and products
02:29in one governmental platform.
02:32The government aims to increase digital service exports
02:35to 4 billion euro by 2029.
02:38What role will digital solutions play in this?
02:41And are there any plans to scale abroad?
02:44And when we are talking about exporting GovTech,
02:47it's not like, you know, export eGovMobile or eGovPortal,
02:53because if we want this product to work,
02:57we need a lot of other products and systems to be ready.
03:01And so we think that GovTech will lead export of products
03:06of Galaxian and companies,
03:08but also we want to export products of our IT ecosystem.
03:14Also businesses, startups,
03:16and last year we have done about 1 billion US dollars export
03:24to other countries.
03:26So we think that collaboration between businesses
03:28and GovTech solutions would be the best way
03:32to export IT production.

03:39Kazakhstan is rolling out a one-stop AI interface
03:43for public service delivery.
03:45Here is the story.
03:48Kazakhstan has launched a chatbot,
03:50allowing citizens to access public services
03:53through a conversational interface like ChatGPT.
03:57Instead of navigating complex forms,
03:59users can submit requests through simple prompts.
04:02The AI agent processes these requests
04:04using access to relevant personal and family data
04:07while integrating services across government systems.
04:10LMGPT eliminates bureaucracy and accelerates processes.
04:14Currently, citizens must navigate long chains of requests
04:17for over 400 services across 20 systems.
04:21Currently, the AI agent covers basic life events
04:23such as childbirth, changing family status,
04:26and applying for social benefits.
04:28For example, when registering a child for a nearby school,
04:31users can complete the process through the platform
04:33and confirm it with a digital signature.
04:35Data privacy is maintained within a closed encrypted network.
04:39While the concept of a single AI window
04:41for government services is not entirely unique,
04:44Kazakhstan's level of implementation is higher than average.
04:47LMGPT positions Kazakhstan as a global front-runner,
04:50extending well beyond Central Asia
04:52due to the sheer scale of its software and technology stack.
04:55Kazakhstan plans to expand LMGPT beyond government services,
04:59integrating it with businesses and second-tier banks,
05:02turning it into a universal assistant
05:04across public, financial, and commercial sectors.
05:09We spoke to Alia Ospanova, the general director
05:12of the Digital Government Support Center,
05:14to see how AI is scaling across government services.
05:19AI doesn't need to understand who is the owner of this puzzle,
05:24but it just resourced this puzzle,
05:28giving the correct and legal framework-generated,
05:31evidence-based answer for the asking person.
05:34Also, we apply two-factor authentication on top of that
05:38as a technology in order to ensure the high-level encryption
05:42of the data which is being processed.
05:45What new digital solutions should we expect in the near future
05:48and how can AI help remove bottlenecks?
05:51Recently, we held AI Governance Cup
05:55where we had 184 requests from different industry players
06:01who are already implementing AI.
06:03The top AI solutions at the moment,
06:05if I may mention them,
06:07except Ego of AI, which is very successful,
06:09we have AI tax consultant,
06:11we have AI legal consultant,
06:14we have AI for energy developed by Kigog,
06:18for example, as a national company.
06:20And this is something what we are trying to implement
06:23across the industry,
06:24since our main aim is to make our country
06:28an AI-driven country, an AI-native nation.
06:32The main three pillars,
06:34which are absolutely necessary to implement an AI,
06:39in any country and to make it socio-economically impactful
06:45should be at place,
06:46what we currently foresee in my country.
06:50So number one is the infrastructural framework
06:52where we say that we have the sovereign local supercomputer,
06:57domestic one, which is based in Kazakhstan
06:59and is 86th in the globe.
07:02We have to place the legal framework,
07:05make it the blueprint for the industry
07:08to play in the area of AI.
07:11So we launched the digital code,
07:14the law on AI,
07:15drawing and outlining the frame
07:17of how to work with artificial intelligence
07:20in the country.
07:21And number three,
07:22what we have to follow
07:24is the human capital,
07:28which is critically important
07:30to build an AI nation.
07:33In the past year,
07:34we have trained over a million Kazakhstani citizens
07:37from school children to students,
07:40from political leaders and politicians
07:43to the CEOs of national companies.
