02:19traffic cop Andy Swift is tailing a group of riders linked to thefts earlier in the day.

03:29So that gives us a much better chance of catching them,
03:32especially if we get resources to the area to get a containment on anywhere that they may go off-road.

16:55So it turns out the chap that we've arrested is already clearly well known for theft.
17:01And clearly all he's doing at 16 years old is just out stealing bikes.

17:10And it's probably going to be his life.
17:12He's hanging around with people that are in that sort of environment
17:15where they just want to go out stealing things all the time.
17:17So I'm not really holding much hope out for the lad, unfortunately.

17:24But the fact that he's got a better condition
17:26should mean that we'll get hopefully some sort of positive result.

18:14Theft of bikes and illegal bikes in Derbyshire
18:15is causing us a little bit of pain.
18:19They're inherently difficult to deal with
18:21because the offenders are quite often juveniles
18:24so we've got to be quite respectful about how we deal with them.

25:27Officers suspect the thieves have stolen the tools and put them in the man's car before stealing the van itself.
25:35The work in theory so far is they've unloaded all the tools and then the van's been taken.
25:41And he was most likely going to be picking up once they dumped the van.

25:47But we've got his dash cam as well from his car so hopefully that'll stop giving a bit of a
25:53clearer picture of what's happened.
25:56And the identity of who's actually stolen the van.

26:09This is somebody's business, this is someone's livelihood and tonight they've just decided to steal that person's van and then
26:18steal all his tools as well.
26:19It's just appalling that people think that they can just take other people's stuff and just ruin lives.

29:15We get jobs like this where we find tools, but it's quite rare to find tools
29:19and then actually be able to give them directly back to the owner that same night.
29:24Ultimately, these tools probably would have gone on a car boot sale or something like that.
29:28Might have got a few hundred quid for them.
29:31But we're talking thousands of pounds worth of tools,
29:35as well as the hundreds of pounds per day that tradesmen lose.
29:39So it just has such a massive impact on people when they steal these types of tools.
29:46It's estimated around ÂŁ80 million worth of potential income is lost each year due to tool theft.

39:36When you look at their histories, they're prolific.
39:39They've been in and out of prison quite recently, to be honest,
39:41so the likelihood is that they'll get remanded for this job and sent to court on a Monday
39:47and they'll probably get a custodial sentence again.
39:51With shop thefts, traditionally I think you'd probably associate them with drug users
39:56and trying to score the next fix, but this seems to be like an ongoing trend with people
40:02just wanting either extra money, finding life tough.
40:05When you think about the woman who was driving, a 60-year-old female,
40:10she shouldn't be going to prison.
40:12She should be kicking back and enjoying life, but she is where she is
40:16and she made her life choices.
40:22Shoplifting costs retailers more than ÂŁ2 billion a year.
40:28People say it's a victimless crime because they're big multinationals,
40:31but they're not because when the company decides that they can't take the loss
40:35from that shop anymore, they'll just shut it
40:37and then that's local people who are losing their jobs.
40:43In the last year, over 21,000 thefts were recorded by Derbyshire Police.
40:50Theft type offences are one of my pet peeves.
40:54Ultimately, our goal is to make sure that these people get picked up,
40:59go to prison and aren't able to do it again.
41:03I think it's a tragic reflection on society.
41:06People want what they can't have and if they can't afford it,
41:09they just go out and nick it.
41:14I think the rise in this kind of crime is simply the system so stretched
41:20and if those people were in prison where they should be,
41:23then this level of offending would come down.
41:39The young man on the stolen bike, who led officers on a dangerous pursuit through Derby,
41:44pleaded guilty to aggravated vehicle taking, failing to stop, dangerous driving,
41:49driving without insurance, driving whilst disqualified and breach of bail conditions.
41:54He's due to appear at court for sentencing.
41:57No further action was taken in relation to suspected drug driving
42:00after tests in custody showed he was under the legal limit.
