00:00EU chief for the economy, Valdis Dombrovskis, says the bloc has learned its lesson from the past and will not
00:06go back to Russian oil and gas.
00:11U.S. President Donald Trump has announced that the U.S. will send an additional 5,000 troops to Poland.
00:20Belarusian President Alexander Lukashenko has offered to meet with Ukrainian President Volodymyr Zelensky
00:26as Kiev warned that Russia was preparing a new offensive.
00:31European Commissioner for the Economy, Valdis Dombrovskis, tells Euronews that the bloc would not come back on its decision to
00:39move away from Russian oil and gas.
00:42Unlike the U.K., who on Tuesday eased sanctions on imports of Russian jet fuel and diesel refined in third
00:49countries,
00:50Dombrovskis says the EU will stick to its strategic decision.
00:55Well, we already saw back in 2022 that Russia tried to use its fossil fuel supplies as a tool for
01:04blackmail and manipulation,
01:05and we paid a quite dear economic price for having this dependency from Russia, so therefore there's no point of
01:14going back to this.
01:15EU lawmakers have pushed to formally ban all remaining Russian gas flows by 2027 and permanently phase out oil imports
01:24earlier than expected.
01:26The Commissioner says that the EU needs to continue increasing its sanctions on Russia.
01:31Well, if anything, we need to strengthen sanctions against Russia, not ease,
01:36because actually Russia is a country benefiting from this conflict in the Middle East and those higher energy prices,
01:43getting substantial windfall profits, so we should not facilitate it further.
01:48As Europe is plunged into its second biggest energy crisis in the past five years,
01:55Dombrovskis reassured that there was no risk of Europe's energy being brought to a halt.
02:03U.S. President Donald Trump has announced that the U.S. will send an additional 5,000 troops to Poland,
02:10a week after the Pentagon cancelled a planned deployment of 4,000 troops.
02:15In a post on Truth Social, Trump said the decision was based on the election of Karl Navrotsky as president,
02:21who he endorsed during elections last year.
02:25It was not clear whether the additional troops were part of the previous planned deployment or a different operation.
02:32The announcement raises more uncertainty as the White House has signaled in recent weeks
02:36that it intends to reduce the overall troop levels in Europe.
02:41Earlier this month, the U.S. also announced it would withdraw 5,000 troops from Germany
02:45after a row between Trump and German Chancellor Friedrich Merz over the war with Iran.
02:51NATO Chief Marko Rizzo welcomed Trump's decision on Friday to send additional troops to Poland
02:57ahead of a meeting of alliance foreign ministers in Sweden.
03:03Amid warnings from Kyiv that Russia could be planning a fresh offensive through Belarus,
03:08the country's president, Alexander Lukashenko, has offered to meet his Ukrainian counterpart, Volodymyr Zelensky, anywhere.
03:17According to the state-controlled media outlets,
03:19Lukashenko on Friday said he was ready to meet with Zelensky anywhere in Ukraine or in Belarus
03:26to discuss the problems of Belarusian-Ukrainian relations.
03:30His comments follow Zelensky's remarks that Kyiv is prepared to take
03:35quote,
03:36preventive measures against Russia and the Belarusian leadership
03:40over potential military threats to northern Ukraine
03:43amid a Russia-Belarus nuclear exercise held this week.
03:47Lukashenko, however, denied any plans to involve his country in the war
03:52unless there was any aggression towards Belarus' own territory.
03:57Lukashenko had made similar denials prior to Russia's invasion of Ukraine in February 2022.
04:04However, Moscow did end up using Belarusian territory for its forces to cross into Ukraine.
04:14Republican lawmakers struggled on Thursday to find the votes needed to dismiss legislation
04:19that would compel U.S. President Donald Trump to end his war in Iran,
04:24delaying planned votes on the matter into June.
04:27Members of the U.S. House of Representatives were set to vote on Trump's use of the 1973 War Powers
04:33Resolution.
04:34The War Powers Resolution Act allows presidents to proceed with military action
04:39without requiring congressional approval for 60 days.
04:42After the two-month period, the military campaign is then brought to Congress for an official vote.
04:49Democrats say the vote was pulled after Republicans in the chamber realized it was set to pass.
04:54House Democratic leader Hakeem Jeffries called Republican lawmakers, quote,
04:59cowards, for pulling the vote he says they knew they would lose.
05:03In a statement with other caucus leaders, he accused them of refusing to be held accountable to the American people.
05:10Republicans, however, refute that narrative, saying the vote was simply postponed
05:14to give lawmakers who were absent a chance to cast their say.
05:18Trump, speaking to reporters in the Oval Office on Thursday,
05:22appeared unfazed as he again reiterated threats to resume the war
05:26if Tehran fails to reach a deal with Washington.
05:33German Chancellor Friedrich Merz has suggested Ukraine should become an associate member of the EU
05:40before becoming a fully-fledged member state,
05:44a proposal aimed at breaking the two-year deadlock in the country's bid to join the bloc.
05:50In a letter to EU leaders, Merz said,
05:53It is now time to boldly move on with Ukraine's EU integration through innovative solutions.
06:01Merz noted it was obvious the EU will not be able to complete the accession process shortly
06:07given the political complexities of ratification processes in various member states.
06:13The associate status, Merz argues in the document,
06:17would grant Ukraine access to the decision-making bodies,
06:21the European Council, the European Commission, and the European Parliament
06:25without voting rights or a dedicated portfolio.
06:29Crucially, it would enable Kyiv to request aid from other member states
06:34in the event of a new Russian attack.
06:37Merz first floated the idea during an informal summit of EU leaders in Cyprus last month
06:43where Ukrainian President Volodymyr Zelensky renewed his push for fast-track accession
06:49and rejected any proposal for symbolic membership.
06:54According to Merz, the proposal of associate membership,
06:57which has no precedent in history, is set to raise a couple of questions.
07:05Two young French boys aged four and five were rescued in Portugal this week
07:10after they had been abandoned on the side of the road by their mother
07:13with nothing but backpacks containing some food and water.
07:17They were found by a local passerby who took them to a bakery run by his family.
07:22My son was in control on the street.
07:25They were seated and when they saw the car,
07:28which is this one, since they were here to work here,
07:33the boys saw the car and drove to the car to cry.
07:38The family took the children in, providing shelter, food and toys for them to play with.
07:43They had reportedly explained how their mother had left them in a wooded area.
07:47They took me to the forest, opened my eyes,
07:51and sent me to look for a bag.
07:53When I saw it, the mother's car was already in the car.
07:56I was already in the car.
07:58Police later took the children to a nearby hospital in the city of Stubal.
08:03They are currently in a foster family and in good health.
08:06Following a manhunt, their mother was found and arrested on Thursday
08:10on suspicion of abuse, endangerment and abandonment.
08:13Their stepfather, known to French authorities
08:15and with a prior conviction for domestic violence, was also arrested.
08:19An investigation has also been opened in France,
08:22where the mother's disappearance was already under investigation.
08:30Starting from the 1st of June,
08:32a ban on the nighttime sale of alcohol will be in effect
08:35throughout the Polish capital, Warsaw.
08:37Between 10 p.m. and 6 a.m.,
08:39alcohol will no longer be permitted for sale in kiosks, stores or gas stations.
08:44The restrictions, however, will not apply to restaurants and bars
08:48or the duty-free zone at Chopin Airport.
08:50We asked Warsaw residents how they view this decision
08:54and what will change once the restrictions are in place.
08:57It would change, because it would be more peace.
09:01It doesn't matter which hour.
09:02It will be prohibited and it will be closed.
09:04I don't like this idea.
09:05In general, it is a condition.
09:07When alcohol was sold from 13 to 22,
09:11everyone was happy.
09:13I think it is a very good idea.
09:16I think it will be safe.
09:18Actually, akurat z moim mężem często jesteśmy w Szwecji,
09:22więc tam to się dobrze sprawdza
09:24i myślę, że to jest dobra godzina,
09:27żeby skończyć po prostu sprzedaż.
09:30W wypadku prohibicji zawsze tworzy się jakiś czarny rynek.
09:34Babcia sprzedaje z torby przez okno
09:39i tak było przez wieki.
09:40Ale jestem bardzo za prohibicją,
09:42bo to na pewno pić się ograniczy
09:44i na pewno będzie mniej incydentów, awantur.
09:48We also asked whether drinking alcohol
09:50should be allowed on the boulevards
09:52along the Vetsula River.
10:09i żeby to miało ręce i nogi.
10:11Butelki się wyrzuca do śpytnika,
10:13ewentualnie oddaje gdzieś do skupu,
10:15a nie tłucę na środku bulwaru,
10:18gdzie nie można ani później usiąść, ani stanąć.
10:22The final assessment of the solution's effectiveness
10:25will depend on safety data,
10:27the number of police interventions,
10:29and residents' opinions
10:30after several months of the new regulations
10:32being in effect.

10:39Large parts of Europe will see
10:40high temperatures over the weekend,
10:42as experts warn that intense heat in spring
10:45is becoming a new normal.
10:47In Paris, temperatures are expected
10:49to reach 31 degrees on Saturday,
10:52while the south of the UK
10:53will hit 32 degrees on Sunday.
10:56Southern Spain, meanwhile,
10:58will see temperatures climb
10:59to a scorching 38 degrees.
11:02Countries in the Mediterranean basin,
11:05like Italy, Greece, Spain and southern France,
11:07are the most affected by the phenomenon.
11:10Increasingly serious bouts of extreme heat
11:12are impacting nations
11:14whose housing stock,
11:15transport networks and hospitals
11:17were not designed for high temperatures.
11:20Researchers at Imperial College London
11:22looked at 854 European cities
11:25and found that climate change
11:27was responsible for 68%
11:29of the 24,400 estimated heat deaths
11:33last summer.
