01:39We are following a breaking news situation in South Minneapolis.
01:43A shooting involving ICE agents.
01:46We have just learned the victim's name.
01:48She is a 37-year-old woman and her name is Renee Nicole Good.
01:53She was shot and killed today.
01:55And ICE claims that the agent opened fire after Good, quote, weaponized her vehicle in
02:01an attempt to kill a federal officer.
02:04In the days afterwards, I spoke to eyewitnesses and visited the site where Good was killed.
02:11Yeah, I just started filming because I saw her body on the ground.
02:14A few blocks away, I met Liliana Zaragoza, who showed me videos she'd taken the morning
02:21of the shooting.
02:23She was on her way home after dropping off her kids.
02:27I opened my door and I exited with my hands up.
02:30And I looked at one of the MPD officers, right?
02:34And I said, I'm an attorney.
02:36What, you know, what's going on?
02:38Is this an ICE operation?
02:39Is it an MPD operation?
02:41Is it something else?
02:42And he said, this is a crime scene now.
02:47For activists like you, what does her death mean?
02:51You know, I think it hits close to home for a lot of us who've been responding to these
02:55ICE raids.
02:56Frankly, you know, I was there responding like Renee Goode was responding.
03:02The Trump administration depicted Goode as part of an extremist left-wing movement.
03:07Is that that woman has, is part of a broader left-wing network to attack, to dox, to assault,
03:14and to make it impossible for our ICE officers to do their job.
03:17And the man the administration put in charge of the operation, Border Patrol Commander Gregory
03:22Bovino, defended the officer who killed her.
03:25A 4,000-pound missile is not something anyone wants to face, especially in a split-second
03:32decision-making process in a very already inhospitable environment.

03:39I'm glad he made it out alive.

03:50I'd been following Bovino and the Trump administration's immigration sweeps around the country for seven

04:29Amid the protests, the masked and heavily armed federal agents, sometimes backed by the
04:35military, had also arrested hundreds of U.S. citizens, routinely portraying them as domestic
04:42terrorists or extremists.

04:48With my colleagues at ProPublica and Frontline, we've interviewed officials, experts, and insiders.
04:59So, I've definitely seen a lot of violent acts instilled onto the agents by the protesters.
05:06And we analyzed the arrests of more than 300 protesters and bystanders caught in the crackdown.

05:19While there have been some successful prosecutions, over and over, cases have been falling apart,

05:41So, the case has collapsed.
05:43These things are not resulting in any real prosecution.

05:54By officers using tactics that experts say violate their own rules.

06:07The agents attempted to disarm the individual, but he violently resisted.
06:13Fearing for his life, a Border Patrol agent fired defensive shots.

06:25By February, amid rising opposition around the country,

06:32the Trump administration began backing off its campaign.
06:36And the man at the center of it, Greg Boivino,

06:46Reports of a surge in raids of undocumented residents
06:49have been circulating on social media.
06:51The roots of the story trace back to January 2025.
06:56And a little-known operation that Bovino led
06:59in Bakersfield, California.
07:02Yeah, regular undercovers, everything.
07:04It was called Return to Sender.
07:07They were just rolling around the city like it was theirs,
07:09as if they were right, you know, in the El Centro border.
07:12Journalist Sergio Olmos reported on it
07:14for the nonprofit news outlets CalMatters and Evident Media.
07:18Greg Bovino, who was then the sector chief for El Centro,
07:21sent out about 65 agents 300 miles north of his sector
07:25into the interior of California
07:27to do this operation that they said at the time
07:31they had a targeted list of criminals they were going after.
07:34Fools came in deep on the Home Depot,
07:36got a helicopter and all.
07:37But Greg Bovino's crew would go up to Home Depots,
07:40gas stations, farmland.
07:44You know, looking at people who look Latino
07:46and stopping them and asking,
07:48show me your papers.

07:50Bovino agreed to talk to Olmos about the operation.
07:54Every single one of the 78 that we arrested were criminals
07:57when you cross the border illegally at USC 1325,
08:01illegal entry into the United States,
08:03so they were all criminals.

08:12Actual federal felon.
08:13If they cross the border illegally,

08:20We got documents from Customs and Border Protection
08:22that showed that 77 out of the 78 people they arrested,
08:26they had no knowledge of criminal or immigration history
08:29prior to encountering them.
08:31All that means is they didn't know who these people were
08:33when they arrested them.
08:35The idea of a target enforcement
08:37where traditionally someone like,
08:39an agency like ICE would find out
08:42if somebody has a criminal record,
08:43they'd surveil their house,
08:44they'd check to see if they had been deported before.
08:46That whole, like, pre-investigation stuff,
08:48that doesn't happen when, you know,
08:50guys in Border Patrol just roll up to Home Depot
08:52and Kevlar and mask and see who runs.
08:55That's up what you guys are doing.
08:57And this operation in Bakersfield,
08:59we saw as a kind of, like, test case
09:01for how he could use Border Patrol in the interior.
09:04We made contact with and arrested a lot of bad people.
09:08In the interview with Olmos in early 2025,
09:12Bovino said the Border Patrol
09:14would be taking an aggressive approach going forward.
09:17Over the next several years,
09:19we're going to go hard.
09:20Whether you're an illegal alien,
09:22a fentanyl smuggler,
09:23or any other type of transnational criminal threats,
09:27I'd self-deport right now.
09:29Just go ahead and self-deport
09:31because the Green Team is on the job

09:41at several locations in Los Angeles.

13:43in East L.A.,
13:45caught my attention.

13:52this morning,
13:53and this looks like
13:54National Guard troops,
13:558 to 12 of them,
13:57pulling up in two vans,
13:59about 5.52 in the morning.
14:01They put a cordon
14:02across the street,
14:03and they're blocking the street,
14:04and then our understanding
14:06is behind that,
14:07they're arresting somebody
14:08who was involved
14:09in the protests.
14:10The FBI is arresting them.
14:12The man they arrested
14:14was Alejandro Oriana,
14:16a Marine Corps veteran
14:17who was part of a group
14:18that had been protesting
14:19the raids.
14:20It was, like,
14:21almost exactly
14:22at 6 in the morning.
14:24Suddenly I hear, like,
14:25man over a loudspeaker
14:27call my name,
14:28telling me that
14:30it's the FBI
14:31and that I need
14:33to come outside.
14:33They already have, like,
14:35their guns out.
14:35They throw the flashbangs in,
14:37and they still break down
14:37the front door,
14:38and they detain my family
14:40for, like, an hour.
14:41There was, like,
14:41over, like,
14:42more than two dozen, like,
14:44National Guardsmen
14:44just, like, lined up
14:45on my street
14:46as they were driving me off.
14:47It's like,
14:48who do you think
14:48you're dealing with?

14:53wearing masks,
14:54just in case there is
14:55more clashes with police tonight.

15:42the Trump administration.

15:47and rioting equipment

15:57the press conference,
15:58Oriana was arrested
15:59on charges
16:00including conspiracy,
16:02a charge often used
16:04for organized crime rings
16:05and drug syndicates.
16:08The acting U.S. attorney,
16:10Bill Assaley,
16:10was on the scene
16:11promoting the raid
16:13to a Fox News crew
16:14that had been given
16:15exclusive access.
16:16We have made it
16:17a huge priority
16:18to try to identify,
16:19locate, and arrest
16:21those who are involved
16:22in organizing,
16:23supporting, funding,
16:25or facilitating
16:26these riots
16:27that they're going on.
16:29Neither Assaley
16:30nor anyone
16:31from the Trump administration
16:32would talk to us
16:33about Oriana's arrest
16:35or the overall operation
16:37in L.A.
16:40Six weeks later,
16:42the charges against Oriana
16:43were dropped
16:44without any public explanation.
16:47One of the reasons
16:48why I feel like
16:49they dropped the case
16:50is because they looked
16:51at the case
16:52and they took a hard look
16:53and especially
16:54like these more
16:55experienced prosecutors
16:56were able to convince

17:29U.S. citizens
17:30who were arrested in protests
17:32or bystanders
17:33who'd been observing
17:34the immigration agents.
17:36Many of those cases
17:38are still ongoing.
17:39And to be sure,
17:40some defendants
17:41have been convicted
17:42of violent crimes.
17:44But more than 40 cases
17:46have fallen apart.
17:47With prosecutors
17:48dropping charges
17:49or juries acquitting defendants.
17:54Ortega's office
17:55has represented
17:56the defendants
17:57in most of those cases.
18:00Cases started getting dismissed
18:02or started getting reduced
18:03to misdemeanors.
18:04That was very confusing
18:05for us at the beginning
18:06because we would read
18:07the press statements,
18:08we'd see the social media posts,
18:11and we were expecting
18:11a case that was serious.
18:14And then we would get the evidence,
18:15we would review it.
18:16and we would see something else.
18:19Had you seen something
18:19like that before?
18:21No, this is very unusual
18:22to have a complaint filed
18:24where there's factual ambiguities
18:28that eventually result
18:30in problems
18:31for the government's case.
18:32That's not common.
18:36Greg Bovino would continue
18:38leading immigration operations
18:40in L.A.
18:41through the summer.

18:44making Los Angeles
18:46a safer place.
18:47If you've been in policing,
18:50as I have,
18:51for many years,
18:53you come to realize
18:54that protests,
18:56civil disorder
18:57of various kinds
18:58are part of the territory
18:59that you have to deal with.

19:05of Customs and Border Protection
19:07during the Biden administration.
19:09He's one of those guys
19:11that I sort of learned
19:14as a chief.
19:15You go into a room
19:17and there's always somebody

19:23to ask the tough questions
19:24to take the chief on.
19:26In the Border Patrol
19:28sector chief meetings,
19:30he was that guy.
19:32He told me he was concerned
19:34that Bovino and his forces
19:36were actually instigating
19:37some of the unrest in L.A.
19:40There are always
19:41some protesters
19:42in any group
19:43that take it too far
19:44that probably
19:46will need to be arrested.
19:47But the smart thing to do
19:50is you have
19:51a specific group
19:53of officers
19:53who are trained
19:54to be able
19:55to go into a crowd
19:57and extract
19:57those individuals,
19:59but to do it
20:00in a way
20:01that doesn't inflame
20:03the entire group.
20:05But by September,
20:07tensions were only rising.
20:09We're just getting this news.

27:32They violently grabbed
27:33my arms behind my back,

27:35and then started marching
27:36me to where they were
27:37putting the other dozen
27:38or so of us
27:38who arrested that day.

27:42who's detaining me?
27:43What am I being detained for?
27:45Eventually,
27:46supervisor comes up
27:47and says,
27:49well, you,
27:50you attacked Greg Bovino.
27:52And I was like,

27:55She said,
27:56well, he's the head
27:56of Border Patrol.

27:58that you were doing
27:58anything that would
27:59lead to your arrest
28:00when you got grabbed?

28:08truly that bizarre
28:10and absurd
28:10as like seeing
28:13a law enforcement
28:14agent
28:16concoct
28:16a narrative
28:20to arrest me,
28:21to press charges
28:23against me.

28:27was extremely
28:28unnerving.
28:30These are exactly
28:31the kind of people
28:31that we want
28:32to be pissing off.
28:34From the scene,
28:35Benny Johnson
28:36touted the arrest
28:37to his millions
28:37of followers.
28:38Probably about a dozen
28:40left-wing terrorists
28:41arrested
28:42for attacking
28:43police officers
28:44and ICE officers.
28:45These individuals
28:45assaulted ICE officers.
28:48Benny Johnson
28:49was embedded with ICE.
28:50He was filming
28:51and recording
28:51and streaming
28:52that day
28:52and I can directly
28:53be seen in the video
28:54along with everybody
28:55else I was detained
28:56with as he describes
28:57us as being violent
28:58extremists who had
28:59assaulted federal officers.

29:01statements on his
29:02Twitter account as well
29:03with that video
29:05being shown
29:06with the posts.
29:07Of the 12 people
29:08arrested and shown
29:09in the video,
29:10only one was charged.

29:15for allegedly
29:16assaulting Bovino.
29:17But prosecutors
29:18dropped the case
29:19after video
29:20contradicted the claims.

29:28if they hadn't

30:10of the cases

30:11falling apart,
30:12with prosecutors
30:14dropping charges
30:15in at least
30:1575 cases
30:17so far.
30:19In a statement,
30:20the U.S.
30:21Attorney's Office
30:21said that nearly
30:22all the cases
30:23were reactive
30:24arrests made
30:25by law enforcement
30:25in the field.
30:27And they said
30:28their willingness
30:28to be open-minded
30:29and dismiss cases
30:31reflected our commitment
30:33to do the right thing
30:34even when a crime
30:35was committed.
30:36They are saying
30:38things happened
30:38when they didn't happen
30:39and then hoping
30:41that prosecutors
30:42will, you know,
30:43move forward
30:44on those charges.
30:44And for the most part,
30:46prosecutors are not.
30:47I think in part
30:48because you have
30:48more video footage
30:49available than you did
30:50in the past
30:51and in part
30:51because prosecutors
30:53are aware
30:54that juries
30:55are not as quick
30:56to defer to federal
30:57law enforcement
30:58as they used to be.

31:13of the protests
31:14and arrests
31:15at Broadview.

31:17I think is how much
31:18like a war zone
31:18those places look
31:20and they don't need to be.
31:21These are people
31:22protesting in
31:22ICE's facility.
31:23They don't have weapons.
31:25They are
31:26there aren't
31:27that many of them.
31:27They appear
31:28to be peacefully
31:28protesting.
31:29Some civil disobedience
31:30sometimes,
31:31but very mild.
31:33Most departments
31:34have handled
31:35protests like this
31:36that have gone on
31:36for weeks,
31:37sometimes months,
31:38without that level
31:39of militaristic response.
31:41There is no threat
31:42in most of these instances.
31:43And you're using force
31:44that is at best
31:45possibly lethal
31:46to, you know,
31:47a force that can be
31:48quite likely lethal.

32:16were operating
32:17and ordered limits
32:18on their use
