00:04Tonight on Highway Patrol, hot under the collar with hot take aways.
00:09You are not my God, you're not my father, leave me alone.
00:14How many lies can one man tell in one intercept?
00:18So you lied to me about your address, how long you've been here, and you got your Victorian
00:21driver licence status.
00:24And Australia's finest is going bye-bye.
00:27I've got a situation here mate.
00:28Can I borrow your trailer?
00:53She's coming through that drive-in.
00:55We've got a car going through the drive-thru, so it's coming out the expired reg.
01:01Cancelled reg.
01:02Cancelled reg.
01:03The driver of this car obviously thinks it's worth the risk to make a late night run for
01:08some hot take aways.
01:10Officers Williams and Singh are going to remind her that it's not.
01:18No worries.
01:21Licence please, thank you.
01:22No, I haven't got on me.
01:23You don't have a licence?
01:24Do you have a licence at all?
01:26I don't have to explain nothing.
01:27Okay.
01:28I am a sovereign person on this country.
01:31That's fine.
01:31Okay.
01:32I am not committing a crime.
01:33If, if I can't...
01:34I am not a criminal!
01:43At a school crossing just after three o'clock, officers Corringers and Siakiu have just seen
01:49a car they want to check out.
01:51White Holden sedan.
01:53Left lane.
01:54Two cars up.
01:57With school kids about, they need to catch up to this vehicle quickly.
02:02Expired Malaysian driving licence.
02:04Oh dear.
02:05Alright, this one might be interesting.
02:08And yet another school crossing.
02:11And hopefully he'll pull into this little, uh, here we go.
02:13Looks like he's, uh, picking up what we're putting down.
02:17Would you like a poft?
02:19Uh, yes please.
02:25Good afternoon.
02:26Kelly Siakiu is my name from Dary Nongahoa Patrol.
02:28Anything alcoholic to drink today?
02:30Oh.
02:31No, just a pulmonary breath test.
02:32One head few is one long deep breath and blow in the straw until I ask you to stop.
02:36Please, I'll hold it.
02:36That's fine.
02:39And stop.
02:42Oh!
02:44Not a good start.
02:45Not a good start.
02:56Is the vehicle ahead towing a boat, a crane, or an aeroplane?
03:01Obscure plate in this trailer.
03:03It's not even plugged in.
03:04Yeah, pull him over.
03:07PVT please.
03:09So we've got an unregistered trailer.
03:11Use work purposes.
03:12The plug's not plugged in.
03:13So there's no brake lights indicators.
03:16And overhand.
03:17How you doing there buddy?
03:18My name's Jack.
03:19Not a wanting high patrol.
03:20Do you have your driver's license with you please?
03:22I do.
03:22I do.
03:23Well, your trailer's not plugged in.
03:26Oh.
03:27It hasn't got a rego so there's an obscured registration.
03:29One's around, one's a square.
03:30Yeah, so it doesn't cut it that it's not plugged in mate.
03:34In the tyre doesn't make it any better.
03:36No, but I don't say one square, one's around.
03:39It's an old, old trailer.
03:40That becomes a you problem.
03:42You can go to Super Cheap Auto, Repco, any outlet, servo and get a converter, yeah?
03:47Yeah.
03:47I'm going to, oh, jeez mate.
03:50I reckon so mate.
03:52It's got perforated tightness.
03:53I'm going to ground this.
03:55Um, you can't take this phone.
03:57But, of course.
04:04If I can't, so I will be very straight, I will be.
04:07Do your job properly.
04:08I'm doing my job.
04:09I will be very straightforward to you.
04:10If I can't confirm your ID, I'm going to arrest you.
04:14Is that clear?
04:15You know.
04:16Is that clear or not?
04:18This is martial law.
04:20Right.
04:21Are you willing to provide me your name and details?
04:24I'm not, you don't put nothing down my throat.
04:27You are invading my, you know, like, what are you doing?
04:31Okay.
04:31Very clear to you.
04:32I'm not a criminal.
04:33I'm going to.
04:34In my own country.
04:35Illuminal breath test.
04:37Either you do it or you refuse it.
04:39Pass it here.
04:40Yeah, okay.
04:41And this is all I'm taking.
04:42And you take this because.
04:43One, one long breath for me, please.
04:44Thank you very much.
04:45Really appreciate that.
04:47Have you had any drinks?
04:48Yeah, I've had one.
04:50One drink.
04:50That's one.
04:51And.
04:51I wouldn't dare do it otherwise.
04:53Yeah, no.
04:53Or that's good.
04:54All right.
04:55So next step would be just going a quick drug test.
04:59Have you ever done a drug test before?
05:01I'm not putting nothing down my throat.
05:02I will refuse that.
05:03I am not going to put anything under your throat.
05:06Can you just shut this door and I'll wind the window down it?
05:08It's not happening.
05:09It's not happening.
05:10It's not safe.
05:18And stop.
05:20Oh.
05:22Okay, sir.
05:23In my opinion, the result of the preliminary breath test indicates your breath contains
05:26alcohol.
05:27Air into your...
05:27This driver reeks of alcohol.
05:30Officer Kelly Sayaku has just seen him driving through two busy school crossings.
05:36Senior, are you happy with ID?
05:38Can I take your hat off for us, please, sir?
05:41Do you have anything else with your name on it?
05:48Do you have a brother?
05:50Hi.
05:52Sure.
05:52Do you go by any other names at all, sir?
05:54No.
05:55I don't.
05:56Do you own this car?
05:57It's not registered to you?
05:59How long you had the car, mate?
06:01One year.
06:02One year.
06:04What's happening here today, okay, you've produced a Malaysian licence...
06:08Yep.
06:08...and an international licence.
06:09Well, that one's expired, the international one.
06:11However, the Malaysian one's not expired.
06:13However, you told me you'd be living in Australia for 12 months.
06:17Yep.
06:17Okay.
06:18Do you know how long you have to get a Victorian driver licence after moving here?
06:22Six months, mate.
06:24Okay.
06:24So, at this moment, you're unlicensed.
06:26You can't drive from here?
06:27Yeah.
06:27Okay.
06:31Look in my eyes when I say, you're a sicko, you're a sicko, you's a warmongerist, leave
06:37me alone.
06:38Right.
06:39A risky run for some late-night tucker in an unregistered car has landed this driver in
06:45hot water.
06:46You're doing that drug test or not?
06:48No.
06:49No?
06:50Okay.
06:50Is it going to be a refusal?
06:52Why?
06:52Okay.
06:53If you refuse, there is a loss of licence straight away for two years.
06:55Take away my licence.
06:56I don't care.
06:57I am not a criminal.
06:59I'm not saying here.
07:00You are not my God.
07:01You're not my father.
07:03Leave me alone.
07:04It's not about God or Father.
07:06That is simply doing the protest.
07:08You're a criminal.
07:08You're a criminal.
07:09Okay.
07:10Protect the people.
07:12Not, not, not, not do this to me.
07:14I've done nothing wrong to you.
07:16What have I done?
07:17We're just talking to you.
07:19I will stand my ground.
07:19I'm a sovereign citizen.
07:21Don't you dare.
07:22We're just talking to you calmly.
07:23Why can't you show us the same respect and talk to me, can't we?
07:27You're not showing me no respect.
07:28You're just invading my privacy.
07:30Like, how is this respectful to me?
07:31Well, you're the driver of a motor vehicle on Victorian roads.
07:35Drink test and drug test.
07:37That's it.
07:38Once you do that, check everything and then we'll leave you alone.
07:41You're like, what are you doing?
07:43Leave me alone.
07:43I'm not a f***ing drug addict.
07:45Oh.
07:50It's halfway across the intersection already.
07:53Let's have a chat.
07:55Officers McEwen and Holland want to remind this driver of the necessity of following the rules
08:01at intersections.
08:04Hey, how's it going?
08:05I don't know what I did.
08:07I know, I know.
08:08My name's Joe from the highway.
08:09Anyway, did you happen to see the signage at the intersection of Hare Street there?
08:12No, I didn't.
08:13No, you didn't see the signage.
08:14No, I didn't see it.
08:14The signage there is a stop sign.
08:16There's also a left arrow.
08:17Yeah.
08:17So it's a left turn only.
08:19So obviously what you've done is you've gone straight through.
08:20Is there any lawful reason why you've gone straight through that today?
08:22It's a long way around.
08:25I thought I'd go across.
08:26Look, give me a few misleadies and paperwork.
08:28I'll come back and have a chat with you.
08:29I won't be too long, all right?
08:30All right.
08:30No worries.
08:31So the left turn only sign and the stop sign at that intersection basically just prevents small-scale,
08:37low-speed collisions.
08:38It's mainly due to people running the stop sign or disobeying the left turn only sign.
08:42And it's just to avoid the unnecessary collisions.
08:46We have had issues where pedestrians have been crossing the road,
08:50curbed to that traffic island there that's a bit of a haven for pedestrians.
08:54If people aren't paying attention and disobey the signage for stop signs or left turn only,
09:00then yeah, it definitely heightens the risk for pedestrians.
09:02Obviously, it's just making more of awareness for the drivers that they need to follow that signage and keep the
09:09pedestrians safe.
09:09And if anyone should know what it's like being hit by a car...
09:29When you consider that a vehicle versus a pedestrian, I can see who's going to win that one.
09:35There's your licence back.
09:36Yep.
09:36Look, unfortunately, for disobeying that sign today, it's $240.
09:40There's no points.
09:41It's 28 days to sort out...
09:42No points.
09:42No points on this one.
09:4428 days to sort out what you want to do with it.
09:45All the details are on the back of the ticket.
09:46Do you have any questions for me?
09:47No.
09:48No.
09:48I'll probably pay it as soon as I get home.
09:50That's right.
09:50Just make sure you do pay attention to those signs.
09:55Yeah.
09:55All right.
09:56Enjoy your day.
09:57Thanks very much.
09:58Yeah, it was all right.
09:58I just...
09:59It was stupid what I did.
10:00Now I go and get my bank balance and go home and watch NZIS.
10:03Yeah, hat.
10:05At the end of the day, look, they know that they've done something wrong.
10:08It's not about punishing them as such, but it's about trying to get a message across,
10:11trying to educate them a little bit.
10:13And we do issue tickets, but at the end of the day, we want to get a message across that
10:16they need to obey signage to keep everyone safe.
10:27So, thank you.
10:29Yeah, he's blown over.
10:29He's blown over 0.05.
10:31He said he works in a factory and he's on his way home from work, so I'd say he might
10:35have had a couple of brews before he got in the car.
10:37He tells me he had his last drink at...well, this morning, and considering it's now four
10:43o'clock, that's a bit of a concern.
10:45This man has lied about drinking and driving.
10:49Officer Chris Corringes suspects he might be lying about his residency status too.
10:54Um, do you know when that visa was from until?
10:57So, he's been in Australia since 2016.
11:01No worries.
11:02Thank you so much for that.
11:03I do appreciate it.
11:05So, Kelly, I've just called Immigration.
11:07Yep.
11:07Um, he's been in the country on his last entrance since 2016.
11:11Oh, okay.
11:12And his visa was last renewed in 2020.
11:15Okay.
11:15Um, but for the last seven years, he's been in the country.
11:18Yep.
11:19I just made a phone call to Immigration, and they say that you haven't been out of the
11:23country since 2016.
11:25Oh, yeah, yeah.
11:26Okay.
11:27You told me you'd only been living here for a year.
11:29Yeah.
11:30Okay.
11:30Why'd you lie to me?
11:32Well, two years.
11:35Two years in Springvale?
11:36Yeah.
11:36Okay.
11:37What else are you lying to me about?
11:39Uh, what?
11:41You mean what?
11:41Okay.
11:42What other involvements have you had with police?
11:44Nothing.
11:44Okay.
11:45Okay.
11:47Well, we'll soon find out, won't we?
11:49Okay.
11:56Oh, my goodness.
11:57Oh, geez, mate.
11:58Senior Constable Jack Parman is inspecting an overloaded, unroadworthy trailer held together
12:04for little more than rust and prayers.
12:06So, it can't overhang more than 25% off the trailer.
12:11If you've got them, you've got to use them, mate.
12:13Oh, I've got it.
12:13This is over 25% of the length of the trailer.
12:18It can't be.
12:19Yep.
12:19The trailer's got a broken indicator.
12:21There's rust holes all through the body.
12:24The tyres are perforated.
12:25There's a couple of mil gap on the sides of the tyres going around.
12:30So, if he gets up to speed or gets heat in those tyres on a freeway, that could blow and
12:36the load is gone.
12:38And potentially, we're going to have a lot of metal on the freeway, inside another vehicle,
12:43cause collisions, potentially death.
12:46I'm going to ground it, mate.
12:47We'll defect this trailer.
12:48No.
12:49Can you get someone else to come and get this equipment?
12:52Yeah, I've got to make a couple of phone calls now.
12:53I've got to go pick up another trailer.
12:54Yeah, look at this, mate.
12:56Rust all through here.
12:57The trailer's just about going.
12:57It's all rust all through.
12:59It's coming to the stage, mate.
13:00Good, Jack.
13:00I've got a situation here, mate.
13:03Can I borrow your trailer?
13:06Your little one, 64.
13:07Is that it owned?
13:09Where's the padlock?
13:12Okay.
13:13And how do I get in the garage?
13:15Yeah.
13:16Is anybody owned?
13:23I am not a criminal.
13:25I'm not saying you're a criminal.
13:26You are not, my God.
13:27You're not my father.
13:29Leave me alone.
13:31After venting her anger at Officer Upkar Singh for doing his job, the driver of this unregistered
13:37car has finally calmed down.
13:40Stop harassing me and get in my face.
13:43I'm not a criminal.
13:44Temporarily.
13:45Tax pay a dollar.
13:46So I repeated that requirement two times.
13:47Murder and genocide.
13:48All right.
13:49Okay.
13:50I will send you summons in relation to refuse going, undergo POFT.
13:55I ain't paying.
13:56You are going to receive an infringement notice for driving unregistered motor vehicle.
14:00Then your number plate's been cancelled.
14:02That's all right.
14:03We will remove those number plates.
14:05Take it off now.
14:05I don't care.
14:06See what you're going to do.
14:07That's what we're going to do.
14:09Okay?
14:09I'm not a criminal.
14:10I know that.
14:13Keep your facts checked.
14:14I am not saying that you are a criminal.
14:16Shut the door and leave me.
14:18Stop harassing me and get out of my face.
14:24Refusing the drug test means there is a minimum loss of licence for two years.
14:28That's, I believe, mandatory.
14:29The matter will go to court.
14:30And the other thing, we remove the number plates from the car.
14:34And who sees the car keys, we'll give her back after 24 hours.
14:38Someone comes, a responsible person, to a police station, and she will get that.
14:51The man behind the wheel of this white Holden has lied about drinking and driving.
14:56And how long he's been in the country.
14:59He's got a bit of everything.
15:01Yeah, so we'll have a bit more of a chat.
15:02After making further inquiries, officers Corringers and Sciacube have found out all they need to know.
15:09So...
15:10You have to have a driver's license.
15:12It's a learner's driver's license.
15:13It's a learner's driver's license.
15:15He doesn't have anyone with him.
15:17Oh, that's exactly what I put out there and said I wanted to get.
15:19So there we go.
15:20All right.
15:21It just turns out that this gentleman actually does have a driver's license here in Victoria.
15:26It's a learner's permit.
15:27So he has produced an international license and produced a Malaysian driver's license,
15:33but actually is a holder of a learner's permit here in Victoria.
15:36There's no L-plates up.
15:37He doesn't have an accompanying driver and he's gone over on the PBT.
15:40These are exactly the sort of people we're trying to target today.
15:43Seems that you lied to me again, okay?
15:46You don't have to say or do anything.
15:47Anything you do or say may be recorded and given in evidence.
15:49Do you understand that?
15:50Yeah.
15:50Okay.
15:51Our investigation has shown that that is you?
15:55Yep.
15:55That is the photo on your Victorian learner permit?
15:58Yeah, yeah.
15:58So you lied to me about your address, you lied to me about how long you've been here,
16:02and you've lied to me about your Victorian driver's license status.
16:05And he lied about drinking and driving in a school zone when children were all over the
16:11streets.
16:12Can you produce your learner permit, please?
16:15Okay.
16:15And we'll just stop the crap from now on, mate.
16:17No lying.
16:18Okay.
16:19It's wasting everyone's time.
16:20When did you move?
16:22Earlier this year.
16:25Earlier this year?
16:26Yeah.
16:26Do you know how long you got to take VicRoads to notify VicRoads about your change of address?
16:3314 days.
16:34You just keep racking them up, don't you, mate?
16:36Uh-huh.
16:37So we're looking at a few offences here today.
16:39Yeah.
16:39Long address.
16:40State false details to police.
16:43Learner unaccompanied.
16:44Not displaying your L-plates.
16:46And going over on the alcohol test.
16:49Okay?
16:51All right.
16:52Just wait there, mate.
17:00Well, what's happened was I got a trailer there that's unroadworthy, I'll say, and I'm
17:04carrying something that's a little bit overhanging, and it's not legal.
17:09Yeah.
17:09So if you use it for work purposes, it must be a registered trailer.
17:13All right?
17:14Because then you've got this racking.
17:15It's a six by four.
17:16You've got the racking, which makes it a working trailer.
17:18So it's got to be registered, mate.
17:20Okay.
17:20All right?
17:21But if it's a six by four, it doesn't have to be registered, does it?
17:22No.
17:23Once you get a cage or this sort of stuff, it becomes a working trailer.
17:26So we can't see your rego from the back.
17:28There's no rego on the trailer.
17:30So we don't even know who you are.
17:32Just got to make more phone calls.
17:34Yeah.
17:35Yeah, get on the blower, mate.
17:36Yeah, I'll do that.
17:37And get someone down here.
17:39I'll do some checks.
17:40If it looks too big, it is.
17:43Check VicRoads' website for what your requirements are for what you can have on your trailer and on
17:48your motor vehicle.
17:49So have a look what the overhangs are.
17:51If it's too big, if it's Bunnings, go use one of their trailers, a bigger trailer.
17:57Get it delivered.
17:59Finally, there's good news for the driver.
18:02Oh, not that.
18:05This.
18:05Thanks, mate.
18:06Oh, there we are.
18:06I've got to see that.
18:07It's coming through.
18:08Help is coming.
18:09Hey, G.
18:10Oops.
18:11Oh, he's got a car trailer.
18:12Oh, mate.
18:13Brilliant.
18:14Yeah.
18:15Yeah.
18:15Grab that.
18:16Get him down here and then I won't issue you the infringement, all right?
18:18Let me go and bring him up.
18:19All right.
18:21Spoke to the driver.
18:23He was very nice, very polite, very helpful.
18:25He's hopped out.
18:26He explained to me why he didn't have a plugged in, because he hadn't purchased the adapter for
18:32the trailer.
18:33Yeah, so a good outcome today.
18:34He was very, a good citizen.
18:49I'll go through a few questions with you, okay?
18:51And then we'll do the breath test, all right?
18:53He stated a false name, stated a false address.
18:57He's got a learner permit in Victoria.
19:00He hasn't got no accompanying driver with him, and he's not displaying his L plates, as well
19:05as going over on the PBT.
19:07It would have been nice if he told us the truth from the start, you know, wasting our
19:12time a bit.
19:12But anyway, yes, we always seem to find out the truth if we dig a little bit harder.
19:17We've pulled over a gentleman who is a learner unaccompanied and is still pending a
19:22evidentiary breath test as well.
19:24So I was just hoping to get some authorisation for an impound, if that's all right?
19:28Keep going.
19:29Well done.
19:29Thanks, mate.
19:31Thank you very much.
19:31Appreciate it.
19:33The result of the analysis shows you have a breath alcohol concentration of 0.078, which
19:39is in excess of the prescribed limit.
19:41Do you understand that?
19:42Yeah.
19:42Do you have any comment to make in relation to that?
19:47Now, the car's not registered in your name.
19:50Whose car is it?
19:52My friend.
19:53Your friend?
19:54Yeah.
19:56You're buying it off him.
19:57Okay.
19:57So he's not relying on that car to get around?
20:00Is anyone else relying on that car to get around anywhere?
20:02Just you?
20:03Okay.
20:04Look, unfortunately, it wasn't a very good day for him.
20:06He started off the lying from the start.
20:09He's lied about who he is.
20:10He lied about where he lived.
20:12He lied about how long he's been in Australia.
20:15He's failed to produce a Victorian or any other Australian state licence.
20:19He's produced a Malaysian licence, which has expired.
20:21Then he's produced an international licence.
20:24Yeah, so he had no intention at all of producing his learner permit.
20:27He was quite happy to make us believe that he had an international licence or a Malaysian
20:32driver licence.
20:33Unfortunately for him, we're able to find on the police communications that he did, in
20:37fact, have a learner permit, which he did, to his credit, produce when he was asked to
20:40produce it.
20:41He didn't display his learner plates, and when I asked him, it was basically so that
20:46he didn't draw any police attention at all.
20:48He'll be receiving a summons from us to attend court in the near future, and his vehicle's
20:53also being impounded.
21:04Next time, on Highway Patrol.
21:08Failing to stop.
21:09Pull over!
21:10And failing full stop.
21:12Can you see me pull up beside you and tell you to stop?
21:15No.
21:16A late payment means he's late for work.
21:21And a genuine marvel on two wheels.
21:25Not every day you see Spider-Man getting around.
