00:07an attempt to improve dialogue.
00:08His trip comes after the U.S. renewed an offer of $100 million of aid to ease the effects of
00:15its oil blockade on the country.
00:19Radcliffe reportedly met with his Cuban counterpart at the Interior Ministry in Havana to discuss intelligence cooperation, economic stability and
00:28security matters.
00:30Fuel shortages exacerbated by the U.S. oil blockade on Cuba have forced schools and governments to close and left
00:37hospitals unable to function.
00:39Both countries acknowledged that they were in talks earlier this year, but negotiations appeared to stall as the blockade wore
00:47on.
00:47In its latest offer of humanitarian aid, the U.S. State Department said it would have to be distributed in
00:54coordination with the Catholic Church
00:55and other independent humanitarian organizations, bypassing the government.
01:00However, Cuba said it remains unclear whether the aid offer would be in the form of cash or in-kind
01:06assistance.
01:07Its foreign ministry added that the best way for the U.S. to help would be through de-escalation of
01:13energy, commercial, economic and financial blockades.
