00:00Michael Needham, who was based with the Met's North West Command Unit, allegedly told a female police officer known only
00:09as PCX that he would rape her, pin her down and annihilate her.
00:14He then allegedly proceeded to say that he hoped she got quote-unquote Wayne Cousened on the way home.
00:22The panel was told that Mr Needham made the alleged remarks while off duty at a pub in London in
00:28early 2025.
00:3033-year-old Sarah Everard was raped and killed by serving Metropolitan Police Officer Wayne Cousened after being abducted in
00:39South London on 3 March 2021.
00:42Cousened tricked Ms Everard into thinking she could be arrested for breaking COVID lockdown rules as she walked home from
00:50a friend's house.
00:52Mr Needham consistently denied that he said the words alleged or anything like them that could have been misheard or
01:00misinterpreted.
01:01The panel wrote in its finding it was said the comments were not heard by other colleagues who were there.
01:07However, the panel found on the balance of probabilities that both incidents took place as PCX alleged.
01:16The panel ruled that Mr Needham would have been dismissed if he was still serving.
01:22He was criminally investigated over the remarks but no further action was taken.
