00:08a neighborhood feud spiraling out of control at that point you're just waiting for something
00:15to escalate or for someone to snap a vicious shooting caught on a home surveillance camera
00:2212 shots that's not just a murder that's overkill somebody wanted to make sure the job was done
00:29and a hitman who's apparently never heard the phrase loose lips sink ships so when he starts
00:36telling people that he blew some lady away everybody thinks he's making it up
00:42the more people a criminal involves in his crime the more likely he is to get caught
01:00in the central texas city of killeen christine and ken watkins are pillars of their community
01:09christine and ken have lived in the same tight-knit killeen texas neighborhood since the 1970s
01:15it's the kind of neighborhood where it seems like everyone just gets along
01:20it's the kind of place where everybody knows each other's names it's the type of close-knit
01:25neighborhood that you don't see everywhere the watkins are known for walking up and down the
01:30street talking to their neighbors interacting with everybody these kind of interactions are
01:37really what makes a group of neighbors a community the couple are popular in town and very active in
01:46their church christine and ken work together at the killeen independent school district christine is a special
01:55education bus driver
02:00now in their early 60s christine and ken share three grown children and 13 grandchildren in a close-knit family
02:10christine spent a lot of time taking care of an elderly neighbor
02:14and the man ended up leaving his house to christine in his will now she rents it out to her
02:19son
02:20it can be a dream come true for parents when their adult children still want to hang around with them
02:26and it says a lot about the parents too
02:33when joanne wilbert moves in across the street from the watkins in 2009 christine and ken welcome her into the
02:41community joanne is a single woman with no family christine welcomes her into the neighborhood just
02:48like everybody she and ken take pizza over to joanne's to share and joanne and christine become friends
02:58when you're in a new home on a new street it's really great to have the neighbors get to know
03:03about
03:03you it creates a sort of support system and it's sort of this support system that could turn into a
03:09lifelong friendship
03:17but within a few years the relationship between joanne and christine sours christine is fortunate
03:25enough to have several houses in the neighborhood one of which she decides to rent out to a latino family
03:31and joanne is not happy about that she's really unhappy about the growing presence of minorities in
03:39the neighborhood even though the watkins themselves are african-american joanne warns christine that if
03:47she rents to the latino family she'll regret it for the rest of her life threats like that they're not
03:54just
03:54empty words that's a red flag especially when racism is thrown into the mix in law enforcement
04:00racially motivated threats are taken very seriously
04:05it's not just words anymore if you have the potential for a hate motivated crime
04:11it's a big problem and joanne's words are not just empty anymore
04:17at this point it's safe to say that joanne and christine are no longer friends
04:26in 2013 tensions escalate when joanne sues christine over a property dispute
04:34christine and ken also own the house next to joanne's and they get into a disagreement over the fence line
04:40joanne tears down the fence and then demands five thousand dollars to replace it when christine refuses
04:48joanne takes her to court the case drags on for months and is eventually thrown out but after joanne
04:57loses the lawsuit things in the neighborhood go from bad to worse in 2014 joanne embarks on a campaign
05:07of harassment against christine she calls in false allegations and code complaints to the city
05:15she writes letters to local law enforcement accusing the watkins son of being a drug dealer
05:24christine leaves for work every day at 5 30 a.m
05:27and joanne flashes her exterior lights just to let christine know that she's watching her
05:34she even puts a tombstone on her lawn for halloween with christine's name on it it's incredibly passive
05:41aggressive this kind of persistent harassment campaign can stem from a desire for power and
05:49control the perpetrator might be trying to assert dominance over their target or force them to comply
05:56in some cases it may be a misguided attempt to regain a perceived loss of status or territory
06:04sometimes it's an attempt by somebody to make a victim feel unsafe in their own home or their own
06:10neighborhood psychological warfare plain and simple it's an attempt by somebody to wear somebody else
06:17down over time at that point you're just waiting for something to escalate or for someone to snap
06:24the watkins put up security cameras in front of their home only to find them constantly repositioned
06:34the fact that christine and can feel the need for constant video surveillance shows just how much
06:41the trust in this community has broken down what used to be a quiet friendly and peaceful place
06:48has been overrun with fear and tension
06:57on october 14 2014 a homeowner on the street has an unusual encounter
07:05at five in the morning the watkins neighbor william goes out to his car to grab a sweater
07:13when he gets outside he's shocked to find a man hiding in the bushes
07:21he describes the man as a white male in his mid-20s who is five foot six and 170 pounds
07:27wearing a black hoodie and a black gaiter around his neck black skinny jeans black tennis shoes
07:35a man dressed like that at that hour in the morning that's not your average early morning jogger
07:42that's somebody who's up to no good the man emerges from the bushes and says good morning to william
07:48as he crosses the lawn and just walks away william has no idea what just happened he doesn't know
07:55what to make of it the next day also at five in the morning somebody pries open the window at
08:02the back
08:02the watkins house and singes the curtains in the sunroom are they trying to set the house on fire
08:09nobody really knows but it's a bizarre instant and nobody's really sure what has happened
08:18but five days later the mysterious man in black is back this time with deadly intentions
08:32grandparents christine and ken watkins are much loved figures in their killeen texas community
08:40known to have a kind word for everyone christine befriends joanne wilbert when the woman moves in
08:47across the street but as joanne's racist views against minorities in their neighborhood come to light
08:54the friendship between african-american christine and caucasian joanne breaks down
09:02after joanne loses a nuisance lawsuit against christine and her husband she embarks on a campaign of
09:09harassment against the couple
09:13it's a case of neighbor against neighbor literally at that point you're just waiting for something to
09:21escalate or for someone to snap then as halloween approaches in 2014 a real-life boogeyman lurks
09:31in the shadows ready to strike on october 20th six days after their neighbor had seen a man lurking in
09:40bushes at 5 a.m christine and ken leave their house headed to work the watkins security camera
09:48captures their regular morning routine christine drives a school bus so she needs to be up and out
09:55of the house really early every day she leaves every morning at 5 30 a.m like clockwork ken heads
10:05out first to move his vehicle out of the way then christine follows him walking down the driveway to
10:12her car suddenly a gunman emerges he follows christine down the driveway firing five or six shots
10:23while he's moving christine yells oh no and falls to the ground next to her car
10:29ken hears her yell followed by the gunshots he doesn't know where the gunman is and he doesn't
10:36know if he's going to be next so he jumps in his truck reverses down the street and heads towards
10:42his
10:43son's house the gunman stands over christine continuing to fire in total she is shot 12 times in
10:50the head and chest the gunman then walks down the street out of view of the security camera
10:58ken and his son race back to the watkins driveway to check on christine
11:04ken jr's girlfriend calls 9-1-1 frantically yelling at the operator my boyfriend's mother has just been
11:11shot it's a shocking crime in the aftermath of events like these communities can experience sort
11:21of a collective trauma it can bring people together but it can also make people fearful and suspicious
11:30when police and ems arrive it's a chaotic scene christine is pronounced dead immediately
11:41police secure the scene they will then begin to canvas the area they'll speak to neighbors they'll
11:47speak to friends anybody who's in the immediate area will hopefully be identified and be spoken to by
11:52the officers for the next two hours police canvass the neighborhood they talk to christine's family
12:03members and they go door to door talking to the neighbors memories fade fast and in tight-knit
12:10communities like this neighbors can often hold crucial pieces of the puzzle so it's important to speak
12:17to as many people as possible as quickly as possible when they carry out their canvas police find all
12:26fingers pointing in the same general direction the animosity between christine watkins and her neighbor
12:34joanne wilbert emerges pretty quickly as a potential motive for the murder everybody seems to know
12:41about it so right now that information is something that definitely needs to be investigated and needs
12:46to be included or excluded as a possible motive for that murder when the police speak with joanne she
12:53says that she was sleeping at the time of the shooting and that she doesn't know anything about it
12:59but later that day she literally packs up and moves to florida out of the blue she claims that she's
13:06leaving because she no longer feels safe in this neighborhood so a move like that could be genuine
13:12fear but it needs to be investigated it could also be great post-defense conduct for the investigation
13:17and the case if a charge is later but with the murder caught on video joanne is in the clear
13:26whatever
13:27suspicions detectives might have about joanne's sudden move they know from the surveillance video
13:33she's definitely not the gunman that they see with no suspects police issue a press release asking for
13:39the community's help good evening barry yeah good evening to both of you that's right uh christine
13:46watkins was a special education uh bus driver for the clean isd and she was getting ready to leave for
13:52work on october 20th that is when she was gunned down in her driveway shortly after 5 a.m
14:00police are optimistic that their press release will bring in answers casting a wide net like this by police
14:08to the media is always a win-win situation you will get tips you will get information called in you
14:14will get witnesses who call detectives directly and every little bit helps put a piece of that
14:20jigsaw puzzle together for the case if you're running low on options it's an opportunity that you have
14:26to take advantage of that smallest tip that comes in could change everything but despite their appeal to
14:33the public police continue to come up empty four days after the murder investigators release a
14:42composite sketch of someone they identified as a person of interest who might have crucial information
14:47on the case the sketch matches a rough description of the man christine's neighbor william saw hiding in
14:55the bushes just days before the murder investigators interview ken watkins several times they even perform
15:02hypnosis on him to see if he can remember any more details about the shooting the use of hypnosis
15:08during investigations is controversial and it rarely produces positive results that are admissible in
15:14court unfortunately in this case it's a dead end the attempts to jog ken's memory doesn't lead to any
15:22new information by january the best lead investigators have is still joanne wilbert police need to learn more
15:32about joanne if they want to connect her to christine's shooting they learn from questioning the neighbors
15:39that joanne had hired a bodyguard named jack dudden to watch over her house so they track him down
15:48lead detective terry kaiser from the killeen police department meets with jack dudden at his home
15:56if you wanted to hire a bodyguard dudden is the kind of guy you'd want to hire he's a big
16:02guy he's been
16:04around the block he's street smart and he can definitely be intimidating somebody that joanne hired as a
16:11bodyguard is definitely somebody you want to look at as a potential suspect but the physical description
16:17of jack dudden is nowhere near the five six height of the alleged shooter still there's a good chance
16:25he might have seen or heard something useful about joanne jack dudden tells a detective that he was hired
16:31by joanne to watch over her house because it was being vandalized he knows all about the hostility
16:38between joanne and her neighbor but he never had any problems or saw anything unusual the entire time
16:47he was working for joanne
16:51dudden explains that he helped joanne move to florida after the shooting but he hasn't heard from her since
17:00detective kaiser asks if jack and joanne were ever romantic
17:05dutton swears that he never dated joanne but he knows that joanne had a boyfriend
17:12he tells the detective that joanne was cozy with a man named john who worked at a liquor store
17:17in nolanville about eight miles away
17:22detective kaiser ends the interview and asks jack dutton to contact him if he comes across
17:29any more information he now has a promising new lead somebody like a boyfriend who is that close to
17:39joanne is somebody that the police would definitely want to talk to in an investigation like this either
17:46to include or exclude him in their investigation in homicide cases close associates can be the key to
17:54cracking the crack in the entire case open but with only a first name tracking down this mysterious
18:01boyfriend won't be easy with minimal information as to who john really is there's not a lot for
18:09investigators to go on but a month later detective kaiser catches a lucky break when john horn himself
18:19suddenly shows up at the police station saying i heard you were looking for me
18:33pine drive's tranquil early morning routine is shattered by gunshots
18:41leaving christine watkins dead and a picket fence paradise in pieces
18:49despite the attack being caught on surveillance video
18:54police have no suspects in the brutal shooting
18:58neighbors point investigators to the ongoing feud between christine and her neighbor joanne wilbert
19:04who is suddenly and perhaps suspiciously relocated to florida
19:12detectives look into joanne's known associates and rule out her bodyguard
19:19who is definitely not the man in the surveillance video
19:24but police learn that joanne has a boyfriend named john
19:31police now want to talk to this mysterious boyfriend john but with only a first name there's not a lot
19:37for
19:37them to go on
19:40and just when they thought they hit a dead end this john character suddenly shows up out of the blue
19:47on february 15th 2015 four months after christine's murder john horn shows up at the killeen police station
19:58he tells detective kaiser that he just learned about the shooting on pine drive
20:03and he has information to share horn tells the detective that he met joanne wilbert in 2013
20:11when she hired him as a handyman the two hit it off and started casually dating that year
20:19one of horn's hobbies is collecting rare arrowheads and joanne knew that
20:25she started giving him arrowheads which made him uncomfortable because they were expensive and
20:32there was no way he could reciprocate sometimes pricey gifts at the beginning of a relationship
20:39can feel like an attempt at manipulation it can make a person feel obligated making it harder to say no
20:47later
20:51joanne confides in john about her dispute with her neighbor
20:56joanne started pressuring john to testify in her lawsuit against christine
21:02she wanted him to say that he had seen christine violate the property line which he hadn't
21:08asking somebody for false testimony is a big red flag it indicates a willingness to manipulate the legal
21:16system in this instance john horn refused joanne's request which irritated joanne
21:24with john unwilling to lie for her joanne moves on to plan b
21:30in a chilling turn she asks john if he knows anyone with ties to the kkk
21:38joanne joanne is looking for someone who's comfortable with or even happy to commit violence against african
21:45americans it's definitely shocking for john just because he's a proud southern man
21:53doesn't mean he's okay with any of this when joanne introduces him to a man she claims is a kkk
22:01grand wizard john has had enough involving an organization like that indicates that joanne is
22:12willing to take this feud to a level that john just isn't comfortable with john decides to cut all ties
22:19but joanne isn't willing to let it go that easy joanne continues to phone john over and over leaving
22:29threatening messages saying he owes her she writes letters asking john to help find someone to kill
22:39her neighbor promising to make it worth someone's while john had the foresight to keep some of those
22:47letters which he now hands over to detective kaiser that's actual evidence and now having a cooperating
22:55witness in john horn is a big step forward in the investigation but police still can't prove
23:02that joanne actually carried through with her plans and there's still no closer to identifying the actual
23:07shooter four months later police finally get the break they've been waiting for when a man named billy
23:16phillips shares information that takes the case in an entirely new direction
23:22phillips tells detective kaiser about his friend julia and her ex andrew hardesty
23:31andrew hardesty is known to the police he's a drug addict and he's been abusive towards julia
23:37to the point where she's filed restraining orders against him in fact when phillips comes forward
23:44hardesty is already in custody at the bell county jail for an incident in where he choked julia when
23:52you combine drug addiction and domestic violence it can lead to a terrible downward spiral that's really
23:59hard for people to get out of billy explains to the detective that he's been trying to help julia
24:06and andrew andrew andrew andrew had been with the military and didn't deploy with the rest of his
24:11unit to afghanistan when the units suffered casualties andrew felt guilty and consequently
24:18suffers from ptsd so billy felt sorry for him
24:25last fall billy had picked up andrew from julia's apartment
24:30andrew wasn't supposed to be there because of a restraining order so billy was driving him over
24:37to a friend's place where andrew was crashing suddenly andrew pulls out a 40 caliber handgun
24:45from his duffel bag and starts showing it off
24:52billy demands to know where the gun came from
24:56with andrew's criminal record there's no way he could legally obtain a firearm billy was right to
25:02be suspicious andrew claimed that an old lady he was working for bought him the gun and gave him
25:09five thousand dollars for a job billy was furious partly because andrew owed him money so if he had
25:19five thousand dollars where was it and andrew was known for making up ridiculous stories
25:26everyone who knew him knew to ignore most of what he said
25:35but now billy suspects andrew was involved in the murder in killeen billy's information might seem a
25:42little far-fetched but when you're working a murder investigation and have gone months without a lead
25:48every little bit of information needs to be followed up on and you never know where it's going to lead
25:54detective kaiser wonders if the old lady who bought andrew the gun could be joanne wilbert
26:02the detective contacts the atf the bureau of alcohol tobacco firearms and explosives
26:10they are the federal body responsible for regulating firearms atf records indicate
26:17that joanne bought a 40 caliber sig sour handgun at action pawn on october 8th just two weeks before the
26:27murder if police can match andrew hardesty's gun to the one that joanne bought then they have their
26:33connection there's only one problem andrew no longer has the gun
26:46billy tells detective kaiser that andrew gave the gun to his friend greg several months ago
26:52the next morning the detective shows up at greg's door greg is former military he's more than happy to
27:00help the police he had no idea that he had a potential murder weapon in his possession
27:10the serial number of the gun that the detective retrieves from greg is a match for the one that joanne
27:17bought from action pawn ballistics tests will need to be done to confirm that it is the murder weapon
27:25but it is the same caliber of weapon that killed christine watkins
27:32recovering a murder weapon is a significant step in a murder investigation
27:49the recovery of the gun is a huge break in the investigation and andrew hardesty is a credible match
27:58to the man seen on the surveillance video from the day of the murder but there's a hitch
28:04police can't identify him from the video because his face is obscured they need a stronger connection
28:11between joanne wilbert and andrew hardesty police need to speak to julia herself but so far she's not
28:19talking on june 24th billy finally brings julia to the police station to make a statement julia shocks the
28:29detective with surprising new information that circles the case back to the very beginning
28:38she tells him he needs to speak to a man named jack dutton
28:49beloved bus driver christine watkins is shot dead in front of her texas home in october 2014.
28:57her murder captured by her own surveillance camera
29:03john the handyman nails down joanne wilbert as the prime suspect providing proof of her desire to see
29:11her neighbor dead investigators catch a lucky break when billy phillips unexpectedly enters the picture
29:21bringing them a seemingly unrelated story about his friends andrew and julia
29:27but connecting andrew to joanne wilbert's gun in the process police need to speak to julia herself
29:34but so far she's not talking when julia finally agrees to meet with detective kaiser
29:41she brings up a familiar name julia tells him he needs to speak to a man named jack dutton
29:50police had already ruled out jack dutton in the murder of christine watkins months earlier
29:58but now it seems that jack dutton was the connection between joanne wilbert and andrew hardesty all along
30:05julia tells detective kaiser that andrew and jack are friends andrew would stay at jack's place
30:14whenever julia kicked him out of the apartment they shared
30:18in october 2014 in october 2014 dutton introduces andrew to joanne wilbert
30:26julia knows that andrew is working for a woman named joanne that he met through jack dutton
30:33jack passed the job on to andrew because andrew owes him money really it's this network of
30:40debt and ious and ability to conduct certain favors that gets this network of people into trouble at
30:48the end of the day julia hasn't met andrew's new employer but has seen her through the window when
30:56joanne has come to pick him up for work andrew claims that he's doing odd jobs like painting joanne's
31:03house but julia doesn't buy it the hours are strange and andrew has never painted anything in his life
31:13in reality joanne hires andrew to solve her neighbor problem at first andrew is only supposed
31:22to just scare christine watkins away when that doesn't work joanne offers ten thousand dollars for
31:29andrew to kill her neighbor she gives them five thousand dollars up front and promises another
31:35five thousand dollars once the job is done on october 20th 2014 andrew surprises christine as she leaves
31:49for work in the morning shooting her 12 times before fleeing the scene
31:59all shots especially while standing over the victim that's not just a murder that's overkill
32:05somebody wanted to make sure the job was done
32:09but after the murder joanne takes off to florida without paying the final five thousand andrew is
32:17furious andrew argues with joanne over the phone multiple times demanding his payment joanne doesn't
32:25want to send any money directly to andrew if she did it could be traced to her it's a little
32:32ironic
32:33considering that she bought the gun with her own credit card and used her own identification to fill
32:39out all the required atf paperwork eventually she sends a check for 500 to jack dutton to give to andrew
32:48but that's nowhere near the five thousand dollars she promised julia even talks to joanne herself
32:56explaining how desperately they need the money but joanne doesn't budge in the aftermath of a crime like this
33:04the relationships often fall apart and it shows the fragility of these relationships
33:12you just can't trust a criminal
33:19in december 2014 two months after the murder julia and andrew's utilities get cut off
33:27andrew had been expecting a big payday but it never materializes so he turns to their friend greg who has
33:34helped him out in the past when the money was tight in fact the couple had originally met greg when
33:40he
33:40filled their car up with gas as a good samaritan gesture he's just that kind of helpful guy
33:48andrew strikes a deal with greg offering his firearm as security for a 400 loan
33:54when greg asks andrew why don't you just pawn the gun andrew explains that he just doesn't want it in
34:00the system greg knows this is a red flag but he agrees to help his buddy out
34:10months later andrew tries to get the gun back
34:18andrew is very good at owing people money he owes billy money he owes jack money now he owes greg
34:25money
34:26andrew twice tries to get the gun back from greg but he doesn't have enough money to pay off the
34:31dead
34:32so greg insists that he hangs on to the gun eventually to get andrew off his back greg tells
34:39him that he sold the gun but this isn't true he's held on to it and he turns it over
34:45to the police
34:46the more people a criminal involves in his crime the more likely he is to get caught
34:52but giving away the murder weapon isn't the worst mistake the would-be hitman makes
34:59andrew's friends know he's prone to exaggeration he's always making up stories to make himself sound
35:05really tough he tells people that he was a sniper in afghanistan even though he didn't deploy with his unit
35:15he says his hands are registered as lethal weapons in five states people know not to take him seriously
35:24so when he starts telling people that he blew some lady away everybody thinks he's making it up
35:34but when billy hears the same story from jack dutton he realizes it's all true
35:43billy hears jack using the same phrase blew her away that andrew used when he was bragging
35:49it sounds as if jack was there witnessing the murder that's what prompts billy to reach out to the
35:58authorities if somebody came to me and said my buddy just confessed to blowing somebody away of course
36:08i'm going to be interested in that statement i'm going to be interested in that confession
36:13but i can't take it on its face i'll capture that evidence i'll capture that information as best as i
36:21can and then i will work hard to corroborate it or gather more evidence to exclude it police know they
36:29need to speak with jack dutton again but when they arrive at his apartment dutton is nowhere to be found
36:39is he running from the truth or has someone decided he knows too much
36:50joanne wilbert offers druggie andrew hardesty ten thousand dollars to kill her neighbor christine watkins
36:59but then moves to florida before handing over the full payment
37:05when he gives away the gun and brags about the murder andrew proves that in the hitman hiring
37:14business there's always room for one more mistake
37:21jack dutton's role in the murder comes into sharper focus when he tells all to a stunned billy
37:27billy hears jack using the same phrase blew her away that andrew used when he was bragging
37:34it sounds as if jack was there witnessing the murder that's what prompts billy to reach out to the
37:43authorities
37:46but when police try to follow up with jack dutton he's nowhere to be found
37:53a couple of weeks after they speak with billy but before they get a chance to speak with jack
37:59again investigators learn that jack dutton has died not suspiciously just from an illness it's terrible
38:08timing the sudden death of a key witness can be a setback in an investigation now all they have is
38:16billy's word as to what jack had said to billy before he passed away but investigators continue to build
38:24their case christine's neighbor william picks andrew hardesty out of a photo lineup identifying him as
38:35the man william saw in the bushes days before the murder ballistic testing proves that the gun
38:41andrew hardesty gave greg is the same one that killed christine walkens
38:50in october 2015 police finally have enough to arrest andrew for his involvement in christine's death
38:59hardesty is convicted of capital murder in a trial lasting only two days in texas capital murder
39:06carries an automatic life sentence with no possibility of parole
39:11the fact that it only took two days for a jury to convict him speaks to the strength of the
39:17case
39:18that the police and the prosecution put together however in a murder for hire investigation
39:24nailing the trigger man is only half the battle in july 2017 authorities are finally ready to indict joanne
39:33detective kaiser flies down to merritt island in florida where joanne has been living since christine's
39:39murder the police in merritt island know that joanne is embroiled in a dispute over a property deal so
39:46they invite her to come to the police station to talk about it this woman apparently just doesn't get
39:52along with anyone so police use it to their advantage and invite her right into a trap
39:59when she arrives at the station detective kaiser is there waiting for her joanne thought she was there
40:06to complain about a property deal but instead she walked right into her arrest joanne is extradited
40:14back to texas to stand trial where her long-awaited arrest makes the local news
40:22a woman police say is connected to the murder of a colleen bus driver from back in 2014 is in
40:28the bell
40:28county jail tonight after being tracked down in florida 64 year old joanne wilbert is charged with
40:33capital murder for allegedly paying someone to kill 64 year old christine watkins joanne's trial gets
40:40underway in april 2019 and prosecutors present a strong case in addition to julia's statement about
40:48joanne hiring andrew and the details of joanne buying the murder weapon from the pawn shop
40:57prosecutors also use cell phone records to prove that joanne wilbert and jack dudden were in regular
41:03communication in the two months leading up to the murder but that abruptly stopped right after the
41:09shooting calling records for cellular telephones can be hugely helpful in an investigation especially
41:17if there's two parties who are calling each other constantly and then a murder occurs and those calls cease
