00:12Many things that have to do with the conversation, with the daily life of people,

04:58en materia de policía eran más de un orden represivo pudiéramos decir el problema esencialmente en ese
05:06artículo 47 del código es que la disposición cuando se habla sobre la definición y clasificación de las
05:13aglomeraciones dice que será el gobierno nacional luego de la expedición del código el que deberá
05:23establecer diferentes variables como por ejemplo el aforo el tipo de eventos el entorno y los lugares la
05:34edad de las personas que pueden participar las características la clasificación y resulta que esa
05:41atribución no la señala la constitución política para el gobierno nacional sino que dice que esa
05:49regulación cuando tiene que ver con límites excepciones prohibiciones lo debe hacer el congreso de la
05:56república es alguien puede decir pero ya lo hizo a través del código pero no por el procedimiento que
06:00tenía establecido la constitución y cuál la diferencia en que se regule por una ley ordinaria como un código o
06:06que se regule por una ley estatutaria son varias las razones primero la constitución ha previsto que
06:12ciertas materias como los derechos fundamentales deben regularse por esas leyes estatutarias para
06:17lograr que uno la permanencia de la norma segundo que haya seguridad de las personas eso que los abogados
06:26llaman la seguridad jurídica tres que el trámite en el congreso de la república es mucho más complejo y
06:33garantiza la participación de minorías y cuarto que eso tiene control previo de la corte constitucional
06:41o sea que está garantizada su constitucionalidad
