22:32So he's been arrested for disorderly behaviour, possession of Class B and assault on police.

25:44Great Victoria Street, one guy, he's got a small amount of drugs on him, approached a police car, he was
25:52told to move back, he didn't do it.
25:54That ends up with him surrounded with police officers, trailed to the ground, he's in leg restraints, he's in handcuffs,

26:03And it felt to me like, what does that look like from someone across the street, seeing a gang of
26:10police officers with one individual?
26:12Yeah, well, when police officers have to use force, it rarely looks pretty.
26:17Actually, in that instance, what you've got is a number of police officers trying to gain control of somebody who
26:21is being non-compliant, who is being violent in terms of how they're lashing out.
26:25It's the non-compliance that leads to the escalation in the situation.

26:36If a police vehicle is coming under attack from glass or anything else, that needs to be challenged.
26:42I mean, we've come a long way in the last 20, 25 years.
26:46When I started in policing, I can remember seeing kids picking stuff up in the street and throwing it in
26:52the direction of the police because it was just what was done.
26:54It was almost part of the culture.
26:56And the only way that can be challenged is over time if we ourselves don't accept that because, you know,
27:02it starts with attacks on the vehicles.
27:04But it possibly also goes some way towards explaining why people think it's acceptable to physically assault and attack police
27:10officers.
27:11You know, the great thing about PAVA is we call it an incapacitant spray.
27:15You can take the fight out of an individual without any lasting impact on them.
27:21And that's why, in terms of our response, PAVA would be seen as one of the lower-end responses in
27:27terms of use of force.
27:29Obviously, then, you see the officers get into a struggle with the individual on the ground.
27:34And you see Perry's knee going into some part of that guy's body.
27:40I'm thinking, the guy's on the ground.
27:43Yeah. And the untrained eye, the uninitiated in terms of policing and use of force, I can see why people
27:50would say that looks like a problem.
27:52But it is a recognised tactic for officers to use distractions, strikes or blows in order to gain control of
27:59somebody.
27:59That incident may well be scrutinised by the police ombudsman's office.
28:03And Perry will have to explain what his thinking was at the time whenever he decided to use the PAVA
28:08and the strike.
28:09And that's entirely right. That's the responsibility that comes with being a police officer.
