01:06Couple to the body, one to the head.

01:11They got cases everywhere.
01:13They got enough men right here.
01:15You know, it's probably homicide.
01:28The only information I have is a black male who was shot, about six caissons on the scene.
01:35And, um, SUV apparently fled from the scene.
01:39A dark gray GMC Yukon just got information that the same SUV may have crashed somewhere in New Orleans East.
01:49This is the, uh, warehouse district.
01:51It's kind of mixed residential apartments and businesses.
01:55It's right outside of the French Quarter of, uh, New Orleans.
02:04As I'm walking into the crime scene, I notice immediately that there's just a large number of people in the
02:10area.
02:11It was the last night of Essence Festival.
02:13A three-day festival every year that we have around 4th of July brings in a lot of visitors to
02:19the city.
02:21In this case, the first responding officers were working in detail, literally within probably a hundred yards of where the
02:27homicide occurred.
02:30What do we have?
02:33We got one body?
02:34Yeah, one body.
02:35Okay.
02:38We had a deceased male on the scene.
02:42There's a lot of people there, but nobody wanted to come forward with what they possibly saw related to the
02:49actual homicide.
02:51So I knew that I was going to be relying on video surveillance evidence in the area.
02:56Ugly Dog has cameras.
02:58See, they have a camera right there on the side.
03:01All of the cases are over there by that Nissan, by the Ugly Dog.
03:06So I think he probably got shot over there and ran over this way.
03:09Yeah, okay.
03:14It looks like the cameras were pointed in the direction where the murder took place.
03:18Unfortunately, the Ugly Dog is closed at this time, so I have to come back tomorrow.
03:23Any idea who the victim is yet?
03:26This is a guy named DeMond.

03:33DeMond Foley is 36 years old.
03:35He's self-employed.
03:37He was out enjoying Essence Fest, but instead he was shot and killed.

04:23At this point, I'm not sure if that belonged to the victim or the perpetrator.

05:07The deputy that was blocking the street right there, he said he heard a six shot.
05:13He waited a few minutes.
05:15There was nobody around, but he saw the door color and SUV, the Yukon, come from this way and took
05:21the shot straight right there to Washington.

05:24Did he see the shots coming from the Yukon?

05:27No, he just heard the shot?
05:28He said there was nobody out here.

05:31The GMC Yukon Denali was seen fleeing the crime scene by sheriff's deputies.
05:36The tires were screeching.
05:38That's a little suspicious, so we want to know more about that vehicle.

05:44I contacted the RTCC and they gave me video for the Denali.
05:50And the vehicle was in this area at the time of the homicide.

05:58So, um, they have people over there.
06:00They want to know if the victim is somebody named Penny.

06:05And I was asking them to describe Penny.
06:07And they showed me a picture of him.
06:09I said, what kind of car are you driving?
06:11They said, well, you drive a Denali.

06:15Detective Smith was approached by someone at the crime scene who is concerned with whether or not Penny is the
06:24deceased victim.
06:26I go over to speak to the gentleman.

06:37I just got a phone card and they said that they saw him on Instagram.

06:42And they said that they thought that this was him.

06:53The gentleman shows me a photograph of Penny.
06:57It's not the deceased individual that's on the ground.
07:00But I can't tell him that because I still want to get as much information as I can.
07:06I then asked what Penny's real name is.
07:09Um, and he tells me it's Alfred Pennington.
07:13Alfred Pennington?
07:14Yeah.
07:15What kind of color does it drive?
07:17Um, Yukon Denali.
07:19What color is it?
07:20Um, you know, I got like really dark blue.

07:27He tells me someone named Alfred Pennington drives a dark color GMC Yukon.
07:33That matched the description of the vehicle scene fleeing the homicide scene.
07:39So, um, the RTCC gave me a plate on the vehicle.
07:42It is, um, a Texas plate.
07:45Oh, that's who it's registered to?
07:47Yeah, they call him.
07:47They call him to Pennington.
07:49They call him Penny.
07:50So this is who the car registered to.
07:52Detective Smith confirmed with us that the registered owner of the GMC Yukon was in fact Alfred Pennington.
08:00So he became a person of interest.
08:03I wanted to ease.

08:11We got information that dark colored SUV, a Yukon, fled the scene at a high rate of speed heading towards
08:19the interstate.
08:21And in New Orleans East, right after this shooting, there is a dark colored SUV with the same plate on
08:28it that crashed.
08:30So we're gonna be heading out there right now.

08:43I mean, it looks like the tire just blew out, but I mean, they probably hit something at some point.

09:00That license plate matched the license plate on the vehicle that was fleeing the scene.

11:33So we're heading to the Ugly Dog Saloon, which is a business that's located just outside of where the homicide
11:40occurred.
11:41They supposedly have video of the entire offense, so I'm anxious to see that video.
11:52I am born and raised in the city of New Orleans back in 1985.
11:57My grandfather was unfortunately murdered.
12:01It was an armed robbery, and since I was a child, I've grown up wanting to be a policeman, specifically
12:09homicide.
12:10I was motivated by his case, and I have had, as long as I can remember, a sense of wanting
12:17to just do my part in solving crime.

13:09The video recording from Ugly Dog, it is from a little bit of a distance in terms of being able
13:15to identify the shooter.
13:18But I can hear the gunshot, and the victim is seen running away, and the shooter is seen chasing after
13:25the victim, continuing to shoot, as the victim eventually collapsed across the street.
13:30I don't know at this point that the shooter is Alfred Pennington, for sure.
13:36But I do see the shooter get into the driver's side of the dark gray GMC Yukon and flee.
13:44Having this video is great.
13:46For the first time, I'm able to see exactly what occurred.
13:48What I need at this point is to be able to identify who that shooter is and who it was
13:53that was operating that GMC Yukon.

15:45It's got some kind of logo on the front and back of it.
15:48So I have a reference point on what to look for.

17:56They're saying that they're working a shooting
17:59The two victims have been transported to the hospital
18:02One of them was shot in the hip
18:04But he's expected to survive his injuries
18:06The other was shot in the chest area
18:10And he passed away due to his injuries
18:13His name is Stanley Williams
18:15But to friends and family, he's known as Doody
18:18He was in his 40s
18:20He's from New Orleans
18:22He grew up in this area
18:31Once I walk through the tape
18:32I'm able to see that there's our crime scene units
18:36They're starting to cone certain things in the street
18:39Some casings that are on the sidewalk
18:43I notice that most of the scene seems to be around a jeep
18:46That's parked in the middle of the block
18:47It clearly has some kind of bullet damage to it
18:50On the driver's side
18:52And its windows are shattered out on the passenger side
18:56There was a witness who was on scene
18:59Detective Walt Vedman is going to talk to the witness
19:01And see what we can find out about who did this
19:06So what do we have on scene?
19:09We got the, this is like the surviving victim's clothes
19:12We got six .40 caliber shell casings all over here
19:16Oh, Walt said, the witness says the shooter is a guy named Dino
19:21And he came over here and started arguing about some video the victim took of him
19:26On the victim's phone or something like that
19:29And then Dino started shooting on him
19:33Our witness was able to tell us that my decedent, Stanley, was sitting on the passenger side in the jeep
19:40There was some kind of argument happening between Stanley and the shooter
19:45Standing on the passenger side of the car about some kind of video
19:49The witness started hearing gunshots
19:51He saw Stanley was shot
19:54And the driver was also shot
19:57And he said, Dino did it
20:02He didn't know Dino's real name
20:04But he knew Dino lives in the area
20:07So this is Dino's address?
20:09Supposedly this

26:31This is an update involving an officer-involved shooting that occurred on October 5th around 7 o'clock at night.
26:38This incident took place during the service of a high-risk warrant related to a homicide that had occurred earlier
26:47in the day.
26:48That homicide suspect was a 36-year-old man by the name of Devin Green.
26:55Mr. Green fired at the officer from inside the residence.
27:00This resulted in our officers returning fire after a nine-hour standoff.
27:09Mr. Green finally surrendered and was taken into custody.
27:15In the exchange of fire, no one was struck and therefore there were no injuries.
27:31The smoke is practically still settling.
27:34It's surreal.
27:36I can't believe the number of rounds that were being fired that nobody got hurt.
27:42I'm grateful.
27:44Nobody wants to see anybody get hurt.
27:46We want the criminal justice system to hold people accountable.
27:49I can finally breathe some relief now that Devin is in custody and our guys are okay.
27:57We did the search warrant inside the house and there was two guns, a rifle, and a pistol.
28:06The pistol matches the caliber of casings that we had on the scene of the homicide.

31:17It is a very aha moment for me.
31:20This place is Alfred Pennington at the crime scene at the time the offense took place.
31:26So at this point, I do have enough probable cause for an arrest warrant.
31:29And I'm confident that a judge will sign it.
31:32But I still have a lot of unanswered questions.
31:35What occurred in front of that GMC Yukon?
31:38Why did Alfred Pennington allegedly shoot DeMond?
31:43Hopefully, I am able to find Alfred Pennington and get answers to all these questions that we have.
32:17I just talked to Dino, a.k.a. Devin Green.
32:21After Devin surrendered, he started saying, I had an old groin injury and it's aggravated right now.
32:29So I want to get checked out of the hospital.
32:31And so it was there that I interviewed him.
32:35Devin ends up telling me that Devin owed Stanley money.
32:40And Stanley had told Devin he was going to get back at him for this money owed.
32:45And Stanley was sharing a video that depicted Devin in a light that Devin didn't want other people to see
32:54him in.
32:55And so Devin felt his manhood had been disrespected.
32:59And Devin said, that's why he did it.
33:02He even went as far to say that the second person who was in the driver's seat was nothing more
33:08than collateral damage.
33:12So right now we're pulling back up in the area where the homicide happened.
33:19I still want to get as much evidence as possible.
33:23I'm going to walk up the block and just see if there's any other cameras, ring doorbells or anything that
33:28might give us an actual look at what happened.
33:54I secured an arrest warrant for Alfred Pennington for the murder of Devin Foley.
33:59I received a phone call from Alfred Pennington's attorney who expressed that Alfred wanted to turn himself in.
34:05He was aware that he did have an arrest warrant out for him.
34:08And he came in with two attorneys.
34:12Now, I have a lot of questions.
34:15The obvious question of what occurred in front of that GMC Yukon that he needed to possibly shoot Devin Foley.
34:24And he did have a warrant for your arrest.
34:27The warrant is for a second of your murder.
34:30It's an incident that happened July 8th in the evening.

34:37I came down Friday to go to the festival.
34:44I don't live here.
34:46I live in Houston.
34:48I just was out trying to have a good time.
34:52So I went in the club.
34:55And I walked in.
34:57Somebody pulled my shirt.

34:59And I saw who it was.
35:01And it's just guys that I no longer even associated with.

35:09And I'm like, I'm chilling, man.
35:11I live in Texas now.
35:13You know, I'm not into none of that footage just no more.
35:16And as I walked off, he pushed me and said, you're a bitch.
35:22You're going to die tonight.
35:23And I immediately tried to exit.
35:27In Alfred's statement, he tells us that he felt threatened by DeMond.
35:32And DeMond told him that he was going to die tonight.
35:34And decided to leave the club.
35:37Which is consistent with what we see so far in the video that Alfred leaves.
35:43And then DeMond follows behind him towards his vehicle.
35:50When I sat down in my car, as I took a breath, he was grabbing at my door.
36:01Like, grabbing at my door.
36:03Like, yeah, let me in this bitch.

36:08He started clicking around.
36:10And he just was like, yeah, told me you're going to die tonight, bitch.
36:15I'm about to die.

36:20And I got out when he was ramming up, when he was ramming on the door.
36:25Like, instinctively.
36:26Because I was thinking about to start shooting in the door.

36:49But I didn't even get to grab it.
