01:04they find the gunshot victim dead.
01:21For homicide detectives, their chance of solving a murder is cut in half if they don't get a lead within
01:29the first 48 hours.

03:08I spoke with a friend of the victim.
03:10The victim had been living with him for the past couple days.
03:13But he, himself, was not at the apartment complex when the victim was shot.

03:21We've worked a few murders at this complex before.

03:27The complex doesn't have any surveillance video.

04:02A witness saw two men wearing baseball hats, heading toward the crime scene with a rifle.

04:12When the two men fled, they dropped their hats.
04:16So the hats are going to belong to our suspects?

04:40But right now, we're in the very infant stages of this.

05:01Hey, my name is Reggie.
05:03I'm a homicide detective.
05:05My name is Detective Kennedy, okay?

05:09Kennedy and Detective Reggie Warren split up to interview the witnesses.
05:13I'm the one that's going to be working this case and trying to figure out who did this
05:16to Isaac, okay?
05:18Yes, sir.
05:19When the shooting happened, can you tell me where you were at?
05:23I was on the other side of the building, and I seen the two people walk in.
05:27They was coming in the gate.
05:28Did they walk into the complex, or did they get out of a car?
05:31I just seen them walking on the sidewalk.
05:33And then I seen the gun in his pants.
05:35And then they were walking over.
05:37They had ski mask on.
05:38And I walked in front of them.
05:40He says he passed the two suspects as they were headed toward the apartment where Isaac
05:45was shot.
05:46Then I looked back, he held up, and put the gun out.
05:51I was on enforcement.
05:52And then we were like, wha, wha, wha.
05:55Both of them had masks on.
05:58Did they have baseball caps on?
06:00I don't really know if they both had caps on.

06:50They did see the suspects as they approached the scene.
06:53Others saw the suspects that they were running away from the scene after the shooting.
06:56They were masked up, and everybody said they came from the North, and they ran back to the North.

07:03Whoever went there to shoot him knew exactly where he would be.

08:22Well, my son had shanked him.
08:25She says during the fight, Isaac stabbed Javion with a knife.
08:30So why did it happen?

09:53He kept on saying, mama, y'all going to have to plan for my funeral and all this.

10:17She says Isaac's friend, the man he was staying with at the complex, was there when Isaac got into a
10:22fight today.

11:55Patrol finds Isaac's friend.
11:57We found some information that I wanted to ask you about.
12:01I know that Isaac had been at your house all day long.

12:06Had he been beefing with anybody while he was at your house that you know of?

12:15We talked to his mother.
12:16He told her that him and you got into it with a couple of guys in the complex and he
12:22needed a gun.
12:24It wasn't even that big of a deal.
12:27Who are these guys that you supposedly he's saying you got into it with?

14:11Now, it's highly likely that Jay and Javion are the same person.

14:23He's got no record here other than getting a ticket for fireworks with my victim.
14:29But three months ago, Jayvion and Isaac were stopped by police on the 4th of July.

15:38Kennedy and Warren circle back to the crime scene to see if any neighbors have doorbell cameras that captured video

17:53She called us, like, two weeks before this all happened.
17:57She says two weeks ago, she got a call from Jayvion's girlfriend.
18:02She called us letting us know that they're finna come down here and shoot him.
18:08Jay's coming up here to shoot Isaac.

18:15for stabbing him in the back.
18:17And we telling her, we letting Isaac's mama hear all this.
18:20She says they were with Isaac's mother at the time,
18:23and put the call on speakerphone.

18:26So she called you a couple of weeks ago,
18:28and said that Jay's gonna come up here and take care and shoot?

21:46You know, sometimes we get so in-depth into these cases trying to solve them,
21:50we forget about the human aspect of this and forget how they're hurting.
21:55And I cannot imagine what she's going through.

22:38The next morning, Kennedy looks to see if Javion filed a police report after he was stabbed

23:57In the first 48, Tulsa Homicide responded to the murder of Isaac Walker gunned down outside
24:04his friend's apartment, interviewed witnesses who said they saw two masked men with rifles
24:09approaching the apartment, and saw the same two men drop their hats as they fled the scene,
24:15discovered Isaac was feuding with a former friend named Javion Washington.
24:19But haven't found any evidence tying Javion to the murder.

24:29We're going to start kind of ruffling some feathers.
24:32We're going to go try to find the baby mama of Javion Washington, and then we're going
24:39to go to the current girlfriend.

30:17So I got with Little Rock, Arkansas, Detective Steven Henry to get Javion's DNA.
30:25Detectives in Little Rock track down Javion at a relative's house and serve the warrant for his DNA.
30:32Now that we have his DNA, we want to get a rush on that with our lab to compare it
30:37to that.

30:38So we're going to collect the DNA from Detective Henry and we're gonna see if we can make contact with

38:00the team gets video from the apartment complex where Javion's girlfriend was staying on the day of the murder.

38:09So the car's backing up right there.

38:13You can even see the paper tag.
38:16If I could just catch one of them knuckleheads with that freaking hat on.
38:21But you can't tell who's in there.
38:26And then it leaves about 518.
38:31It's about a seven or eight minute drive to the crime scene.
38:36Kennedy turns to surveillance video the team recovered from a business next to the crime scene.

38:47Seven minutes before the 911 call, the same white Camry pulls into the complex.
38:52Same front end, same type of vehicle, same headlights.
38:58So yeah, we've got a vehicle that matches the description of Javion Washington entering the crime scene at near the
39:07time of the murder.
39:09Looking at the totality of this whole investigation, we have motive, we have means, and we have opportunity.
39:18Javion and Isaac were obviously feuding.
39:21And I got Javion's cell phone hitting off a tower in direct direction of where the crime occurred and then
39:32the vehicle in that complex at the same time.
39:35We have plenty enough for a first degree murder charge on Javion Washington.
39:41My belief is he's in Little Rock, Arkansas.
39:44I've contacted Detective Henry with the homicide unit there.
39:49They're on it.
39:50We'll put his face on the news.
39:53We'll see if we can get him to either give himself up or be apprehended.
40:01New at 9, detectives believe a Tulsa murder suspect may be in Arkansas.
40:07Now, police in Little Rock, Arkansas posted this digital wanted poster of Washington today.
40:18Three months after Isaac was murdered.
40:21We had Little Rock PD trying to find Javion Washington.
40:25They put out media release that he was wanted for a murder in Tulsa.
40:29I guess it was enough pressure on him that he decided to come turn himself into the Tulsa County Jail.
40:35Tried to go talk to him, but he requested an attorney.
40:39So he's been booked in on one count of first degree murder.
40:49Kennedy calls Isaac's mother.

40:54I just want to let you know that Javion is in custody.
40:59You're very welcome.
41:00He's in the Tulsa County Jail right now.
41:04So now we just start the court process.
41:07It's going to be a lengthy time, so just get prepared.
