04:57We have, and AMLAC has always been in constant monitoring of all the transactions.
05:03And while we have generated a latest one, all the data have been as far as back as early years.

11:40May mga ilan pong nabitin sa hindi ho muna pagbukas ng kahon na naglalaman ng tax records
11:46ng mag-asawang VP Sara at Attorney Manassez Carpio.

11:50Kaya ganun na hindi ho natin nabuksan yung sinasabi na confidentiality.
11:54Talaga Connie, divided at taliwas na taliwas ang mga opinions ng justice members on whether bubuksan ba o hindi ang
12:03kahon ng BIR.

13:40It is an impeachment proceeding.
13:43As a matter of fact, the proceeding has its own set of rules,
13:47separate and different from the rules governing legislative inquiry.
13:53And it is on that sense that some of the members of the Justice Committee are of the position na
14:00huwag buksan.
14:01In addition to that, itong manifestation ni Kong Zia Jong, anong sabi niya?
14:08E bakit doon sa bank si Crisilo, in-express nila, accept impeachment cases?
14:14E bakit naman itong NIRC, or the National Internal Revenue Code, they did not express na exception ang impeachment cases?
14:25He was explaining the fact it was not included.
14:27It means that that was not the intention of the author of the law.
14:32Very valid yung argument ni Kong Zia Jong.
14:36Pero very significant din ang argument ni Congresswoman Laila de Lima,
14:42that the impeachment proceeding is definitely greater than any kind of proceeding in the HREP.
14:48So if a legislative inquiry, if a legislative inquiry's executive session is an exception to the confidentiality of the tax
14:58records,
14:59the more reason that the impeachment proceeding should be considered as an exception.
15:05That's the argument of Congresswoman Laila.
15:08So definitely, divided na divided ang Justice Committee on their position.

15:59So there's a possibility na maja-justify ng ITR itong 88 na net worth.
16:05But there is a possibility also na baka lalong lumaki ang disparity as has been established already in yesterday's hearing,
16:15no?
16:15So, no one can tell kung anong laman ang kahon.
16:20Sabi ko nga, so near, yet so far.
16:24Sa pagkat hawak mo na, and yet hindi mo alam kung anong nilalaman.
16:29We only know that it contains ITR, but as to what are indicated in the ITR, we're totally clueless, no?
16:36So, ang medyo problema lang dyan, kung narinig mo ka, when I ask Commissioner Mendoza,
16:44kung hindi allowed ang Justice Committee, on the assumption lang na may probable cause
16:50and it will be supported by the Plenary and we will be able to transmit to the Senate,
16:56will the Senators be allowed to open the box?
16:58And I think the question yielded a negative answer.
17:03And that is because talagang may gray area ang NIRC as far as confidentiality is concerned.
17:10So, this is one particular law na kailangan talagang ma-amiendahan
17:15para maging maliwanag itong cases of accountability.
17:19Paano naman ito? This is an impeachment proceeding.
17:23So, I have no definite position yet, Connie.
17:26Very much divided and valid, both positions of the Justice members.
17:29At kayo na rin ho ang nagsabi, ghosting at gaslighting na ang ginagawa ng BSE.
17:34Umaasa ho ba kayo sa House Justice Committee na dadalo pa ang BSE po sa hearing ng kumite?
17:40Kasi, Connie, ang bigat na ng mga ebidensya na presenta, di ba?
17:45Doon sa confidential fund, lumabas na yung decision denying the appeal,
17:51consequently affirming the 73 million notice of this allowance.
17:55Lumabas na rin yung tatlong additional notices of this allowance pa
18:00that corresponds to the first, second, and third quarter of 2023 OVP Confidential Fund.
18:07Pagdating naman dito sa unexplained, oh my God,
18:116.77 billion transaction was reported to the AMLC.
18:18But, the net worth or even the item for cash and the bank deposit,
18:26either meager, walang declaration, or the amount has a very big disparity.
18:34The net worth is 88 million in salen.
18:37Total transaction per report to AMLC is 6.7 billion.
18:44And then, we have to consider also, the 2019 to 2025, walang declaration ng cash or back deposit.
18:54Zero declaration.
18:55That's why sabi ni Kong Joel Chua, eh di wow.
18:59Kasi ang dami ng transactions per AMLC and yet zero declaration pagdating sa salen.
19:08There's a very big disparity to be explained.
19:11So, of course, I cannot speak for the Vice President, but if I were her,
