31:49As commissioner of the Metropolitan Police, I was asked to conduct a new inquiry into the deaths of Diana, Princess
31:55of Wales, and Dodie Fayed.
31:58This investigation follows a high-profile campaign by Mohammed Al-Fayed, in which he accused members of the British royal
32:05family of deliberately causing the accident.
32:09Prior to publication, I have consulted with Princess William and Harry about the report's conclusions.
32:17They were given the opportunity to ask questions and to express concerns, and I assured them that the investigation was
32:25evidence-led at all times.
32:30We have interviewed over 300 witnesses, returned to multiple locations, to conduct re-examinations and using the latest forensic technology.
32:44We have collected and examined over 600 pieces of evidence, as well as reviewing hundreds of hours of CCTV footage

32:56I'd like to respond to some of Mr. Alfayed's claims.
33:01From the evidence of close friends and associates, we learned that the princess was not engaged, nor about to get
33:10engaged, nor indeed wished to get engaged.
33:13We also found no evidence that the princess was pregnant at the time of her death.
33:19And forensic tests carried out on blood recovered from the Mercedes support this.
33:25Another of Mr. Alfayed's allegations is that British security services tampered with the blood sample of the driver, Henri Paul,
33:35to create a false impression of high alcohol levels.
33:38Our examination of toxicology reports found no such evidence.
33:43Indeed, several witnesses saw Mr. Paul drinking in the Ritz Hotel before electing to drive the car.
33:51Mr. Alfayed has also made varying allegations surrounding the role of a white Fiat Uno.
33:58He has alternately claimed that this vehicle deliberately blocked the Mercedes path, clashed with it directly, or forced it into
34:06pillar 13.
34:08And while the Mercedes did have a close encounter with the Fiat Uno, forensic tests have determined that this was
34:15not the cause of the crash.
34:20Though no video footage exists from the Pont de l'Alma tunnel, using the latest advances in 3D computer modeling,
34:29we have been able to reconstruct what took place.
34:32Mr. Alfayed also alleges that a bright flash of light was seen in the tunnel at the time of the
34:38crash, designed to blind the driver.
34:41Even if such a flash had existed, it would have had little significance as Mr. Paul was traveling at approximately
34:51100 kilometers an hour.
34:57And had already lost control of the car prior to entering the tunnel.
35:04The most significant factor in the crash was the assignment of Henri Paul as driver.
35:10Not only was he drunk, but he was unqualified to drive the vehicle, and driving at twice the legal speed
35:17limit.
35:18And to add to the safety risk, none of the passengers wore a seat belt.
35:25Mr. Alfayed has repeatedly insisted that the responsibility for the princess's death lies with the British establishment.
35:33And has amassed a vast legal team to attempt to prove as much.
35:39But this reaction must be viewed in the light of the immense personal heartbreak and trauma involved in the loss
35:47of a son.
35:50Yet the facts remain.
35:52That on August the 31st, 1997, Princess Diana was in Paris,
35:58being driven in an Alfayed car by a member of Mr. Alfayed's staff,
36:05with bodyguards paid for by Mr. Alfayed.
36:09And acting on a last-minute change of plan instigated by Mr. Alfayed's son.
36:17This was a series of unfortunate incidents leading to a tragic accident in a tunnel.
36:24And it is the recommendation of this inquiry that the princess should finally be allowed to rest in peace.
36:52For almost 40 years, I have lived in the United Kingdom.
36:59Yet, I am forced to leave after a campaign of persecution.
