The government has begun intervening in fuel pricing following the implementation of Executive Order No. 110, with Energy Secretary Sharon Garin confirming on Monday, April 20, that minimum rollback levels are now being computed by the state to cushion inflation and must be followed by oil companies under the declared National State of Energy Emergency.

00:00DOE is now subscribing the price increase limitation.
00:12May limit na tayo, may minimum na tayo sa rollback,
00:15tapos may maximum din tayo sa price increase.
00:19So both ways, pag rollback siya,
00:23kung 24.95 yan, dapat yung rollback could be equal or more than the 24.94.
00:35So pwede siyang maging 25, pwede siyang maging 26,
00:39pero hindi siya pwedeng 20 lang.
00:42So kailangan sundan ng oil companies.
00:45Yung po na-announce din ng presidente noong Friday yan.
00:49Pero pag increase siya, pag sinabi ng DOE na 10 piso lang,
00:55halimbawa yung increase, hindi siya pwedeng sumobra.
00:57So that's our new rules now.
00:59That's because of the issuance of the EO 110,
01:04which triggered the additional powers of government
01:09to prescribe the price during these times of emergency.
01:13Ang second issuance ng DOE is concerning the storage.
01:20On the storage, kasi what we are mandating to all oil companies,
01:26kung may available sila na storage capacity at hindi nila ginagamit,
01:31they need to report that to DOE
01:33so that PNOC can utilize the available storage.
01:37Because unfortunately, the government does not have its own storage for oil
01:43or wala siyang depot.
01:44So we use the private company's depot or storage
01:49para malagay natin doon yung additional na binibili ng PNOC na diesel
01:55para ma-store natin doon at ma-secure natin na may buffer tayo na maayon.
