Health Secretary Wes Streeting says that a shift to a new funding model for the NHS would not work, urging voters, 'don't risk it with Reform'. Shifting the NHS to a European-style insurance system would not improve its performance, according to a new report. The problems that the health service is facing are a result of “chronic underinvestment” rather than the way it is funded, the Institute for Public Policy Research (IPPR) said.

00:05As the IPPR report finds, the NHS's problems would not be solved by moving to a different
00:12funding system. It blows out of the water the assumption on the right that an insurance
00:18model would be more efficient. Insurance-based systems spend far more on administration.
00:23In fact, if the NHS were to match the social insurance average, it would have to cut
00:29£7 billion from patient services to spend on bureaucracy, precisely the opposite direction
00:37of this government's approach. Today's report also shows insurance-based systems are more
00:43unequal. They put up barriers to healthcare for the poorest. Its supporters argue it prevents
00:50people seeking care unless it's really necessary, helping to keep costs down. Actually, it's
00:57a way to keep health down. When we need to catch illness earlier to prevent greater costs
01:03later, an insurance system would keep people away for longer.
