00:00Good afternoon. Today, I am announcing that after an 18-month-long investigation, my office has filed charges against former
00:10Human Rights Commission Executive Director Cheryl Davis and the former Executive Director of Collective Impact, James Spingola.
00:18Ms. Davis has been charged with 17 felonies and two misdemeanors in connection with having a financial conflict of interest
00:28in city contracts worth more than $8.5 million, misappropriation of public funds, and other ethics-related violations, including improper
00:39spending of her department's discretionary funds, accepting prohibited gifts, and failing to disclose such gifts as required by law.
00:48Mr. Spingola has been charged with four counts of aiding and abetting Davis' conflict of interest in four of the
00:57government contracts issued.
00:59I want to thank my team for their hard work and commitment on this case.
01:05Public integrity matters because our communities must be able to trust that government agencies treat everyone fairly and serve all
01:15members equally.
01:16This case will now move forward through the courts, and we will let that process run its course.
01:22As you likely know, Ms. Davis and Mr. Spingola have both surrendered on their warrants and were booked at the
01:29county jail this morning.
