00:02Human rights organizations have strongly rejected the European Parliament's approval

00:11butting the creation of migrants' detention centers outside the EU.
00:17In a vote on Thursday, lawmakers backed the new return regulation
00:21with 389 votes in favor and 206 against.
00:26Amnesty International condemned the move,
00:30calling it a punitive expansion of detention plans rushed through
00:34without proper human rights assessments.
00:37The reforms allow EU nations to set up so-called return hubs in third countries
00:43where people whose asylum applications have been rejected could be sent.
00:48It also introduces harsher penalties for irregular migrants,
00:51including longer detention and entry bans.
00:55The text was supported by a coalition of center-right and far-right groups
01:00while left-leaning parties voted no.
01:04The International Rescue Committee warned that the hubs will create legal black holes
01:09outside EU territories where rights cannot be guaranteed.
01:14The regulation now moves to negotiations with member states before final adoption.
