16:29These types of incidents don't happen on a regular basis
16:32Especially in Cheshire
16:33The violence and the accidents that they took
16:37Not only to put themselves in danger, but other people
16:39Was really, really brazen
16:41The detectives began with detailed background checks on both men
16:46So Fagan's had the more considerable past record out of the two of them
16:53So he's known for violent offences
16:56But he's also known for carrying weapons
16:58In comparison to him
17:01Connor Mitchell
17:02He's had no previous convictions at all
17:05He's had a few warnings, a caution and a reprimand
17:09For theft and a public order offence
17:13We knew Fagan and we knew what he was capable of
17:15And the violence that he could use
17:17So we really wanted to remand them in custody
17:19We had 24 hours to satisfy the Crown Prosecution Service
17:24That A, we've got enough evidence that we're going to be able to
17:27Convict them at a later date
17:28But also that they need to be remanded in custody
17:31For the safety of the public
17:36Police obtained a statement from the motorist and victim of the first attack
17:42She could see at high speed a black motorbike which was travelling on her side of the road
17:46The bike passed, she's gestured with her arms and mouth

17:51She said that she's looked in the mirror
17:53She could see the motorbike coming to a stop after passing her
17:57The male with the knife has ran to the back of the car
18:00And began to hit the rear windscreen of the car with the handle of the knife
18:05And after a second strike on the windscreen
18:09It shattered and fell through
18:11This is the image of the vehicle
18:15As you can see it smashed the whole windscreen
18:19God knows what could have happened if it was
18:21You know, if things had taken a different turn
18:24Then we could have been looking at something a lot more serious
18:29It must have been so scary and absolutely terrifying for the two people in the car
18:33Something so minor has turned into something so
18:37So serious and to the point where the victims actually said in her statement
18:40That she's so scared that she actually thought that her or her partner were going to get stabbed or even
18:45killed
18:45So it must have been terrifying for them
18:54The team had to prove that Fagan and Mitchell were responsible for the road rage attack
18:59They investigated the motorcycle
19:03So when the bike was recovered we did some checks on it because it didn't have any number plates
19:08So what we do is we take the VIN number and any other numbers that are associated with it
19:12To find out the actual true identity of that motorbike
19:19Once I was completed that came back as a stolen motorbike from the Manchester area
19:25And that was stolen some months earlier
19:28So the likelihood is that motorbike could have passed hands a number of times
19:32Through different criminals or it could have been used as what we call a pool vehicle
19:36So different criminals will use it at different times
19:39So they can change their vehicles on the regular basis
19:45The discovery suggested a more organized nature to their offending
19:54Detectives also recovered and examined doorbell footage of the road rage incident
20:00So that was them that just went past
20:04This car here now is the victims car
20:11So the passenger gets out and sort of challenges them for
20:14Driving like maniacs through the streets
20:16And that was a bus trying to get past
20:19And then they drive off
20:25The doorbell footage captured the moment the motorists window was smashed
20:31Yeah, you can see where he's damaged
20:33Yeah
20:34And he's holding something
20:36Yeah, and there in his hands
20:39The footage also revealed what the suspects were wearing
20:45The person that's caused the damage has got this distinctive
20:49Light-coloured sort of patch across the top of his shoulders
20:54And down the side of his jacket as well
20:58When you then compare that to the M-Pass footage
21:01So here's the M-Pass footage next to it
21:03And you can see we know that Fagan was the rider, the driver of the bike
21:08Yeah
21:09And he's got the distinctive clothing
21:11You can see there the patch is identical
21:17We know from the fact that they've been on camera for over an hour
21:19That they haven't swapped clothes or anything
21:22The person that's caused that damage there is Fagan

21:26With Mitchell stood in the background
21:30So Fagan had the implement that smashed the back window of the car as well
21:38If they were both wearing black it would have been really difficult
21:41But because he's got that distinctive jacket on
21:43That's really helped us
21:46The evidence pointed to Fagan being responsible for the attack on the motorist
21:52It's such a violent incident
21:54Fagan's taken a knife and used it as a threat
21:58And then smashed the car window
22:00It just shows the violent nature of him
22:02And what he's capable of potentially doing
22:13At the M-Pass base
22:16A review of flight footage revealed there was more to the motorbike chase
22:23Right, so that's where we've seen the member of the public
22:30And that's when it goes under
22:35The footage showed that Connor Mitchell threw a small black bag underneath the car
22:40In the moments before his arrest
22:43He goes down at the front of the car
22:46And you just see it
22:50And then he's back off again
22:52With his helmet
23:00The footage was sent to detectives at Ellesmere Port CID
23:07Mitchell's hidden the bag underneath the car
23:09And straight away our first thoughts were
23:12He doesn't want the police to see that bag
23:14He doesn't want us to find it
23:19There's a reason they don't want the police to see that
23:21And that's normally because there is evidence that's going to get them in trouble
23:27He's had many chances to get rid of that bag
23:31If he could have thrown it whilst we've been chasing him
23:34He wouldn't have known where to go find it again
23:36Here he knows where that bag is
23:38So potentially he's hiding it so he can go back and get it later on
23:42He's on foot, the helicopter's still there

23:45He knows it's only a matter of time before he gets arrested

24:40It was discovered that Fagan was already wanted for an assault
24:43That had happened several days earlier
24:49And police later discovered the other man, Connor Mitchell, had hidden a bag minutes before he was caught

25:15While CID investigated the serious assault from a few days before the road rage incident
25:26They began with the call from the victim

25:33Oh yeah, there's been like a long-going situation

25:37Because I owe money out to drug dealers
25:39I went out today
25:42And I've been beaten up
25:45I've had a knife put through me
25:48And I've been threatened
25:49If I don't have some money that I owe this guy tomorrow
25:53That he's going to slash me
25:55And he's going to slash my mum
25:56Do you know who it is that's beating you up?
25:59Yeah, I do, yeah
26:01Would you be happy to provide their details?
26:04Not at this point because I still have to be in this flat
26:07And I feel my mum's at risk now in her own house
26:10I will provide the details to the people that did it to me
26:13Once I'm away from my house

26:17But I mean, I can't stay here for another minute longer

26:24He said he's reluctant in that call to give us any details
26:28Because he doesn't feel safe
26:30So, from there we have moved him
26:33Got emergency accommodation
26:34To safeguard him
26:36And since then he has given us
26:39The suspect's details
26:41He told us that it's Fagan
26:44That has held the knife to his throat and assaulted him
26:50It's very clear from the call
26:53More serious offences have been happening
26:55For this one road raid incident
26:58It was an escalation of criminality
27:17The caller not only claimed Fagan was responsible for the attorney
27:20But he's a serious guy
27:28The caller not only claimed Fagan was responsible for the attorney
27:31But also other criminal activities
27:36The victim had told us that Fagan was a drug dealer
27:39And that he had a drug debt to Fagan
27:42However, just that information isn't enough for us to make a charge for a drug offence
27:47So it's important for the police to make sure that we gather as much evidence as we can
27:51To show that Fagan is dealing drugs
28:01When officers conducted door-to-door enquiries, they recovered doorbell footage
28:08CCTV is pretty much as good as having an eyewitness
28:12And sometimes it's even better
28:13Because eyewitnesses, sometimes the events can be distorted
28:16And what they remember about the events
28:18But if you've got it on CCTV, it's very much can't be disputed
28:22Especially if it's as clear CCTV with distinctive clothing
28:26It's really good evidence that we can use in court
28:30The CCTV showed the victim speaking to his assailant moments before the attack
28:51So that's just before the incident has happened, before the assault has happened
28:57Because the victim goes down the alleyway and then they meet him the other side
29:03You hear him say his name there
29:04He says his name twice
29:10So there he says, Fagan, the money will be there tomorrow, I swear down, alright
29:15Fagan's on the motorbike, or on a motorbike
29:17And he's wearing the same jacket again
29:20The distinctive thing across the shoulders
29:33Police also retrieved the bag discarded by Mitchell at the time of his arrest
29:41That bag there that's on the screen

29:47Mitchell then pushes the bag underneath the car
29:50So that is where we've seized this bag from
29:52It's underneath that car
29:53And inside the bag, there was a knife
29:57And there was a knife used in the earlier incident
30:01Where Fagan is smashed in the back of the window
30:06There was also some white powder individually wrapped
30:12There's another bag here which did have cannabis in it
30:21And there was also Mitchell's bank cards in the bag as well
30:28When you recover evidence like we did out of the bag which is the wraps of drugs, a knife
30:34My first thought is, that is a drug dealer
30:38Sometimes they'll have weapons
30:39Because it may be that other drug dealers might take umbrage to the fact that they're dealing on their patch
30:45Or there may be other drug users who try and take those drugs from them
30:49So they have weapons to protect themselves and to threaten other people
30:51And then obviously the drugs themselves which they're using to sell and to make money
31:01The development brought the police one step closer to being able to charge Fagan and Mitchell with drug offences
31:08We were originally investigating an assault and a public order offence of criminal damage
31:14Once they'd been detained and we were able to recover the extra evidence
31:18We knew straight away that it would be important to try and get them charged with the possession with intent
31:23to supply offence
31:25In situations like this where they've been causing so much harm to members of the public
31:31It's important to try and take them off the streets for as long as we can
31:38Possession with intent to supply carries a maximum sentence of life imprisonment
31:46We have to be able to prove to a jury that that person had those drugs not just for their
31:51own use but to sell on to other people
31:55The contents of the bag were sent for analysis along with two mobile phones seized from the suspects
32:03Because it's really difficult sometimes to tie what's in that bag to the person that we've taken it from
32:08We need to have forensic evidence that could be fingerprints or DNA
32:15Would the forensics prove their involvement or were detectives forced to release them?
32:34To suspect Jake Fagan and Connor Mitchell were arrested by Cheshire police on suspicion of multiple crimes
