The Parliamentary Special Select Committee aims to finalise its report on the proposed separation of the Attorney General (AG) and Public Prosecutor (PP) roles by mid-May, said Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said after the committee;s first meeting on Monday (March 16).

00:45Senaraikan tarikh-tarikh mesyuarat ini kita letak lima tarikh mesyuarat yang akan datang.
00:51Mesyuarat yang kedua akan berlaku pada 9 April, 16 April, 27 April, 4 Mei.
00:57Dan kita harap kita dapat memutamatkan penyata pada 18 Mei. Itu harapan.
01:04Mesyuarat juga bersetuju kepada beberapa perbincangan yang kita nak memberikan fokus keutamaan.
01:11Saya tak nak disclose lagi sebab saya percaya mesyuarat kedualah selepas perbincangan lebih mendalam.
01:21Apapun keputusan mesyuarat pada hari ini bersetuju, pertama sekali untuk bertemu semula dalam tarikh-tarikh yang ditetapkan.
01:29InsyaAllah kalau ada perubahan kita akan maklumkan.
01:31Kedua, mesyuarat juga bersetuju bahawa pakar akademik, orang pakar akademik perundangan dan perlembagaan akan dijemput untuk memberikan pandangan.
01:41We are looking at the whole bill of the constitutional amendment.
01:45As you know, the articles are affected will be on article 42, article 132, article 138, article 145 and the
01:57new clauses of 145A, 145B.
02:00Of course, we will look at the whole thing.
02:02But most important is to get all the members that is representing their party block.
02:08We hope by the end of the meetings that we have set, that we can come with support and a
02:17compromise on both sides of the aisles.
02:20Number one, there must be a consensus on the objective of the split.
02:25Number two is to understand the importance of the split.
02:29Number three, to make sure that we're able to come to a compromise on the process of appointment, qualification, termination,
02:40accountability.
02:40All that should be discussed by all the party representative.
02:45But after attending this first meeting, I find it's quite promising to see everyone's quite on board.
02:51Most important is the need that the split is needed.
02:54There must be the split.
02:55And it must be done this year, if possible.
02:57I think all attended meetings understands.
03:01I think most of the political party also understands the challenges that we are facing with certain position.
03:08I am not going to deny that there is a big trust deficit today in reference to certain position.
03:18I'm not talking about political positioning.
03:21I'm talking about certain posts.
03:22And as you know, the concern of the attorney general is the MPs and the public are concerned about issues
03:30of accountability.
03:32As of now, the law minister answer is only on behalf, not a full process of outright accountability to explain.

03:42Yes.
03:47Because we believe that we need to make it as a parliamentary select committee.
03:52So the virtue, I believe, the process is that we do the, we put the bill on the table and
03:59then we're getting their response.
04:01As I mentioned earlier, my consistency in parliament, although when I'm communicating with the public and the media,
04:09we're saying that this government will listen.
04:11So this process is that we know the attorney general split is much needed, but it's a very technical bill.
04:18Although it's less than 10 article amendments, but it's a very technical bill.
04:22So when we presented, the MPs came back from both sides saying that they need more time.
04:27They need to have more say.
04:29They need to be convinced.
04:30They need to understand.
04:32So this is what the government's allowing.
04:33And I think we must appreciate that the prime minister who is the ketua majlis to parliament is allowing this
04:39approach of continuous understanding and consensus.
04:44And because this split is a historical split and it will be recorded in a handset, it must and it
04:51should be done properly.
04:52And everybody is on board to understand.
04:54So the debate should be a very proper, knowledgeable debate by party representative or party leaders because this is a
05:03historical split.
05:05That's why it's a constitutional amendment.
