00:23upang masutukan ng high-level at future-ready certifications.
00:27Ano po yung mga pangunahin na yun dito?
00:28Okay, kailangan talaga natin sumabay sa mga pagbabago sa panahon ngayon.
00:33We're actually talking about AI, we're talking about emerging skills.
00:37Ito lahat kasi hinahanap na rin ang mga industries, mga kumpanya or mga enterprises
00:42na nangangailangan ng workforce.
00:45So we just have to be aligned with the requirements.
00:48And kasama naman palagi dito sa usapan, sa equation,
00:52kumbaga yung mga enterprises that are looking for workforce.
00:55Ma'am, nasabi po na magpo-focus na ang TESDA sa National Certificate 3 at 4 levels.
01:01Ano po ang ibig sabihin nito at paano po nito matutulungan ang trainees
01:05na maging mas job-ready at makakuha ng mas mataas na kalidad ng trabaho?
01:11Okay, maganda po ngayon.
01:12Kasi nag-uusap talaga yung tatlong agencies, educational agencies, Department of Education,
01:18TESDA, and Commission on Higher Education.
01:20So ibig sabihin lang nito, yung entry level, kumbaga ng trabaho,
01:24pwedeng i-cover ng senior high school.
01:26Yun yung NC 1 and 2.
01:28Kaya ang TESDA magpo-focus po ngayon doon.
01:30So NC 3 and NC 4, higher level.
01:33Okay, and sa Philippine Qualifications Framework naman,
01:37i-cover naman ng tertiary education or ng higher education, yung higher level.
01:41So what's important siguro na gusto rin natin emphasize dito,
01:44yung nakuha ng mga senior high school na certificate,
01:48marirecognize sa TESDA.
01:49Yung nakuha naman ng mga learners natin na certificate from TESDA,
01:53i-re-recognize sa higher education.
01:54So ibig sabihin, pwedeng i-stack.
01:56They don't have to start from scratch pag pumunta sila sa ibang level.
01:59So yun, pa-o-onti na yung time to spend in school or training institutions
02:05dahil kung mayroon na silang magandang foundation,
02:07sa simula pa lang, senior high school, that will already be counted.
02:10Okay, so accumulated po yung mga certificates nila.
02:12Well, nabangit nyo kanina yung use-secure AI at emerging skills.
02:16Sa ilalim po ng plano nito, ano-ano po yung mga bagong puto
02:18sa bibigyang prioridad, particular sa industrial skills,
02:21digital platforms, at language training
02:23para sa overseas Filipino workers' opportunities?
02:28Okay, unahin ko na lang yung sa language.
02:31Yun yun lang, biglang natandaan ko kagad.
02:33Okay, kahit na kasi online, ano,
02:36ang daming opportunities para sa mga Pilipino,
02:39virtual assistant ba yan, at marami pang iba, no,
02:42na kahit na nandito lang sila sa Pilipinas,
02:44for as long as they know the language of a particular country
02:47that looks for yung expertise nila,
02:50pwedeng magagamit yun.
02:51In terms of the emerging skills naman,
02:54yung needing technical or technology or digital,
02:59katatapos o kalulunch po nung AI,
03:02artificial intelligence na roadmap,
03:04yun po yung babasehan ngayon,
03:06hindi lang po ng TESDA.
03:07Again, yung different educational institutions,
03:10educational agencies po natin,
03:12para matingnan kung ano ba yung sakop
03:14ng senior high school, ng TESDA,
03:16at saka ng higher education.
03:18So, as we know, AI is cross-cutting.
03:22Ibig sabihin, it's applicable whatever sector it is,
03:25construction ba siya, aviation ba siya,
03:28medical ba siya, even agriculture.
03:32So, lahat ito, pwede talagang pasukan ng
03:35digitalization, technology,
03:37yung tinatawag nating emerging skills.
03:39Yusat, paano naman po palalakasin ng TESDA
03:42ang enterprise-based training
03:43o on-the-job training partnerships
03:45sa pribadong sektor
03:47para matiyak na meron pong connection
03:49yung training sa actual hiring?
03:51Mas lalaki po ba ang syansa na
03:53ma-absorb po ito pong mga
03:55mag-o-on-the-job training po?

04:00Ang enterprise-based education and training
04:03ginagawa mismo sa enterprises.
04:05Kaya tinatawag siyang enterprise-based training.
04:08And, ang programa
04:10or ang training program
04:11na i-implement po natin
04:13doon sa mga kailangang matuto
04:15ay endorsed or registered
04:18by no less than the enterprises themselves.
04:21So, kumbaga, alam ng enterprise
04:23kung ano yung gap,
04:24ano yung kakulangan sa kanilang workforce
04:26and sila mismo
04:27ang magde-develop ng training program
04:29at i-re-register sa TESDA.
04:30So, automatically, may upskilling.
04:33So, ibig sabihin,
04:34these are already people working
04:35in the company.
04:37So, i-upskill lang sila,
04:38tutulong ang TESDA,
04:40pwedeng incentive,
04:41pwedeng scholarship,
04:42hired sila.
