00:00On 28 February 2026, the United States, in full coordination with Israel,
00:06launched a second deliberate and unprovoked military attack against the Islamic Republic of Iran.
00:13This was a calculated act of aggression.
00:18Major cities and densely populated civilian areas were targeted.
00:24Hundreds of innocent civilians lost their lives.
00:28Many more were wounded.
00:30This is a flagrant violation of the Charter of the United Nations,
00:35especially Article 2, Paragraph 4,
00:38which strictly prohibits the threat or use of force against the sovereignty and territorial integrity of any state.
00:47It is a direct assault on the foundations of international law.
00:52Let's make no mistake.
00:54There was no imminent threat from Iran.
00:58Our nuclear program is exclusively peaceful.
01:01We were engaged in serious diplomatic negotiations.
01:05For the second time, the United States chose force over diplomacy and violated the Charter.
01:13There are no legal grounds that justify this attack.
01:16The so-called preemptive attack has no basis in international law.
01:22The prohibition on the use of force is absolute, except in self-defense against an armed attack.
01:31Iran is exercising its inherent right to self-defense under Article 51 of the Charter.
01:38Our response is lawful, necessary, and proportionate.
01:43We target only the military objectives of the hostile forces.
01:47We don't target civilians.
01:49We don't target the interest of neighboring states.
01:53Under international law, every state has a duty not to allow its territory to be used for act of aggression
02:01against another state.
02:02The issue before the international community is clear.
02:06Can a powerful state attack another sovereign member of the United Nations with impunity?
02:15If the answer is yes, then the Charter is meaningless.
02:19If the answer is no, then this aggression must be condemned and stopped.
02:27As long as aggression continues, Iran will defend itself decisively and without hesitation.
02:36The Security Council must act firmly, clearly, and without ambiguity.
02:41We are not attacking the interests of our neighboring countries.
02:45We are defending ourselves.
02:47We are targeting the facilities and the bases and the assets of the United States in this country,
02:55in those countries which is out of the control of the host countries.
