Two brothers, young teenagers, mapped out the sexual abuse they wanted to carry out.
CYF were made aware of the list, which included the names of future victims and described in graphic detail the planned attacks.
But nothing was done to stop those attacks happening. And in the end, at least 12 young girls were molested.
