00:04The Khilafah will unify the people of Balochistan on the basis of the Islamic Aqidah,
00:09not through force and coercion, like today's rulers.
00:12The recent attacks in Balochistan were among the most severe in recent decades
00:16in terms of scale, intensity, and scope.
00:19Beginning on 29 January 2026,
00:23separatists carried out simultaneous attacks in at least nine districts of Balochistan.
00:29These targeted various security installations, military checkpoints, police stations,
00:35a prison, district administration offices, banks, and other state institutions.
00:41In these attacks and the subsequent counter-operation, several hundred people lost their lives.
00:47Now that nearly a week has passed since the incidents and the retaliatory operation,
00:54the time has come to reflect upon the issue calmly and thoughtfully.
01:01Hizb al-Tahrir wishes to present three important points to all stakeholders in this regard.
01:06Firstly, due to the system of democracy, which grants numerical majority dominance over the minority,
01:13Balochistan, being the least populated province, has been neglected for decades.
01:18In November 2025, the government of Pakistan issued a report titled
01:23District Vulnerability Index of Pakistan, DVIP,
01:28which stated that 17 out of the 20 most underdeveloped districts in Pakistan are located in Balochistan alone.
01:35This government report itself exposes the hollowness of the political propaganda of the government
01:42through which it claims that substantial funds are being spent on Balochistan's development
01:47to address the grievances of its people.
01:50Most of the available funds are used to purchase political loyalties
01:54and are consumed by the corruption of a small elite.
01:58Meanwhile, Balochistan is rich in reserves of gold, silver, copper, oil, gas, water, and other resources.
02:07However, due to deviation from the sharia'a rulings of Islam,
02:11the benefits of these resources are being acquired by large corporations and a small elite.
02:17According to Islam, all such resources are public property and their benefit must reach all people.
02:24These resources cannot be handed over to capitalists through privatization,
02:30nor can the state claim exclusive ownership over them.
02:34The Messenger of Allah, Sallallahu Alaihi Wasallam, said,
02:42People are partners in three things, water, pasture, and fire.

02:48Islam is established upon the principle of unitary ruling authority, not federalism.
02:55Under a federal structure, each province claims ownership over its resources.
03:00It is on the basis of alleged violations of this principle that Baloch separatists have taken up arms against the
03:08state.
03:08However, according to Islam, minerals, oil, and gas resources, seas, rivers, and similar resources located anywhere within the state
03:17are considered collective property of all citizens of the state,
03:22and all people have an equal right to benefit from them.
03:26Thus, on this basis, the public properties of Khaybar, Pakhtun, Kwa, Punjab, Sindh, Balochistan, and other regions belong to the
03:37people in Balochistan,
03:38just as the public properties in Balochistan belong to other citizens.
03:42Through its just system, Islam ensures balanced development across all regions,
03:48and removes the sense of deprivation among people in underdeveloped areas.
03:53By turning away from these Islamic sharia rulings, Balochistan has been made vulnerable to separatists and the foreign colonialist forces
04:02behind them.
04:03Secondly, it is not possible to defeat the narrative of Baloch nationalism on the basis of Pakistani nationalism,
04:10which itself is a form of nationalism.
04:14Baloch, Muslims, and indeed the entire Muslim world, can only be unified upon the basis of Islamic aqidah,
04:21just as the Messenger of Allah sallallahu alayhi wa sallam unified the scattered tribes of Quraysh and the Arabs,
04:27who were steeped in racial, linguistic, and tribal partnership upon a single Islamic aqidah.
04:34As a result, hundreds of peoples were unified under one khilafah state over subsequent centuries.
04:41The Muslims of Balochistan could have been united upon Islamic aqidah, but the rulers abandoned this foundation.
04:50The continuous failure to unify the Muslims of Baloch on the basis of Pakistani nationalism
04:56has driven the secular nationalist rulers toward coercion, force, and violence in forced disappearances,
05:03abductions, imprisonment of political members, violent actions against protesters,
05:08and state crackdowns against Baloch political workers have collectively alienated Muslims in Balochistan from the state.
05:16Had the state acted with Islamic political awareness, it should have isolated the Baloch separatists.
05:22Instead, by applying a, quote, hard state policy even to ordinary Muslims in Balochistan who feel deprived and resentful of
05:31state behavior,
05:32the rulers have pushed them toward the separatists and provided an opportunity for separatist propaganda to succeed.
05:40Thus, instead of resolving the issue, they have further aggravated it.
05:44The bond of geographical patriotism is extremely weak and merely a temporary sentiment,
05:50amounting to little more than an instinctive reaction in times of danger.
05:55The bond of nationalism is an emotional bond, inciting conflict between people for dominance.
06:01The state's treatment of Baloch political workers is extremely oppressive and not permissible in Islam.
06:07According to Islam, the Khalifa is responsible for the Muslims implementing Islamic Sharia rulings
06:13with political awareness and seeking to earn the loyalty of his subjects through wisdom, deliberation, gentleness, and patience.
06:20Allah subhanahu wa ta'ala said in the Noble Quran,
06:31Muhammad sallallahu alayhi wa sallam is the messenger of Allah and those who are with him are firm against the
06:37disbelievers and merciful among themselves.

06:41The policies of the current secular, political, and military leadership are, in practice, making the situation in Balochistan increasingly grave.
06:50Thirdly, dividing the lands of the Muslims is decisively haram and constitutes betrayal of Allah subhanahu wa ta'ala,
06:57his messenger sallallahu alayhi wa sallam, and the believers.
07:00Baloch nationalism directly contradicts the Islamic aqidah.
07:04Likewise, the brutal killing of people belonging to other ethnicities, attacks upon them, or permitting settlement only for Baloch people
07:13on the basis of race or language
07:15are clearly haram and oppressive actions.
07:17The anger of the Muslims in Balochistan against state oppression and coercive policies is understandable.
07:24However, this does not permit the Muslims of Balochistan to abandon the Sharia rulings of Islam in response to the
07:31call of Baloch nationalism.
07:32It is not permissible for the Muslims of Balochistan, in the name of forbidden nationalism, to consider themselves superior to
07:39other Muslims or to regard others as inferior.
07:42The oppression of a ruler does not permit Muslims to divide themselves, thereby further weakening themselves and becoming vulnerable to
07:50the kuffar.
07:50Instead, it is obligatory upon Muslims to restrain the oppressive ruler, openly enjoining the right, al-ma'roof, and forbid
07:59the evil, al-munkar, and speak the word of truth despite the ruler's persecutions.
08:04The Muslims in Balochistan are honorable and dignified Muslims.
08:08They are guardians and standard bearers of the Islamic aqidah.
08:12Their great history and character do not allow them to adopt a path which the Messenger ï·º described as the
08:20call of jahiliyyah.
08:22Allah subhanahu wa ta'ala said in the Noble Qur'an,
08:41O mankind, indeed we created you from a male and a female, and made you into nations and tribes, so
08:47that you may know one another.
08:48Indeed, the Most Honorable of you in the sight of Allah is the Most Righteous of you.
08:53Indeed, Allah is all-knowing, all-aware.
08:56Al-Hujurat 13
08:57And the Messenger of Allah ï·º said,
09:10Whoever fights under a blind tribalistic banner, calling to asabiyyah, partisanship, or supporting asabiyyah, and is killed, then his death
09:18is a death of jahiliyyah.

09:21All Muslims in Balochistan, unify under the Raya banner of Islam for your legitimate sharia rights and support Hizb al
09:30-Tahrir in establishing the Khilafah caliphate on the method of prophethood to end the reign of these oppressive rulers.
09:37The situation in Balochistan, once again, demands that we establish the Islamic State of Khilafah, which will resolve the issue
09:45of Balochistan, along with other problems.
09:48Unify the entire ummah, fulfill people's rights, and not only eliminate regional nationalism, but also demolish these international nationalist borders
09:57to unify the Muslims.
09:59It is this cancer of nationalism through which colonialist disbelievers first set Arabs and Turks against one another, severed the
10:07Balkan regions from the Muslims, and further fragmented the Muslim lands.
10:11Is it not Afghan and Pakistani nationalism that has divided two brothers and which the rulers continue to inflame?
10:19It will be the second Khilafah r-Rashidah, rightly guided caliphate, established upon the Islamic Aqidah, that will once again
10:26unify this ummah and grant equal rights to all people.
