00:48The prosecution at the International Criminal Court or ICC on Tuesday, February 24,
00:53disclosed more details about the quality of insider witnesses they have to support allegations of
00:59Rodrigo Duterte's policy of widespread killings. The prosecution says the witnesses had direct
01:04knowledge of instructions allegedly given to police during Duterte's presidency. It was the first time
01:09the ICC released detailed information about the witnesses' profiles and testimonies. One witness
01:15claimed that Oplan Tokhang targeted the poor because they lacked the means to file lawsuits.
01:19As witnesses stated, the poor were often targeted because they were the ones least likely to file
01:27complaints against the police. To quote one witness on our next slide, he stated, it was said that the ones
01:39that we had to do the Tokhang operation on had to be poor. Those who do not have the means
01:46to file
01:47a complaint or to complain." The ICC says it will not disclose the identities of the witnesses at this stage.
01:57Stories of drug war victims framed as non-laban or fought back reached the International Criminal Court
02:02Tuesday, February 24. During the pre-trial hearing of former Philippine President Rodrigo Duterte,
02:08the Common Legal Representatives of the Victims, or CLRV, note the targeting of the marginalized created
02:13an environment that made it difficult to file complaints in the domestic justice system.
02:18Filipino lawyer Gilbert Andres describes how the crimes occurred in high-density communities. He compares the

02:27Mr. Duterte's drug war campaign targeted the very humanity of the victims, of their families,

03:31widespread murder as crimes against humanity. The pre-trial chamber is set to confirm or not
03:36confirm these charges within 60 days of the week-long hearing. Anti-dynasty and anti-corruption
03:43sentiments take center stage at the trillion peso march movement at the People Power Monument on the 40th
03:48Anniversary of the EDSA Revolution. The group has three main calls. Ikulong ang mga kurakot
03:54or jail the corrupt, enact a law that will create an independent commission on infrastructure
03:58and an anti-dynasty law. Former government officials, many of them from the Aquino administration, attend.

05:48Meantime, the Bagong Alliance ng Makabayan or Bayan and Allied Organizations marched to the EDSA Shrine
05:53where they had to force their way past a line of policemen.
05:59They are joined by activists from Bayan Southern Tagalog.
06:04In a bold stand against entrenched power, Naga City in Albay Province has officially
06:09designated February 25 as Anti-Political Dynasty Day. The resolution reads, there is an imminent
06:15need to highlight the city of Naga's sentiment against political dynasties. In the Bicol region,
06:20political dynasties continue to dominate leadership across all provinces. In the south,
06:25the Silliman University Religion and Peace Studies Department hosts a public forum on palm oil
06:30plantations in Candoni, Negros Occidental. The plantations have become flashpoints for
06:34militarization and land grabbing. In Bacolod City, Bishop Patricio Buzon joins the march towards the
06:40public plaza to commemorate the 40th anniversary of the EDSA Revolution. In Iloilo City, protesters take to
06:46the streets to demand accountability from the Marcos administration and press for the impeachment
06:50of Vice President Sara Duterte.
06:57And in Cebu, protesters take down and burn a canvas depicting President Ferdinand Marcos Jr. and Vice
07:03President Sara Duterte denouncing the former allies for alleged corruption and rights violations.
07:10The Information and Communications Technology Department floats the idea of banning the encrypted
07:15messaging app, Telegram. This comes after a proposal to ban another messaging app, Signal,
07:20earlier this month. DICT Secretary Henry Aguda says there is alleged proliferation of pornography and
07:26illegal gambling operations conducted via the app. He adds they've had difficulty communicating with
07:31Telegram as they attempt to raise these issues. Several IT rights groups push back against the proposal,
07:37saying it would impinge upon people's right to communicate in private. Historically,
07:42Telegram has pushed back against such attempts. In Hong Kong, it didn't comply with Chinese
07:46authorities trying to access data. Signal is a tool used by journalists to communicate securely with
