00:15had direct knowledge of instructions allegedly given to police during Duterte's presidency.
00:20It was the first time the ICC released detailed information about the witnesses' profiles and
00:25testimonies. One witness claimed that Oplan Tokhang targeted the poor because they lacked
00:30the means to file lawsuits. As witnesses stated, the poor were often targeted because they were
00:36the ones least likely to file complaints against the police. To quote one witness on our next slide,
00:47he stated, it was said that the ones that we had to do the Tokhang operation on had to
00:55be poor. Those who do not have the means to file a complaint or to complain.
01:01The ICC says it will not disclose the identities of the witnesses at this stage.
