00:48Commission is civilian-led and independent from the Philippine government. This comes nearly 10
00:53years after former President Rodrigo Duterte launched his war on drugs that killed nearly
00:5830,000 people. Cardinal Pablo Virgilio Ambo David sits as the commission's advisor while
01:03former International Criminal Court Judge Raul Pangalangan was named the body's chairperson.
01:08The former judge will be joined by the following experts as commissioners.
01:15The commissioners will approve policies and standards, organize hearings, and adopt findings
01:19and reports, authorized referrals and recommendations to concerned agencies and bodies. But David clarifies,
01:26the commission is not meant to replace the ICC nor the local courts as avenues to seek justice.

03:31The Department of Environment and Natural Resources clarifies the Southern Access Link Expressway Corporation has the necessary permit to cut
03:37trees along the avenue to make way for its Southern Access Link Expressway.
03:41But the concerned groups warn the loss of urban trees would worsen heat and flooding.
03:45The Philippine Association of Landscape Architects says regulatory compliance does not automatically equate to ecological sustainability.
03:53The Environment Department says the project proponent is required to plant 50,700 replacement seedlings in Manila.
03:59But the groups remain unconvinced noting the loss of the ecosystem provided by mature trees.
