00:00In Switzerland, the 61st session of the United Nations Human Rights Council is taking place
00:05where member countries are denouncing widespread violations of international law.
00:10During the session, some of the present states denounced the continuation of ceasefire violations
00:16in the Gaza Strip by Israel, as well as the violation of the human rights of children and women.
00:22Meanwhile, Venezuela reiterated its firm denunciation of the instrumentalization of human rights
00:29as political weapons used to attack, oppress, and cause suffering to peoples of the world
00:34in order to subjugate their will.
00:37The Venezuelan foreign minister, Ivan Hill, stated that the Bolivarian government adopted
00:42a diplomatic channel with the United States to resolve joint differences on an equal basis without subordination.
00:58On the 3rd of January 2026, we saw a terrible turn of events, illegal military attack on our country,
01:10which caused over 100 deaths and the arbitrary detention of the president, Nicolas Maduro Moro,
01:19and the first lady, Celia Flores, whilst they were exercising their official functions.
01:29We have seen that there is a technological and military imbalance because we're up against the nuclear power of the
01:40United States.
01:41Nevertheless, we have opened up diplomatic channels in order to try and resolve the differences we have with that country.
01:46It's not a case of subordination, but it's on the basis of sovereign equality,
01:51not on the basis of fear, but on the belief that dialogue is the only civilized way for nations to
01:59behave with each other.
02:01During his speech at the United Nations Human Rights Council session,
02:05Venezuelan foreign minister, Ivan Hill,
02:07reaffirmed the Bolivarian government's commitment to promoting dialogue and national reconciliation
02:13throughout the amnesty law.
02:16Bolivarian government has always promoted dialogue and reconciliation.
02:19Today, we're working on a policy of healing and reconciliation.
02:29The policy of political coexistence, which we recently adopted,
02:34is an instrument for building peace and reconciliation following the recent political cycles.
02:42This ensures legal certainty and restorative justice without allowing for impunity for serious crimes,
02:52such as crimes against humanity, murder or actions against our national sovereignty.
02:57It creates a special monitoring commission and reiterates that we will solve our problems internally
03:07on the basis of the Constitution, with you promoting peaceful coexistence.
03:12Likewise, the Venezuelan foreign minister demanded that the United Nations take effective actions
03:18that respects international law, does not violate human rights and guarantees equal recognition for all victims.
03:26We demand that the Council be capable of taking a critical look at itself and that it's capable of correcting
03:36its mistakes
03:36and that it acts with the same firmness towards any violation wherever it occurs.
03:43I would like to round off this statement by a moral reflection.
03:52We demand the following action.
03:54Firstly, an end to all unilateral coercive measures.
03:59Not only do they run counter to international law,
04:01but they have violated economic, social and cultural rights of millions of Venezuelans.
04:09Secondly, we call sovereignty in line with the United Nations as a fundamental principle
04:19of effective multilateralism and universal human rights.
04:23Thirdly, a human rights agenda which does not sidestep the major tragedies of the world
04:32and which recognises all victims as being equal without political selectivity for any of them.
04:39And lastly, the fourth point is that we call for the immediate release by the United States government
04:46of the constitutional president of the Bolivarian Republic of Venezuela,
04:51Nicolas Maduro Moro, and his wife, the First Lady, Celia Flores.
04:56In this regard, the Cuban Minister of Foreign Affairs, Bruno RodrĂguez Parrilla,
05:02denounced the United Nations' measures against the Caribbean island
05:06and reiterated that the Cuban people will defend with the utmost vigor and courage
05:11the right to self-determination, independence, sovereignty, territorial integrity and constitutional order.
05:22The executive order issued on January 29th by the President of the United States
05:28declares collective punishment of the Cuban people
05:30and aims to create a humanitarian catastrophe through an energy blockade.
05:41Can a great power be allowed to attempt to destroy a small, peaceful nation,
05:46provoke a humanitarian tragedy, destroy its national culture
05:50and subject the noble and supportive people to genocide under the crude pretext of national security?
06:03The Cuban people will defend with the utmost vigor and courage in close unity and broad consensus
06:09the right to self-determination, independence, sovereignty, territorial integrity and constitutional order.
06:26Through suffering, three generations of Cubans have overcome the U.S. blockade for more than 60 years.
06:32We have shown solidarity with everyone, especially with the nation of the South.
06:37Even in the worst-case scenario, we will persevere.
06:46We will find creative solutions to all difficulties.
06:49We will mitigate humanitarian damage.
06:51We will show solidarity and we will also be open to dialogue with the United States
06:57based on sovereign equality and international law.
07:06Mutual respect and reciprocal benefit.
07:09Without conditions or interference in our internal affairs.
07:13With the aim of achieving a civilized relationship within our difference
07:16and even promoting cooperation in areas where it is possible.
07:20We will be able to cooperate in the areas that result possible.
