00:17but he was released a second time after being arrested in New York City.
00:24Here today is a great gentleman, the police officer who arrested that illegal alien,
00:31only to watch him be set free to kill.
00:36I mean, he was arrested and they let him go free.
00:39They knew he was trouble, big trouble.
00:42Many of them are like that.
00:43They release him knowing it's going to kill again.
00:48But they released him and set him free to kill Lakin.

01:15And it's an honor to be speaking with you guys.
01:19My name is Ethan Carreri.
01:20I'm a police officer in Palm Beach County, Florida,
01:23and a former New York City police officer.
01:26While serving the New York City Police Department,
01:28I personally arrested Jose Ibarra for endangering the welfare of a child.
01:32A few months later, I saw his face again in the news
01:35after he viciously murdered Lakin Riley.
01:38I did my job.
01:40I put him in custody.
01:41The system failed.
01:42No detainer, no accountability, no deportation,
01:47and an innocent American life was taken.
01:51If you enter our country illegally,
01:53there will be consequences under this administration.
01:56The American citizens must always come first.
02:00To Lakin Riley's family, your loss should have never happened.
02:04We owe it to you and every American family
02:07to enforce our laws, secure our border,
02:10and protect innocent lives.
