01:35And there is no country in Europe that could rely only on its own technology and money to defend itself.

01:45That is why, while we invest in interceptors and protection, Russia invests in breaking unity between all of us.

03:21And there are strong decisions from Europe, including 90 billion euros for two years for us.

03:36And this is a serious guarantee of Ukraine's financial stability.
03:41And thank you for every strong decision for all our joint work.
03:44But let's not close our eyes to the problem.
03:47And Russia still has accomplices, regimes like North Korea and companies across the globe.
03:55Many of them from China that bypass sanctions and provide components for Russian weapons, Russian missiles.
04:02On top of that, Putin still has guarantees of financial stability.
04:06A large part of those guarantees lies here, in Europe, in European seas.
04:14I mean, Russian oil tankers still move freely.
04:17Freely along Europe's shores, in the Baltic Sea, in the North Sea and in the Mediterranean.
04:24In total, Russia still uses more than a thousand tankers.
04:29Each of them is, in fact, a floating wallet for the Kremlin.
04:35And I recently discussed this with President Macron, with President von der Leyen and with other leaders.
04:43And thank them for their willingness to fix this.
04:46We spoke about updating European legislation so that Russian tankers cannot only be detained but blocked.
04:53This is important, to block all these tankers, and they are all confiscated.
04:58The way the United States acts against shadowless tankers near its own shores.
05:05And it works, really.
05:07Without all money, Putin would not have money for this war.
05:12Let's make it possible.
05:13And now I want to speak about the cost.
05:17Cost of war on the ground.
05:19What does one month of war mean for Putin?
05:24Just in December, our forces eliminated 35,000 occupying soldiers.
05:31Killed and badly wounded.
05:33In January, there were fewer Russian assaults.
05:36And as a result, Russia's losses were about 30.
05:40About 30,000 killed and badly wounded.
05:43There is even a clear price Russia pays for every kilometer of occupied Ukrainian land.
05:50On the Donetsk front, it's one of the most intense areas.
05:55And everybody knows about it.
05:58The price Russia pays for one kilometer now is 156 soldiers.
06:05Putin is not concerned about this now.
06:07But there is a level at which he will start to care.
06:12I am sure.
06:13Every month, Russia mobilizes about 40,000 people.
06:17A little bit more, 42, 43.
06:19Sometimes not all of them reach the front line.
06:22So overall, the size of the Russian contingent in Ukraine is not growing this year.
06:28For our army, the mission is clear.
06:31To destroy more Russian occupiers because they are occupiers.
06:35And the goal is specific, at least 50,000 per month.
06:40Even for Russia, that would be serious, I am sure.
06:44And it would affect Putin's decisions.
06:47Because we are speaking mainly about frontline troops.
06:51Those leading the assaults and attacks.
06:56Mr. Isinger said in an interview before this conference that as long as Ukraine is defending Europe, the danger is
07:05not so great.
07:07And if we speak plainly and maybe a bit cynically, that is more or less the situation today.
07:16But look at the price.
07:21Look at the price.
07:22Look at the pain Ukraine has gone through.
07:26Look at the suffering Ukraine has faced.
07:30It's Ukrainians who are holding the European front.
07:35Behind our people stands an independent Poland and the free Baltic states.
07:41There can be a sovereign Moldova and Romania without dictatorship.
07:46And even one victor can think about how to grow his belly, not how to grow his army to stop
07:55Russian tanks from returning to the streets of Budapest.
08:08But none of our people choose to be such heroes.
08:12Ukraine did not choose this war.
08:16And it's strong to assume that this is a permanent arrangement that others can stay safe behind Ukraine back forever.

08:37That is why we are doing everything to stop this war and to guarantee security.

10:08War can return or expand.
10:11That is why we say there must be real security guarantees for Ukraine and for Europe.
10:20Strong security guarantees.
10:22And we know clearly what those guarantees must include.
10:26And we have strong agreements ready, ready to sign with the United States and with Europe.
10:32We think that the agreement on security guarantees should come before any agreement to end the war.
10:38Those guarantees answer the main question, how long there will be no war again.
10:44And we hope President Trump hears us.
