LTO: Driver in hit-and-run of Cebu businessman may be stripped of license
Land Transportation Office Chief, Assistant Secretary Markus V. Lacanilao, holds a press conference in Cebu City on Feb. 11, 2026, to discuss the leadership transition at the LTO Central Visayas and the recent death of a young businessman in a hit-and-run. The victim, 23-year-old Kingston Ralph Cheng, owner of The Mill Lifestyle Café, was struck near the entrance of luxurious Maria Luisa Subdivision shortly after midnight on Feb. 8. Authorities said the Toyota Innova that hit him, driven by 21-year-old Sean Andrew Pajarillo, first collided with a parked Toyota Vios along Paseo Saturnino Road before striking Cheng. Lacanilao said he did not believe the driver was sober and added that the suspect would be stripped of his driver’s license.
