00:00In Minnesota, they thought they would be spending $3 million on children with autism.
00:04And they were going to invest this $3 million to give the kids who are there, and not every
00:09child has autism, but enough to do that there was going to be a need to pay families to
00:14help these kids get through their days and manage their issues.
00:18Fine.
00:18The budget now is $400 million.
00:20So forget about the fact that it's more than 130 times more money.
00:24Who's going to take care of the kids if all the kids are diagnosed with autism?
00:28Why does every child have autism?
00:30Because they started paying moms to lie that their children had autism because they could
00:34get paid money.
00:36And the kids who don't need services now are forced to take care of services because we're
00:39paying the service providers to take care of kids who don't have a problem.
00:44So you understand that it's a perverse process where if you don't do it, they think you're
00:48dumb.
00:49I'm paying the moms.
00:50I'm paying the providers.
00:51The kids, God bless them, have no idea this is happening.
00:54And you're just ripping money out of the system, but also diluting care for the kids who need
00:58it.
00:58This is what political patronage and dishonesty and these precious programs does.
01:04And again, the money is not the primary problem.
01:07It's hurting the people who are most vulnerable.
01:09Hubert Humphrey, whose name is on this building that I'm in right now in Washington, he said
01:14something beautiful.
01:15And he's a Democrat, by the way.
01:16He said, it is the moral obligation of government to take care of those at the dawn of their life,
01:21which are our children.
01:22We cover 53% of kids in America.
01:25Most children are covered by Medicaid, by our insurance, or CHIP.
01:29We have to take care of those at the twilight of life.
01:31Those are our seniors.
01:33Every great society takes care of its seniors.
01:35We're great people.
01:35We're going to do that.
01:36You've worked your whole life.
01:37You've contributed.
01:38We respect you for that.
01:40We want to help you.
01:40So those are the dawn of life.
01:42Those are the twilight of life.
01:43And those living in the shadows, the kids and the adults, and also people in the shadows.
01:48We've got to take care of these people.
01:50Our fellow man needs our help.
01:53Cowardly acts, running from the challenges of dealing with corruption, of powerful forces
01:57who can influence what's going on in your life, who are uncomfortable to fight against.
02:01Nobody wants to fight the Russian mob in L.A., but someone's got to do it.
02:05I mean, my goodness, they elected you.
