00:49Because the BJP at this point knows very well that Congress will be disrupting.

01:20But on the other side, the Congress Party has its own strategy.

01:32And because of that, around seven Congress MPs and one deaf MP were also suspended.
01:37All these MPs were also still protesting right at the Makar Zahar of Parliament.
01:42And in this moment, sources are telling us that when PM Narendra Modi will come for speaking in Lok Sabha
01:49on the motion of thanks to the President's budget, Rahul Gandhi will try his best to hand over the book of General Narawane.
01:59Remember that a few minutes back, Rahul Gandhi had also shown that book to media.
02:04And now he has also decided to hand over that book to PM Narendra Modi.
02:08On this, you know, announcement which Rahul Gandhi has made,
02:12what we have told from our sources that BJP also has a strategy in place.
02:17BJP will ensure that Prime Minister speaks and Prime Minister addresses the nation in a proper manner.

03:04And when Prime Minister will speak, we are expecting a lot of smuggling.

03:11The House did sit in, but within minutes, it's now been adjourned again.
03:15Because we are made to understand there was some ruckus that took place inside the House.
03:19Let's play back those pictures, if we can, of what's happening in the Lok Sabha.
03:23So, exactly at 5 is when the House did sit into session.
03:28You saw some ruckus there.
03:30We saw people on both sides of the aisle actually get up.
03:33We are made to understand that there were some sloganeering that was taking place.
03:37And immediately, on the basis of that, the House was adjourned.
03:41It was barely a minute or so that the House actually functioned.
03:45And there it has gone back to it.
03:46So, Piyush, it looks like there will be a delay.
03:51Generally, in cases like these, we've seen in the past,
03:55that, you know, the government actually sits down with the opposition.
03:59There are these back-channel door conversations that take place.
04:02And they arrive at a common point.
04:04That, okay, do not disrupt when the Prime Minister is speaking.
04:08We'll allot you so much time.
04:09Okay, speak after.
04:12Or, okay, not four speakers, but two speakers.
04:15They always come to a compromise.
04:17Is that a struggle with BJP and Congress at the moment?
04:23Are they not speaking to each other?

04:32We have ourselves seen the meetings being chaired by Lok Sabha Speaker Om Birla.
04:38He has been talking to the various leaders from government as well as from opposition.

05:00in the office of Lok Sabha Speaker Om Birla.
05:02But it seems like opposition is not at all ready to let the issue of General Naravne go in vain.
05:10They want to continue to raise this.
05:11They want government to answer on the claims which Rahul Gandhi is making.
05:16Though BJP has made it very, very clear that if something is not published,
05:20if something is not in the public record, how can that be even discussed around the floor of the House?
05:27In fact, BJP MP Nishikhan Dubey had also come up with around 15 to 20 books.
05:32You know, those were published during the UPA era.
05:35There were many books.
05:36Those were also banned during the UPA era and now he wants,
05:40which means that BJP wants a discussion to take place on both books first
05:44and then a discussion on Naravneen.
05:46Naravneen's book can take place.

06:34Prime Minister wants to speak in the capacity of leader of the House
06:37and when leader of the House speaks, a motion gets passed.
06:40And this was a very crucial motion.
06:43It was the motion of thanks to the President's speech on budget.
06:46If Prime Minister would have spoken, a lot of things would have come out
06:50as to how the government is preparing as far as its strategy on budget is concerned,
06:55what will be the government's agenda for Viksit Bharat budget
06:59and how it is going to move.
07:01And Prime Minister would have unveiled a lot of things
07:03which the government is looking forward to do, but that has not happened.
07:06In fact, it all started, so we need to remember,
07:08it all started with what Rahul Gandhi did.
07:10He was given an opportunity to speak on this,
07:12but he chose to come up with a book which was not published.
07:17Then he said that it is published on budget.
07:20When he did that, Lok Sabha's speaker made it very clear
07:22that the ruling, the rule of Lok Sabha states clearly
07:26that anything which does not relate to the current topic of discussion,
07:30which means the discussion on motion of thanks to the President's address,
07:33you are not allowed to speak.

07:39And that was the ruling which was given by Lok Sabha's speaker.
07:42But Rahul Gandhi decided not to listen to what Lok Sabha's speaker was saying.
07:46Multiple times it happened.
07:48For at least two days we saw the Lok Sabha's speaker
07:51requesting Rahul Gandhi to speak on the President's speech,
07:55but he did not do that.
07:57Following which we have multiple times seen
07:59how the House has been getting adjourned.
08:01No discussion on the President's speech has taken place.
08:04And finally, today when Prime Minister...
08:05Help us understand,
08:08today when the Prime Minister was expected to speak,
08:10yes, the occasion was a vote of thanks,
08:14but Prime Minister would have also spoken and attacked the Congress Party, right?
08:19He would have attacked, expectedly, Rahul Gandhi.

08:50a lot of ruckus, a lot of sloganing happened
08:52and even we could not hear what Pew 12 were saying
08:55and that was not the proper speech.
08:56Though we have tried to understand what has so far
09:00and what is the government's message on this Indo-US deal,
09:07but the point here is that
09:08in amidst the country, it was not possible to speak
09:11and that's why when the House was not in order,
09:14Iloksova's speaker has decided to adjourn the House
09:17until 11 a.m. tomorrow.

09:25from the Prime Minister at 5 o'clock
09:27from the upper, the lower house over there,
09:31which is Lok Sabha
09:33and the Prime Minister was going to address the nation.

09:39the vote of thanks on the budget session

09:43issues being discussed in Parliament
