00:55The aerial assault focused on Ukraine's power grid as part of Moscow's campaign to deny civilians of electricity, heating and running water during the coldest winter in years, as temperatures drop as low as minus 20 degrees.
01:12On Tuesday morning, Kiev residents were busy clearing up after strikes damaged and set fire to residential buildings, a kindergarten and a petrol station.
01:22I just turn my head, and there's such a bomb, like a fire.
01:27The window just flies.
01:29I was flying in the window, but the neighbors just fly in the window.
01:35It's very scary.
01:36There's no room here.
01:37There's no room here.
01:38Thermal power plants operated by DTEC, Ukraine's largest energy company, were hit for a ninth time since October.

02:34According to the report, the two men allegedly manipulated several smaller warships, so-called corvettes, that were located at the shipyard.
02:44They are also accused of damaging freshwater pipes, removing fuel tank caps and disabling fuse switches for the onboard electronics.
02:54The German Navy currently has five corvettes, all of which are of the new and high-tech Braunschweig class.
03:04Sweden and Denmark will jointly procure mobile anti-aircraft artillery systems worth 245 million euros for Ukraine,
03:16as the country experienced one of its worst nights of overnight attacks.
03:21Sweden will contribute 199 million and Denmark the remainder to supply Ukraine with a mobile anti-aircraft artillery system.
03:30The two countries' defense ministers said in a press conference.
03:35Well, we see that Russia has been stepping up its long-range strike capabilities across the whole of Ukraine.
03:40On a daily basis, we are met with the news that civilians are dying due to the Russian brutality.
03:48This is a very important element of force protection for the civilian population.
03:52I hope also it will increase the resilience of the Ukrainian people, which I think has been very inspiring to follow.
03:59The system was developed at record pace and adapted based on battlefield lessons from Russia's all-out war in Ukraine,
04:08Johnson said the donation would be sufficient for Kyiv to establish its own air defense battalion.

04:50opening weeks of proceedings in a case that has rocked Norway's royal family.

05:01and the stepson of the heir to the throne, crown prince Hakan.

05:45Lawmakers at the European Parliament are struggling to find a compromise position on the design of the digital euro,
05:57according to three sources.
06:00Reporter Fernando Navarrete made a new proposal on the concept of the digital euro, calling it e-cash.
06:06That model would be used only for offline payments and as a tokenized digital form of cash,
06:13without granting users retail accounts on the European central bank ledger.
06:18By contrast, the Socialists and Democrats and Renew Europe support the European Commission's proposal,
06:25with users holding retail accounts on the ECB's ledger and using the digital euro both online and offline.
06:32A vote on the file is expected in May at the European Parliament's plenary session,
06:39but divisions between legislators could thwart its passage.
06:47Day one at the World Government's Summit here in Dubai.
06:51And the big question, the big issue permeate on the conference,
06:54but really the entire region, is whether or not a military conflict,
06:58a military escalation can still be avoided between the United States and Iran.
07:03And today, we heard from one of the most influential voices in the Gulf,
07:08and that is Dr. Anwar Gargash.
07:09He was for many years the man who led the diplomatic efforts from the United Arab Emirates, the UAE.
07:16And today, he told this conference that there is still time for Iran to return to dialogue.
07:22A conflict, he said, can still be avoided.
07:25And the authorities in Tehran, the regime, should really focus on engaging in dialogue with the United States,
07:31potentially all the way to making a cutting, a nuclear deal.
07:34He said a regional conflict would only create more instability.
07:39Now, that's for the geopolitics, but also we focus today on trade and the economy.
07:44We spoke on Euronews with Matthias Korman.
07:47He is the head of the OECD.
07:49And he told us, despite the very difficult politics, the geopolitics and conflict becoming now more of a permanent feature in relations across the world,
07:58he suggested there is still appetite for win-win when it comes to trade.
08:03And he said he also believes the multilateral trade system, despite the tariffs put forward by the U.S. government last year,
08:10is still standing strong countries, are now, quote, learning to adjust.
08:15Mario Draghi is an exceptional leader, policy thinker,
08:18and I think that everybody would be well advised to listen very carefully.
08:22So you say listen to his message.
08:24It's not really for me to give advice to the European Union on this point.
08:28But when I think that Mario Draghi is somebody that everybody would be very well advised to listen to very carefully.
08:33From the OECD and trade, we move now to Latin America because we also spoke with the president of Paraguay, Santiago Peña.
08:41He's also the head of the rotating presidency of the Mercosur, and he implored once again the Europeans to get the Mercosur deal up and going to really implement it.
09:17Remember, at the start of the year, finally, the EU Commission and the Mercosur,
09:21which includes, of course, Paraguay, but also Brazil and Argentina,
09:24finally signed the deal.
09:26The question is whether or not it can be implemented quickly.
09:30The European Parliament has said they do not think that's a good idea.
09:33They want a delay, and they now have reached out to the European top court for advice.
09:38The president of Paraguay telling us there are, quote,
09:41a lot of stereotypes when it comes to Latin America and Europe,
09:44and the best way forward now to really get this deal up and running.
09:48That's it for day one, and I'm Maria Tadeo here at the World Government's Summit for Euronews.
09:54Former president of the European Central Bank, Mario Draghi,
10:01said that Europe must turn itself into a genuine federation
10:04to avoid decline and deindustrialization.
10:07The remarks were made as the former Italian prime minister
10:11addressed students at the Belgian KU Leuven University on Monday
10:15after receiving an honorary degree.
10:17Europeans alone have the option to become a genuine power themselves.
10:26So we must decide.
10:28Do we remain merely a large market subject to the priorities of others?
10:35Or do we take the steps necessary to become one power?
10:40Grouping together small countries doesn't automatically produce a powerful bloc.
10:45This is a future in which Europe risks becoming subordinated,
10:52divided, and de-industrialized at once.
10:57And a Europe that cannot defend its interests
11:00will not preserve its values for long.
11:05Draghi said the world's current realities involve less trade and weaker rules,
11:10a model which benefits those with power and leverage.
11:12He said the U.S. for the first time,
11:16as evident by their foreign policy under U.S. President Donald Trump,
11:20sees European political fragmentation as serving its interests.
11:24Draghi proposed a federal model under which the EU can avoid being, quote,
11:29picked off one by one for its greater good.
11:32The former central bank chief stressed that
11:34so long as the EU operates on a member state basis,
11:38achieving power and competing on the global stage will prove difficult.
