00:00Because it's so cold outside of the Whipple Federal Building here in Minnesota.
00:04So we're heading to where all the protesters are right now.
00:10Agents are coming in and out in vehicles.
00:14So we're going to attempt to talk to him when he comes out here.
00:22We'll see what happens.
00:24Alright, so we are here on the ground in Minneapolis at the Federal Building,
00:27really the epicenter of ICE's operations in the city.
00:30And as we know, the Department of Homeland Security has received a massive influx of funding
00:34under President Donald Trump.
00:36And a lot of that funding has gone to equipping ICE with a lot of surveillance tools
00:40and new techniques that they haven't had previously.
00:43So we are here to see if any of that surveillance can be detected.
00:46And so we have several devices here.
00:48This is just a cheap $20 mobile hotspot from Verizon.
00:52And this is looking for what is commonly referred to as stingrays or MC catchers.
00:56These are fake cell phone towers that can force your phone to connect to them
01:00to determine what devices are in an area.
01:02Software-defined radio.
01:03This is used to analyze cellular signals.
01:06I have what's called the GPD Win Mini here.
01:08This is actually a video game device,
01:10but I've converted it to run an operating system and software
01:14that likewise, like this device, is looking for fake cell phone towers.
01:19It uses a different technique to do so.
01:22It's looking for high amounts of suspicious messages
01:26that are designed to force your phone to give up its identifying information,
01:30which then, of course, law enforcement can use to determine who's been in the area.
01:33We are going to pack up all these devices,
01:36and we're going to head over to the Federal Building right across the street here
01:38and see if we see any indicators of surveillance.
01:41I'm going to be amazed if, like, this surveillance equipment
01:43even survives the cold weather here, you know?
