00:05МУЗЫКАЛЬНАЯ ЗАСТАВКА
00:10Welcome to The Ring, your news's debating show
00:13broadcasting from the European...
00:15Parliament here in Brussels.
00:17Once a week, two elected members of the European...
00:20Parliament go face-to-face on some of the most pressing issues of our time.
00:25This week, we zoom in on the hot-button issue of trade from South America.
00:30To India, the EU has signed not one, but two massive trade...
00:35...deals in 2026 alone.
00:37European business communities are euphoric...
00:40...and farming communities are concerned.
00:41Luis Alberto has more.
00:45As global trade becomes increasingly entangled with geopolitics,
00:49the EU is...
00:50...being forced to rethink what its economic openness is for...
00:53...growth or a situation.
00:55With the United States becoming a less reliable partner and China...
01:00...ever more dominant competitor,
01:02trade is no longer just about lowering tariffs...
01:05...and about securing supply chains, influence and autonomy.
01:09Negotiations...
01:10...with India...
01:11...renewed momentum on a deal with Mercosur...
01:13...and outreach to Indo-Pacific...
01:15...partners reflect this shift.
01:17Supporters say these trade deals secure...
01:20...of Europe's place in a fragmented global economy.
01:23Critics fear they hurt farmers.
01:25...weaken environmental standards...
01:26...and erode public trust.
01:30Can the EU use its standards as leverage...
01:32...rather than compromise them for access and influence?
01:35Or will internal divisions reduce it to a large market...
01:38...reacting to decisions...
01:40...made elsewhere?
01:42The questions we hope to pose to our contenders...
01:45...let's meet them.
01:47Kieran Malouli, an Irish MEP...
01:50...and a member of the Renew Europe Group.
01:52He is a Vice-Chair of the Special Committee on Housing...
01:55...and a member of the Committee on Regional Development.
01:58Before becoming an MEP, he worked...
02:00...as a journalist for over three decades.
02:02He has also been a consistent critic...
02:04...of the EU Mercosur...
02:05...trade agreement, arguing that in its current form...
02:08...it poses significant risks to...
02:10...European farmers, food standards and public health.
02:13The Mercosur trade deal...
02:15...will do nothing of substance for the non-agricultural sector...
02:18...in Europe, he said.
02:20Jürgen Warborn, a Swedish MEP and a...
02:25...member of the European People's Party Group.
02:27He serves on the Committee on International Trade...
02:30...where he has played a prominent role...
02:32...in shaping the European Parliament's trade policy agenda.
02:35His work focuses on strengthening the EU's competitiveness...
02:38...expanding international trade...
02:40...and supporting open markets.
02:42On the Mercosur deal, he said...
02:45...we owe citizens facts, not fear.
02:48The safeguards in this agreement are...
02:50...stronger than in any previous EU trade deal.
02:53Kieran Mululi and your...
02:55Jürgen Warborn, welcome to their ring.
02:58Yes.
02:59The idea here is to give...
03:00...our viewers a glimpse of what your debates are like...
03:02...inside the hemicycle.
03:03So I hope you feel right.
03:05...at home.
03:06Kieran Mululi, let's start with you.
03:07334 members of the European...
03:10Parliament voted in favour of referring the EU Mercosur deal...
03:13...to the European Court of...
03:15...justice.
03:16You were one of them.
03:17Why do you dislike this deal so much?
03:19Well, I suppose, firstly...
03:20...that issue on that vote last week...
03:21...wasn't entirely just on the Mercosur issue.
03:23It was on the issue of what were their...
03:25...wherefore, as a parliament, we're there, as you know...
03:27...to co-legislate and also to be the...
03:30...they'd be there to scrutinise trade deals as well.
03:32So effectively, what we were asking for last week...
03:34...was one, just one...
03:35...is something at the moment...
03:36...a legal referral.
03:37We want our top courts in Europe to look at the issues...
03:39...particularly look at that...
03:40...balancing mechanism.
03:41It's something new...
03:42...in terms of the parliament over the last 30 years.
03:45And as we know, the European Court of Justice moves very slowly...
03:48...so we could be looking at perhaps...
03:50...two more years before they finish their work.
03:53And 324...
03:55...members of the European Parliament disagreed with this...
03:57...and they voted against referring the deal to the...
04:00...the European Court of Justice.
04:01Tell you why you like the deal so much.
04:03I think the viewers saw...
04:05...that China is now pressing us on one part...
04:08...and the US...
04:10...on the other parts.
04:11From a geopolitical standpoint, this is a good deal.
04:14From an economic...
04:15...this is creating more jobs in Europe.
04:18So we need it.
04:20...as soon as possible.
04:21And...
04:22...you mentioned one of the issues...
04:25...that made you want to send it for a legal check.
04:28But that is not really true.
04:30...that the rebalancing mechanism...
04:32...it's covered for within the agreement.
04:34There is...
04:35...no issue there.
04:36And there is a potentiality now...
04:37...that the deal could be provisionally...
04:40...implemented.
04:41...and that's...
04:42...that's what we need now because...
04:43How would you feel about that?
04:44If the Commission already...
04:45...I have a major problem.
04:46I have a major problem.
04:47Just to stick with the vote this week...
04:50...that the majority of our MEPs...
04:52...in all around Europe...
04:53...have felt that this issue needs to be...
04:55...referred.
04:56It needs to be looked at in depth.
04:57Remember...
04:58...right across Europe...
04:59...technology is like a...
05:00...in France and Poland.
05:01127 MEPs in those areas voted yes...
05:04...for this...
05:05...decision.
05:06They represent the biggest industries...
05:07...in Europe.
05:08Germany, the biggest economy...
05:09...is in favour.
05:10But the French MEPs...
05:10...and the...
05:11...and the Polish Trump...
05:12...to a person.
05:13Representing industries in Bordeaux...
05:14...and Paris...
05:15...in Amsterdam...
05:16...and right across Warsaw...
05:17...and yet they said...
05:18...we need a legal referral.
05:19I trust that you...
05:20Jürgen, do you not trust their...
05:21...judgment that this needs to go back...
05:23...to terms of industry...
05:24...and their countries?
05:25No, it's the...
05:25...the other way around.
05:26I mean...
05:27...it's in...
05:28...for the rebalancing mechanism...
05:29...as you mentioned...
05:30...is one of the most important...
05:31...part from you...
05:32...it is actually in the agreement.
05:34So you might not...
05:35...but they wanted to be reviewed...
05:36...obviously...
05:37So why did you want to review it?
05:38...members of parliament...
05:39...why did...
05:40...members of parliament...
05:41...are asked to come forward...
05:42...and to represent...
05:43...their constituents?
05:44The...
05:45...in...
05:45...in...
05:46...industries...
05:47...in France...
05:48...and in Poland...
05:49...and in Ireland...
05:50...said...
05:51...we don't...
05:52...we want to see...
05:53...a proper legal...
05:54...review...
05:55...so...
05:56...have you read that article?
05:57I guess you didn't...
05:58...no I haven't...
05:59...but I've looked at the...
06:00...that's why you voted...
06:01...the way you did...
06:02...I've looked at the precedence...
06:01...that's sort of been suggested...
06:02...as precedence...
06:03...in the precedence cases...
06:04...there were previous trade agreements...
06:05...with the European...
06:06...in the European Union...
06:07...there's no previous trade agreement...
06:08...with regard to the Mercosur countries...
06:09...and in those circumstances...
06:10...it's in order that we do this.
06:11...we haven't used it before...
06:12...I agree with that...
06:13...but it's also within...
06:14...all the WTO rules...
06:16...and since it's in the agreement...
06:18...which you...
06:19...obviously haven't read...
06:21...you still voted...
06:22...to send it for legal checks...
06:23...because I represent...
06:24...my country...
06:25...and the industry...
06:26...in my country...
06:27...the same as the French...
06:28...in Bordeaux...
06:29...and Paris...
06:30...and Warsaw...
06:31...say...
06:32...we want illegal...
06:31...a review of this agreement...
06:32...what are you afraid of...
06:33...Jergen?
06:34Are you afraid it will come back...
06:35...that it will not come back at all...
06:36...what are you afraid of...
06:38...what are your fears...
06:39...I'm afraid of losing...
06:41...jobs in Europe...
06:42...the economic development...
06:43...I'm afraid of losing...
06:44...jobs in Europe...
06:46...I'm afraid of...
06:47...the small business owners...
06:48...I'm afraid of...
06:49...all that growth...
06:50...that you...
06:51...and Europe needs...
06:52...in this moment...
06:53...my issue...
06:54...and one of the big issues...
06:55...I have with this deal...
06:56...is the scale of it...
06:56...it's over-racist...
06:57...it's over-stated...
06:58...I'm pro-trade...
06:59...I'm in favour of the EU...
07:00...India...
07:01...trade agreement...
07:02...and I was cheering...
07:03...yesterday morning...
07:04...why?
07:05...because of the scale of it...
07:06...we're talking about...
07:06...with 1.5 billion people...
07:08...as opposed to...
07:09...Mercosau...
07:10...with 300 million people...
07:11...we're talking about...
07:12...a country with...
07:13...limited trade opportunities...
07:14...as opposed to India...
07:15...which is...
07:16...which is Sean...
07:17...will...
07:16...to trade...
07:17...these are totally...
07:18...different situations...
07:19...you're afraid...
07:20...they won't come back...
07:21...the scale is now...
07:21...there, Jurgen...
07:22...I'm not really worried...
07:23...oh, the scale is...
07:24...definitely there...
07:25...it's 200...
07:26...170...
07:27...million...
07:28...consumers...
07:29...in the Mercosur countries...
07:30...a million and a half...
07:31...no, but I'd like...
07:31...to have both...
07:32...I'd like to have both...
07:33...we have US...
07:34...pressing us...
07:35...with terrorists...
07:36...we have China...
07:36...pressing us...
07:37...with subsidies...
07:38...and you are choosing...
07:39...one agreement...
07:40...I'm choosing two...
07:41...and you...
07:42...you say...
07:43...well, it's not enough growth...
07:44...but it's still growth...
07:45...and Kieran, are you not worried...
07:46...about the...
07:46...we use relevance...
07:47...on the global stage?
07:48I'm...
07:49...you have to be relevant...
07:50...we have to do...
07:51...to trade deals...
07:52...but I want to...
07:53...but I want to...
07:54...to trade with countries...
07:55...I want to trade with countries...
07:56...that are...

11:17So now you both have the opportunity
11:21To kick off with your own questions
11:23So I will stay quiet for a minute
11:24Kiran you go ahead please
11:26With your first question
11:26Yeah I mean I want to ask Juergen
11:28Up straight if he knows
11:29What antimicrobial resistance
11:31What antimicrobial resistance
11:31Is in terms of medical situation
11:33It's basically a medical condition
11:36Which occurs after the overuse of antibiotics
11:38It's something that affects you and me
11:40Forget about the
11:41The animals for the moment
11:41It's you and me
11:42Your kids
11:42Your family
11:43And if in an emergency situation
11:46You go into hospital
11:46You require antibiotics
11:48If you've been exposed
11:49To more antibiotics than you
11:50You
11:51You
11:51In the course of your life
11:52You're in big trouble
11:53Brazilian media is coming in
11:54The end of the day
11:55We know how to
11:56Antibiotics are in it
11:56We've seen it
11:57In my country
11:57We've had an expose
11:58With regard to
11:59Right across Brazil
12:01It's still going on
12:01So the question is very straightforward
12:03The question is very straightforward
12:04At the end of the day
12:05What
12:06What price
12:06Do you put
12:07On the safety
12:07Of your family
12:08So the meat
12:10Is coming in
12:11No matter
12:11With the
12:12Mercosur agreement
12:12Or not
12:13And what happens
12:14If we have
12:15The
12:16Mercosur agreement
12:16Is that we increase
12:18The checks
12:19In fact
12:20We will do
12:2150% more checks
12:22In the
12:23Mercosur countries
12:24We will do
12:2633% more checks
12:27At the border
12:28At the
12:30European borders
12:31And there will be
12:32A task force
12:33To improve
12:34The border
12:34Efficiency
12:36So actually
12:37For health
12:38For people
12:39And for animals
12:41And for the plants
12:42There will be
12:42More checks
12:43With the
12:44Mercosur agreement
12:45You can guarantee
12:45That we
12:46Without the
12:46Argument
12:47You can guarantee
12:47This
12:48Because on the
12:4925th of September
12:50Last year
12:50They
12:50Came into Ireland
12:51I've asked the
12:52Commission
12:52Since that
12:53About the
12:54Checks
12:54Where the
12:55Meat came
12:55From
12:56Where it
12:56Went to
12:56The
12:57Commission
12:57Doesn't
12:58Know
12:58They
12:59Still
12:59Don't
12:59Know
12:59So
13:00You're
13:00Not
13:00Reassured
13:00By what
13:01You're
13:01That's a
13:02Fact
13:02We can
13:03Ask
13:03You can
13:03Ask
13:04Anybody
13:04In the
13:04Parliament
13:04Next week
13:05When we

19:04think it's good for Europe because of the scale that's the key issue of balance what Europe has and
19:09what's possible okay and so now the workforce is they can afford to buy
19:14a Volvo you mean in India and the Irish can afford to buy another car
19:19in Ireland with the whiskey sales increase it's a win-win it's a win-win which will happen in Mercosur as well
19:24well not because of the scale you're going I'm quite genuine about that it doesn't have the scale
19:28that's if you look see
19:29in Ireland at the moment we've got half a billion sales already into India in terms of whiskey
19:34already
19:34before we start whereas the Mercosur exports are tiny from an Irish perspective
19:39277
19:3970 million consumers I think the viewers can assess that
19:431.5
19:441.4
19:44we will continue discussing it in one minute but just we must take a short break here on the ring
19:49but stay with us because we'll be back very soon with some more political punch from the parliament
19:54we'll be back here on the ring
19:59welcome back to the ring
20:04your news's weekly debating show here broadcasting from the parliament in Brussels
20:09I'm joined by MEP's Ciaran Mullooly and Jorgen Warburne and the idea here is to bring the party
20:14party debates to your sofa so what about you well according to a recent
20:19euro barometer what do Europeans think of the EU trade policy well 77
20:2481% support the EU's common trade policy 83% save
20:29that the EU should strengthen its economic independence and diversify its trade relations
20:34but at least 75% of citizens agree that
20:39agricultural imports should only ever enter the European Union if they comply
20:44with the EU's environmental animal welfare and labour standards
20:49are you surprised
20:49why is there?
20:50no not a bit
20:51I'm pro trade and I'm the person who says we have to make these
20:54deals and make sure they're the right deals but the key one is the last stats the 75%
20:58the end of the day
20:59people want to have safe food and if the safeguards are to mean anything then they've got to come back
21:04to parliament we start looking at them again we've got to find out where did the meat come from last September in Ireland
21:09nobody knows it's still a mystery we cannot go forward until we have clear safeguards on these issues
21:14Jorgen your reaction there to that data?
21:16I'm not surprised at all
21:18well if I am
21:19I'm surprised it's rather that the last number isn't higher because
21:24of course we're all concerned with food safety and my point is that with
21:29the Mercosur agreement food safety will actually increase we will have more checks
21:3450% more checks in the Mercosur countries 33% more checks at our border
21:39a task force of increasing efficiently efficiently so I guess
21:44that means that we will find the meat or other products that are
21:49that are not good for us
21:51so why is the EU Mercosur deal so toxic then?
21:53is there a
21:54communications issue here have you been miscommunicating this deal and the benefits perhaps?
21:58I think so
21:59you know I also admit that there are sensitive products for the agriculture sector
22:04as a whole it's huge potential for dairy for wine
22:09for a lot of different products but for some products they are sensitive it's beef
22:14it's poultry it's sugar it's a few others but here the commission has really been clever
22:19in negotiating it it's tariff rate quotas meaning the volumes are small
22:24relatively small relatively small 1.5 percent maximum in consumption of the EU
22:29for beef
22:30for beef
22:31one steak per year
22:32one steak per year
22:33one steak per year
22:34one steak per year
22:34and then it goes
22:35and then it grows and then it grows
22:36no it doesn't
22:37it's in the agreement
22:38so it's one steak
22:39and then
22:40and then with the quotas then you have the safeguards meaning that
22:44prices cannot decrease too much then tariffs kicks in and there is also
22:49an insurance policy in terms of money
22:51I think the good news on the vote last week is that Europe is changing
22:54its mind about the entire America's ordeal now
22:56we've seen
22:57who is
22:58I was told
22:59who in Europe
22:59you haven't seen the commission president change your mind
23:00I think social
23:01to be very clear about it
23:02these statistics
23:03there's something
23:04very clear about it
23:05when we voted on
23:06but just who has changed their mind
23:07I'm really curious
23:08answer the question
23:09last year when we had
23:09we had a vote
23:10we had 10, 11 social democrats
23:12who abstained
23:13this week they voted
23:14in favour of the legal agreement
23:15I believe they'll vote
23:16to
23:17to knock down Mercosur
23:18that's who's changed their mind
23:19that's why we won this week by the way
23:20it wasn't
23:21so the left put the motion forward
23:22the right were involved
23:23but at the end of the day
23:24it was social democrats
23:25from Romania and Hungaria
23:27that changed their mind
23:28in this situation
23:29and that's happening
23:30right across the border
23:31with regard to Mercosur
23:32but it's very political
23:33because of the safety issues
23:34it's very political
23:34it's about food quality
23:35it's about politics too
23:36you asked the question
23:37what did the commission do wrong
23:38the commission
23:39they failed to recognise
23:40the cultural problem in Brazil
23:42this is an examination
23:43that went over
23:44over 3,000 kilometres
23:45over 14
23:46you disagree sir
23:47it's right across the border
23:48you can't
23:49change that overnight
23:50you can't
23:51Tyrion is putting forward
23:52great arguments
23:53for
23:54provisional application
23:55actually
23:56meaning that
23:57the Mercosur agreement
23:58should now
23:59start to be in force
24:01as soon as possible
24:02because
24:03the
24:04vote last week
24:05you didn't
24:06you didn't
24:07read the agreement
24:08but
24:09you still voted
24:10to send it
24:11for legal checks
24:12meaning that
24:13what you are really
24:14against
24:15it's the Mercosur agreement
24:16and that's why
24:17it was a
24:18delaying
24:19process from you
24:20and some colleagues
24:21but
24:22we cannot afford
24:23to delay the process
24:24we have been negotiating
24:25this for 25 years
24:2625 years
24:27and now we need
24:28to put it into
24:29for us
24:30and I think
24:31forget about 250
24:32not happening
24:33no no no
24:34we do more checks
24:35so when we
24:34put it into into action
24:36then
24:37export will grow
24:38jobs will grow
24:39and that will be
24:40very good for you
24:41that won't grow
24:42that's the trees
24:43in the Amazon
24:44you seem to have
24:45forgotten that
24:44issue and I'm sure
24:45your Swedish viewers
24:46are interested in that
24:47as well
24:48we heard it
24:49at Christmas
24:49the biggest soil
24:50producers in Brazil
24:51are going back
24:52into the rainforest
24:53and on that point
24:54that's what you're voting
24:55that's what you're voting
24:56that's what you're voting
24:57that's a fact
24:58they have
24:59action agreement
24:59once again
25:00breached an agreement
25:01and we're going back
25:02into the rainforest
25:03we're going to see more trees
25:04cut than ever
25:04before and you're saying
25:05that's fine
25:06we're going to go ahead
25:07on a provision
25:08I want to continue
25:09quizzing you
25:09is to go ahead
25:10so haven't we
25:11haven't we the EU
25:12deforestation
25:13so that's the view
25:14from
25:14that is the view
25:15from Ciarán Malouly
25:16and Jorgen Varburn
25:17now it is time though
25:18to move on to
25:19our fifth and final round
25:21are you ready?
25:24so I'm going to ask our MEPs
25:27a set of questions
25:28and you
25:29only can answer
25:30with a yes or no
25:31is that doable?
25:32debatable
25:33debatable
25:34no
