The Tasmanian government has officially scrapped a directive to implement a mandatory pre-commitment card for gambling on poker machines in favour of its new proposal for a cashless voucher scheme. Some gambling researchers warn the new system could be exploited by criminals, but Australia’s financial crimes intelligence agency says the move away from gambling with cash will discourage money laundering.

00:51Each voucher can be for up to $200, but there'd be no limits on how many you could buy.
00:57Any winnings would also come in the form of a voucher, which could be redeemed for cash or used to play on other machines.
01:03The purpose of all this is to have breaks and force breaks in the time in front of a poker machine.
01:13There are still some details to come and there are no timelines.
01:17The voucher system would be similar to the one used in New South Wales, which some researchers argue is open to abuse.
01:24They're used as a way of criminals paying each other, so it's like a simplified money laundering system.
01:33AUSTRAC, the nation's financial crimes watchdog, says cashless gaming makes money laundering harder and has welcomed the change.
01:41At any one time, you can only loan $200 onto a ticket, so it would be a very tedious task for anybody engaged in money laundering.
01:52Hospitality Tasmania, which opposes a mandatory pre-commitment card, has welcomed the government's new approach,
01:59saying the focus should be on helping problem gamblers, not restricting those who game responsibly.
